City Council Minutes The Tybee Island City Council held its regularly monthly meeting on Thursday, August 12, 1993 in the Auditorium at City Hall. Mayor Walter W. Parker presided with the following members of Council present: Christopher P. Solomon, Jack Youmans, James P. Locklear, C. Ansley Williams, C. Burke Day, and Jimmy Brown. City Attorney Edward Hughes was present to represent the city in legal matters. Mayor Parker gave the Invocation and led the Pledge of Allegiance. Mayor Parker stated that Gunnery Sgt. Bobby Bodaford is now an Honorary Citizens of Tybee Island. Gunnery Sgt Bodaford was not present to accept honor. Mayor Parker asked if any visitors would like to speak to Council. No visitors came forward. Mayor Parker opened the Public Hearing on a petition for a Major Subdivision by Mr. Allen Hendrix. Mr. Hendrix said that the lots would be 12,000 sq. ft. plus and that he has spoken with the city about the water /sewer and drainage. Katrina Hughes of the Planning Commission said that the preliminary sketch plat was passed by a unanimous vote by commission. No one spoke in favor or against the request. Mr Hendrix said that he was satisfied and know that it will be a nice subdivision. Plans to landscape and feels that surrounding area will up grade itself. Council had no questions of Mr. Hendrix. Mayor Parker closed the hearing. Mayor Parker said that the petition from Reynolds for a setback variance has been postponed until a later date at the request of the owners. Mayor Parker opened the meeting for business legally presented to Council. Councilman Solomon moved to approve Mr. Hendrix preliminary sketch plat plan. Councilman Youmans seconded. Vote by Council was unanimous. Mayor Parker asked if any changes or correction for the minutes of July 8th and August 5th meetings, if not they stand approved as presented. Bills for the month of July: General Government 64,028.07 Police 61,083.50 Fire 4,930.18 Public Works 40,391.19 Sanitation 23,726.89 Recreation 5,614.59 Lifeguards 13,830.55 Parking Services 13,129.65 Water 21,179.65 Sewer 33,548.77 1 1 1 The Council member of each department said that they had reviewed the bills, found them in order and recommended they be paid, with the exception of Councilman Solomon who questioned the difference in what he had reviewed and what was on the list in front of him. Councilman Solomon stated that he approved all bills that he had reviewed for payment. Mayor Parker said that he has been questioned by citizens about the high amount of each department this year. Mayor Parker said that he told them that the amounts include all salaries and benefits for all employees. Councilman Youmans stated that this was just done at the beginning of this year. Councilman Williams moved to approve the priorities from the GA. Ports & the Beach Task Force concerning the Beach Stabilization. (Copy of request attached to these minutes) Councilman Locklear seconded. Councilman Youmans moved to amend the motion by striking the C paragraph. Councilman Williams accepted the amendment. Councilman Youmans said lets don't get deeper into the Special 1% Sales tax until we see about Second Street. City Administrator Rowena Fripp said that C pertains to she and Billy Pye doing in house projects and it would only involve their time. Councilman Day recommends that motion stands, Councilman Locklear agrees. Mrs. Fripp said that we will have to follow conditions set by the state and that we need approval on design tonight. Councilman Williams said that if we did not approve the whole request tonight then we would have to go back to council again and that the council needs to stand united on its position. Councilman Brown asked who will give us the cost estimates. Mrs. Fripp stated that specs. will be put out by the State of Georgia. Mrs. Fripp said that the Shore Assistance Committee is meeting at City Hall on September 7th to consider our request. Vote on the amendment was 5 in favor, 1 oppose (Locklear). Vote on main motion was unanimous. Councilman Locklear moved to send a letter to the Chamber of Commerce requesting them to help financially with the Military Festival that took place this past weekend. He stated that the city had spent $2,572.00 on the Chamber sponsored Beach Music Festival in June. Mayor Parker said that motion fails for lack of a second. Councilman Brown moved to approve the Alcoholic Beverage License transfer request for Kittens Kornor in the name of Benny Alexander. Councilman Youmans seconded. Vote by Council was unanimous. Councilman Day stated that the petition for Alcoholic Beverage from the Turntable by Mrs. Rose Badger has been withdrawn as of 1:04 P.M. today. Councilman Day moved to adopt the Body Armor policy into the P.O.M. that is being revised by the Police Dept. Councilman Locklear seconded. Vote by Council unanimous. 1 1 Mayor Parker said that he would like to wait to appoint someone to the Coastal Georgia Advisory Council on Historic Preservation until a recommendation from the Historic Society. Councilman Youmans stated that we need to appoint someone who will attend the meeting and feels that we should wait for a recommendation also. COuncil agreed. Councilman Solomon moved to purchase Fire Hose in the amount of $4,800.00 to outfit Truck #4, the lifespan on this hose is 10 to 20 years. Councilman Day seconded. Vote by Council unanimous. Councilman Youmans said that a few month back the council voted to replace the water lines on Miller /Sixth /Lewis because of poor water pressure, this is a health and safety measure. Councilman Youmans presented 3 bids from contractors that run from $55,000.00 to $57,000.00 and moves that council approve the lowest bid to do the work. He also stated that Mr. Art Harden feels that the money will be here before the bid amount needs to be paid to contractor. Councilman Youmans asked what happens to money left over at end of year from Water /Sewer? Councilman Day said it should be applied to C.I.P. Councilman Locklear said it is just a piece of paper. Councilman Locklear said that Water /Sewer Committee has not had a meeting to go over bids. Councilman Williams asked if it would not be a good idea for the Water /Sewer and Finance Committees to meet. Councilman Solomon said that bids need to be advertised, at least a Public Notice on the board at City Hall. Mrs. Fripp said that Superintendent Art Harden got the bids himself. Councilman Youmans again stated his motion to accept the lowest bid, at this time COuncilman Day seconded. Councilman Solomon stated that the bid was not legally advertised and there is no money in the budget to cover expense. Mayor Parker said that maybe we should hold up on the project at this time. Councilman Solomon said this is the worst water main on the island. Mayor Parker asked if council would rebid for 15 days? Councilman Brown asked who the 3 bidders were. Councilman Youmans answered Henry Plumbing, Ken Bidwell and I Am Construction. Mayor Parker asked who was the lowest bidder. Councilman Youmans stated I Am Construction. Vote by COuncil was 4 in favor, 2 opposed (Solomon, Williams). as there was no further business, Mayor Parker adjourned the meeting. Clerk of Council yor Walter Parker 3 1 Date: August 12, 1993 From: Ro Fripp To: Mayor and Council Subject: Beach Stabilization The Ga Ports & the Beach Task Force have asked for approval on the following priorities: A. Endorse the state's requests: 1.) That our coastal engineer, Olsen, proceed with the design for the south groins 2.) That Olsen provide a definitive narrative description with cubic yard measures of his recommendations regarding the "dramatic overfill of the Seconded Street erosion hot spot." 3.) That the estimated total cost of the $49,500 for this work be broken down between the two projects for funding purposes. B. Approve the expenditure of approximately $11,800 for state and COE permits, which includes approximately $2,000 for overflights of the beach that will be needed. These funds will originally come from the city's beach renourishment line item, to be reimbursed from the Governor's south end groin funds and from the funds allocated for this purpose by the 1% sales tax funds from Chatham County. C. It is also recommended that Council authorize the compilation of estimated costs for crossover structures, seeds for dune planting, dune - shaping, etc.
