There was presented to the council the matter of licensing Taxi's and U-Drive-It cars and after some discussion it was moved by Mr. Mass. nick, seconded by Mr. Graham that Mr. Webb be authorized to issue a temporary license to Morse Motors, Inc. for operation of a U-Drive-It at $50.00 per car per license year and to obtain a medallion to be affixed to the license plate of each car so licensed. Also to issue a temporary license to Usher's garage and Taxi Service, Inc, for oper- ation of three cabs at $50.00 per cab per license year. It was recommended by the village attorney that the council members obtain a copy of the proposed charter and make a study of .it for recom- mendations. Upon motion of Pr. Massnirk seconded by Mr. Graham the meeting was adjourned. Attest: ill/� e Clerk President of the Council A PPROVIT : 1 A� MAY 9, 1947 "ayor A special meeting of the Council of Bal Harbour Village was held in the Village offices in the Administration Building, Bal Harbour, at 8:00 oiclock P. M., May 9, 1947. There were present the following councilmen: Messrs. Webb, Massnick, and Whittaker. The Mayor and Village Attorney, J. Julien Soudierland and Mary Wetterer, Vil]age Clerk were also present.. The president of the council presented to the meeting the resignation of Yr. Charles Graham as councilman, and on motion duly made, seconded and carried, it was voted that Mr. Grahamis resignation be accepted with regret. The Village Attorney reported that a charter for the village, to be presented to the 1947 Legislature, changing the form of village govern- ment from aldermanic system under the general laws to a city -manager form of government, had been prepared and a copy furnished to each of the councilmen; and in its final form it was presented to the meeting. MAY 9. 1947 The Attorney stated that it was his intention to take the charter to Tallahassee and request Senator D. C. Coleman to introduce it and re- quest the members of the house to see that it was passed during the present session of the legislature, if in the form as now presented it is satisfactory to and is approved by the council.. It was suggested that, if the council approves the charter a re:so1utian be passed to that effect. Thereupon motion of Mr. Massnick, seconded by Mr. Whittaker, the foil%,w- ing resolution was adopted: "WHELE:AS Bel Harbour Village was incorporated under the General Laws of the State of Florida on the 15th day of August, 1946, and WHEREAS, it is believed that it would be for the best interests of the residents and property owners in said village to have a charter for the municipality directly from the Legis- lature of the State of Florida in such form as will meet the requirements of this community; and WHEREAS after consideration a charter has been prepared, and said charter has been approved by the residents of the Village and has been alro unanimously approved by the council of the Village; NOW, THEREFORE be it RESOLVED that the legislative delegation representing Dade County in the 1947 Legislature of the State of Florida be and they are hereby requested to submit to the Legislature and to cause to be enacted a proposed charter for Bel Harbour Village, and be it FURTHER RESOLVED .hat J . Julien Sou therland be and he is hereby authorized and requested to present said charter and a copy of this resolution to Senator Coleman and Representatives Oelkers, Gautier and Lantaff with the request of this council and those now resident in hal Harbour Village that this charter be enacted into law." Upon motion of Mr. Whittaker, seconded by Mr. Massnick, the Village Clerk was directed to furnish the Village Atsorney with a copy of the resolution just passed, to be presented to the Dade County delegation at Tallahassee.
