Minutes of the Regular Meeting of the. Leesburg Town Council, May 28, 1962
: A regular meeting of the Leesburg Town Council was held in the
Council Chambers , Leesburg ,, Virginia, May 28 , 1962.

Mayor Frank Raflo called the meeting to order at 7: 35 P.M.
Councilmen present were George J. Babson; Stanley F. Caulkins, George F.
Hammerly,, Hunter M. Leach, Maurice R. Lowenbach and John W. Pumphrey.
Upon Motion of Councilman Pumphrey; seconded by Councilman
Lowenbach and with general agreement of the Council members the minutes
of the May 14, 1962 meeting were approved with the following correction.
"Councilman Hunter M. Leach was recorded as arriving at
7:40 P.M. , the minutes were corrected to show that,Coun-
cilman Leach arrived on time."'
The Mayor gave his report.
Upon Motion of Councilman Lowenbach; seconded by Councilman
Caulkins the following resolution was brought before the table.
-WHEREAS, Section 15-575 of the 1950 Code of Virginia., as amended ,
requires that:
(1) c Ag\ estimate of the amount of money deemed to be needed dur-
ing the ensuing fiscal year for each department, office, commission
and agency of the Town of Leesburg shall be prepared and submitted by
the officers or heads thereof to the Council or by the Council for .
said departments , offices, divisions, boards , commissions or agencies;
and ,
WHEREAS , the Council has prepared and submitted an estimate .for
said departments , offices , divisions, boards , commissions or agencies;
and ,
WHEREAS , the Council for the Town of Leesburg has prepared the
budget hereinafter set out in full for informative and fiscal planning
purposes only, containing a complete itemized and classified plan of
all contemplated expenditures and all estimated revenues and borrowings
for the Town of Leesburg for the ensuing fiscal year; and

WHEREAS , Section 15-577 of the 1950 Code of Virginia, as amended,
requires that forr informative and fiscal planning purposes only a brief
synopsis of the budget shall be published in a newspaper having general
circulation. in the Town of Leesburg, and notice given, of one or more
public hearings•, at least seven ( 7) days prior to the date set for the
hearing.
BE IT THEREFORE RESOLVED, by the Council for the Town of Leesburg
that the budget heretofore referred to be, and the same is hereby adopted
subject to further change; and , -
BE IT FURTHER RESOLVED, by the Councilfbr the Town of Leesburg, . _
that a conformed copy of the foregoing synopsis of the budget be , and
the same shall be forwarded to the LODDOUN TIMES MIRROR , a newspaper
of general circulation in the Town of Leesburg for publication on the ..
31st day of May , 1962. •

The proposed budget for Fiscal Year 1963 was discussed.
Upon Motion of Councilman Pumphrey; seconded by Councilman Ham-
merly and there being no objection to a roll call vote the following
resolution was passed . Voting , Yeas, Councilmen Caulkins , Hammerly,
Leach, Lowenbach and Pumphrey; Abstained , Councilman Babson.
BE ITRESOLVED, that the proposed budget be increased to include
a salary for a Zoning Administrator at an annual salary of $6,000.00
per year and that the Summary of the Proposed Budget under Planning and
Zoning be increased from $600.00 to $6200.00.

The resolution on the budget was then tabled.

Upon Motion of Councilman Lowenbach; seconded by Councilman
Hammerly- the following resolution was approved with general agreement
of th'e Council members-.
BE IT RESOLVED, by the Council for The Town of Leesburg , in
Virginia that the bill of George M. Martin and Richard E. Hill in
the amount of $250.00 for special legal services dated May 28 , 1962
be paid from the Unappropriated Surplus of the General Fund , and that'
the expenditures be charged against Administration - Special Legal
Payments.
Upon Motion of Councilman Lowenbach; seconded by Councilman
1 Caulkins and there being no objection to a roll call vote the following
resolution was passed . Voting Yeas, Councilmen Caulkins , Hammerly,
Leach, Lowenbach and Pumphrey; Nays , Councilman Babson.
BE IT RESOLVED, by the Council for the Town of Leesburg , in
Virginia, that Robert Sharp is hereby appointed Municipal Manager for
the Town of Leesburg effective 2 March, 1962 , and ,
BE IT FURTHER RESOLVED that the acts of Robert Sharp as Municipal
Manager since the effective date of the present Town Charter are hereby
ratified and confirmed .

G: Upon Motion of Councilman Hammerly; seconded by Councilman
U.- Pumphrey and there being no objection to a roll call vote the following
resolution was approved. Voting Yea's , Councilmen Caulkins , Hammerly,
cn Leach, Lowenbach and Pumphrey; Nays, Councilman Babson.
WHEREAS, the Council for the Tbwn of Leesburg is interested in
the welfare of its citizens , and
WHEREAS, the Town has received many and various complaints con-
cerning the inhabitants of the house occupied by Mable Shepard , and
WHEREAS, proper investigations have been performed by the Police
Department and the following residents and parentage has been determined:

THEREFORE, BE IT RESOLVED , by the Council for the Town of Lees-
burg in Virginia, that the Honorable John R. Dudley, Judge of the Loudoun
County Court , is hereby petitioned to intervene in this matter and take
the necessary action in conjunction with the Welfare Department to see
that the children are properly cared for and prohibited from becoming a
• further ntisance to the citizens.

Upon Motion of Councilman Lowenbach; seconded by Councilman
Caulkins and there being no objection to a roll call vote the above written
resolution on the budget was approved. Voting Yeas., Councilmen Caulkins,
Hammerly, Leach, Lowenbach and Pumphrey; Nays , Councilman Babson.
Upon Motion of Councilman Babson, seconded by Councilman Pumphrey
and there being no further business to come before the Council at this
time , the meeting was adjourned at 9: 15 P.M. with the general consent of
the Council.
