Minutes of the Leesburg Town Council, Leesburg, Virginia, July 23, 1962
A. regular meeting of the Leesburg Town Council was held in
the Council Chambers, Leesburg, Virginia, July 23, 1962.
Mayor Frank Raflo called the meeting to order at 7:30 P .M.
Councilmen present were George J. Babson, Stanley F. Caulkins,
Maurice R. Lowenbach and John W. Pumphrey.
Upon Motion of Councilman Pumphrey; seconded by Councilman
Lowenbach the minutes of the July 9, 1962 meeting were approved as
read with the general consent of the Council.
Upon Motion of Councilman Pumphrey• seconded by Councilman
Lowenbach the minutes of the Special Meeting of July 12, 1962 were
approved as read with the general consent of the Counci .
The Mayor gave his report to the Council.
Upon. Motion of Councilman Lowenbach; seconded by Councilman
• Caulkins the following resolution was unaminously approved.
pp WHEREAS , the Leesburg Planning Commission has held a Public
Cr: Hearing. on February 14, 1962 and after due publication, t:oe:consider
U- proposed amendments to the Leesburg Zoning Ordinance and have by r
Resolution recommended to the Council the proposed amendments be \
5 -approved , and
. WHEREAS,' a special committee has been appointed by the Mayor
to study such amendments and ,
WHEREAS, certain Standardsfor the Town of Leesburg have been
prepared to -become a part of such amendments , all in accordance withe
the recommendation of the Town Attorney,
II THEREFORE ,
BE IT RESOLVED , by the Council for the Town of .
Leesburg, in Virginia, that a Public Hearing'be held on August 14,
1962at 7:30 P.M. , E.D .T. in the Town Office Building to consider
ow stated amendment and that the Recorder'be and he is hereby
requested to insert an advertisment. to that effect in the August 2,
1962 issue of the Loudoun Times Mirror.
1. Amend the Leesburg Zoning Ordinance by deleting from •
Section 2-6-1 "except as provided in Section 10-2-3-1;"
also delete Section 10-2-3-1; Section 4-2-3 and Section
15-1-6,
2. Amend the Leesburg Zoning Ordinance by adding a Section
• to be numbered 9-2-1 to read as follows:
"•In addition to the requirements stated in Section 9-2, three
copies of the building site plan will be submitted to the
Town Manager or Engineer for approval before a building permit
shall be issued ( excepting a single family dwelling or garage)
and shall contain the following information:
1. Location andCapacity of all off street automobile parking
or loading-unloading space and type of surfacing required
. by Section 2-7 of the Town of Leesburg Zoning Ordinance.
II . 2. Location of all curbs to be constructed and specify type.
3. Location and width -of all sidewalks.
, 4. Topography , if required by the Town Manager or Engineer.
• 5. Disposition of storm water drainage-including all pipe
sizes , types and grades and where connection is. to be
made to the Town of Leesburg system.
6.. All sanitary sewerage facilities and water facilities
• indicating pipe sizes , types and grades and where con-
nection is to be made to the Town system.

7. Location and type of all entrances and driveways which shall
conform to the Virginia State Department of Highways and Town
of Leesburg Standards and Specifications.
8. The name and telephone number of the engineer or surveyor
preparing site plan.
9: The Town' Manager or Town Engineer shall be guided in approving
or disapproving the site plebs by the standards regularly
. established by the Virginia Department of Highways and by the
Town of Leesburg and the standards established at the time of
the application are by reference made a part hereof as if
• written in full', herein.
10. If in the opinion of the Town Manager or Engineer, a site
plan' is not necessary for proposed construction, he shall
so `rule in writing to the Zoning Administrator.
11. For the purpose of this ordinance the Town Manager or Town
Engineer shall be. considered as administrative officer
under the provisions of the Town of-Leesburg Zoning Ordinance."
Upon Motion of Councilman Lowenbach; seconded by Councilman Caulkins •._:,;
the following resolution was approved. Voting Yeas , Councilmen Caulkins, ..
Lowenbach, Pumphrey and Mayor Raflo; .Abstained , Councilman Babson. •
WHEREAS, the Utility Committee has been charged with the responsib- . •
ility of locating an additional water source for the Town, and
WHEREAS , it is the opinion of the Utility Committee that a solution
can be reached by digging a well on the Paxton Home grounds , and
WHEREAS , a mutual agreement has been reached with the directors
of the Paxton Home for permission to dig such well, and
THEREFORE , BE IT RESOLVED, that the following letter of agreement
between the Town of Leesburg, and Trustees of Paxton Memorial Home be
signed by the Mayor and attested to by one or more of the Directors of
the Paxton Memorial Home.

Gentlemen: •
This letter is in confirmation of the verbal understandings
reached on Thursday, July 19th between your committee and .the
utility committee of the Council of the• Town of Leesburg.
1. The Town will have permission to make whatever in-
spection of the property necessary prior to the
selection of a site to drill a well on the Paxton
Home property. Before the actual drilling begins,
the Trustees will •have .the opportunity to approve the
specific site.
2. The well drilling and all other costs attendant thereto
will be borne by the Town and the Town agrees that all
reasonable care will be used in the movement of mach-
inery and other activities during the actual work.
3. In the event a water source satisfactory to the• Town
is located the Town and the Paxton Home agree to enter
negotiations leading to the use of that water by the
Town under terms mutually worked outthaf will be satis-
factory to both the Town Council and the Trustees.
4. The Town of Leesburg will be responsible for all damages
to the property resulting from the well digging.
The above conditions represent the general terms under which
it is agreed that the Council Of the Town of Leesburg may drill
for water on the Paxton Home property .

The Mayor instructed theUtility Committee to bring before the
Council a Schedule of Cost prior to the letting of the Contract.
Upon Motion of Councilman Caulkins; seconded by Councilman
Pumphrey the following resolution was unaminously approved . Voting,
Yeas, Councilmen Babson, Caulkins , Lowenbach, and Fumphrey; and Mayor
Raflo.
- BE IT RESOLVED, by the Council for the Town of Leesburg, in
Virginia, that the Mayor be authorized to appoint a special committee
to assisand promote the location of a National Guard Armory within
the Town, this committee is to assist the special committee of the
II Loudoun County Board of Supervisors in any way possible, and will
report back to Council.
Mayor #aflo appointed Councilman Leach and Councilman Pumphrey
to this Special Committee.
Upon Motion of Councilman Babson; seconded by Councilman
Pumphrey and since there was no further business to come before the
Council at this time the meeting was adjourned at 8:35 P.M. with
the general consent of the Council.
