HomeMy Public PortalAbout1962_02_26 . 59 • Minutes of. the Leesburg Town Council Meeting , February 26 , 1962 A regular meeting of the Leesburg Town Council was held in the Council Chambersq Leesburg , Virginia on February 26, 1962. Mayor Frank Raflo called the meeting to order at 7: 30 P .M. . Councilmen present were George J. Babson, Stanley F. Caulkins , George P. Hammer-ly , Maurice R. Lowenbach and John W'. Pumphrey. Absent from the meeting..was Councilman Hunter M. Leach. Upon Motion of Councilman Pumphrey ; seconded by Councilman IICaulkins and with the general approval of the Councilmen the minutes of the previous meeting were approved as read . Upon Motion of Councilman Lowenbach; seconded by Councilman Pumphrey and there being no objection to a roll call vote the following resolution was unaminously approved . Voting yeas , Councilmen Babson, Caulkins , Hammerly, Lowenbach and Pumphrey. WHEREAS , E . Frank Myers , III and G. Shirley Myers have presented a preliminary plat dated December 18 , 1961 , of Section II of the Dry Mill Subdivision to the Leesburg Planning Commission, and 00 WHEREAS , the Leesburg Planning Commission recommends that a l`, variande be granted the Subdividers on the installation of a sidewalk on the north side of a proposed street in Section II of the Dry Mill n: Subdivision connecting Anne Street with Section I of the Dry Mill Sub- division, all as is provided for in Section IV-t-3 of the Leesburg Zoning Ordinance NOW THEREFORE BE IT RESOLVED , by the Council for the Town of Leesburg, in Virginia, that E. Frank Myers , III and G. Shirley Myers be granted a variance under Section IV-1-3 of the Subdivision Ordinance and need not construct a sidewalk on the north side of a proposed street connecting Anne Street in Section II of the Dry Mill Subdivision with Section I of the Dry Mill Subdivision. Upon Motion of Councilman Lowenbach; seconded by Councilman Hammerly and there being no objection to a roll call vote the following resolution etas unaminously approved . Voting Yeas , Councilmen, Babson, Caulkins , Hammerly, Lowenbach and Pumphrey. WHEREAS, a need has arisen to regulate the proper development of the use of land , and WHEREAS , the Planning Commission has held a public hearing on proposed amendments to the Leesburg Zoning Ordinance and have ,recommended the proposed amendments for adoption by the Council, THEREFORE , BE IT RESOLVED , by the Council in the Town of Leesburg , in Virginia , that a Select Committee to be known as the Zoning Committee be appointed to st-ldy the report of the Planning Commision on site plan requirements and td. study the best methods of control of land use , and further that this comsittge consist of two members of the Council and such other individual s as the Mayor may designate , and that this Committee report its recommendations to the Council at its leisure. Mayor Raflo appointed the following persons to the Zoning Committee: Councilman Hammerly, Councilman Pumphrey , Mr. Frank Caldwell , Mr. George Martin and Mr. Robert Sharp. . IIUp Upon Motion of Councilman Pumphrey ; seconded by Councilman Lowenbach and there being no objection to a roll call vote the following resolution was approved . Voting Yeas , Councilmen Caulkins , Hammerly , Lowenbach and Pumphrey. Voting Nay, Councilman Babson. WHEREAS , the Leesburg Planning Commission has adopted as part of the Master Plan for the Town of Leesburg , in Virginia , a Major Thorofare Plan, on August 10, 1961 , and WHEREAS the Town Council of Leesburg approved said Major Thoro- fare Plan on August 13th, 1956, 60 NOW,:THEREFORE,, BE IT , RESOLVED , by the Council for the Town of Leesburg , in'Virginia , that the Department of Highways be requested to consider in the relocation of their Leesburg Residency , the dedication of 70 feet from their present site , for the development of a road to coincide with the inner circumferential loop as set forth on the Major Thorofare Plan for the Town of Leesburg , in Virginia.
