WHEREAS, the Code. of Virginia. provides. three. alternativ.es_ for the maintenance. of streets .within_municipalities of _thir.ty five..hundr.ed or les&-population, namely: - - , (1) The State will accept for permanent_.maintenance. two miles of secondary streets which confera,to the-.minimum._requirements• . • of.-thirty foot right of way; plus one-fourth of a mile,`for each year subsequent to the fiscal year .1948; -` - • (2) The State' .will maintaif, improve, construct and reconstruct: all streets in the Town- of Leesburg., which .pr.ior_to. 1950:. had an- unrestricted right of way width of not less .than .thirty, ..feet -and a hard surface width of not less than. twelve. feet , and such streets thereafter established. by said town -having a•-right of way width of not . less .than fifty feet, and a hard surface width of not less than twenty feet; . (3) The State will pay the municipality -$300.00 per :year.-per 'mile for. streets conforming to the requirements set -forth.-In -the . second •choice; WHEREAS, the .Town of Leesburg is- currently..operating..under',the first above: mentioned choice; and :-- I .- , „WHEREAS:, the Town has within its system of_ s.treets 'a_ total :of 11..58 .m miles 'of_ streetsaintained. by' the Virginia Department of)Highways, .and approximately 0.91 miles . of . streets have been constructed to Virginia Departmentof• Highways standars and_ are awaiting:their. .turn.`for ac- ceptance and approximately .1.255 miles of additional_streets will be constructed by October_, 1962 to Virginia Department of Highways: standards and approved preliminary. plats indicate an additional_ 4.44 milea of streets..will .be constructed to. Virginia Department .of Highways standards by October of 1963, this indicating a ratio of street construction to street acceptance- of. approximately nine to one% , and • . . WHEREAS;. •the Town of Leesburg is 'expariding. its street system at an accelerated rate which makes the present method of 1/4 mile per year. un- suitable to both the Town and the Virginia Department of Highways , . .. 45.. _ 64 - -• . NOW, THEREFORE, pursuant to the provisions of the Code of Virginia, Section 33-50;4 BE IT RESOLVED, that the Town Manager of the; Town of Leesburg. be, and-he hereby is, directed to address a request., accomp- anied by a copy of this resolution, to the State Highway Commissioner "to maintain, improve, construct and reconstruct_ all streets in_ such incorporatedetown having an unrestricted right of way width of not less than thirty feet :and . a hard surface .width of .not less.-than . • twelve feet if established prior to July 1, 1950,. and_:any such streets hereafter established by said incorporated town having a right_.of_ way width . of not less .than fifty feet and :a hard surface width .of. not .less than twenty' feet." Leesburg , .,in_Virginia that the sum of $2000.00 be appropriated from.the Unappropriated:.Surplus of the General. Fund to pay for services rendered by Airways Engineering Corporation. under the terms. of contract dated March 14, .1962:and that the Auditor-Treasurer is hereby authorized and directed :to•pay for said •services under the . conditions and agreements of . said .contract. R. Trammell, representing Airways Engin- eering. Corporation, a copy of• said .Contract follows:- _ , •. ._ .. ..._ ... �L. ..._ . THIS CONTRACT made iiiis` 14th day of March 1962 between the-Town- .:- --- Council of Leesburg , Virginia , (hereinafter referred to as the "Council") and. E. R.. Trammell, (hereinafter referred to as. the Engineer") . WHEREAS, the Council is desirous of contructing a new .public.. air- port in .conformance with the National Airport Plan, and WHEREAS, _the Engineer is fully qualified to perform the con- sultant services required in connection with the construction of. said airport.. NOW, THEREFORE, it is• mutually agreed between the Council and the Engineers: • FIRST: That in consideration of the fees as set forth herein, the Engineer. shall perform the following services: • -/ • 1 Conduct a :site evaluation and study of a new airport site consisting of the following:: • a. Site- reconnaissance. • b. Obstruction survey. . c. Soil study. d. Property investigation. ae Analysis. of utilities and access requirements. f. Cost estimate. • R. Provide,•adaquate topography for the Master. Plan and f.or design. . Only• upon prior.. approval of the Town Council. 3 Prepare a Master Plan and Request for Aid . . 4. Prepare a Project Application for Federal Aid. SECOND: Periods of completion and fees. • For services described in section one containing. sub-sections (0.) , (b) , •(c) , (d) , (e) , and (V) which are to be completed within a period of thirty days; the Council shall pay the Engineer $1,000..00 . upon the delivery of he report. 65 For services described in section two the Council_ shall-.pay,..the Engineer b'is_actual. cost. • For services 'described in sections three and four' which are to be completed within_ a period of .thirty..days ,. the Council..will pay the Engineer..$1,000.00_when. the Master _Plan. has.. been..approved by the -- Federal..Ayiation-Agency..
