A=ugust 27, 1962
A regular meeting of the Leesburg Town Council was held in the
Council Chambers , Leesburg, Virginia on August 27, 1962 .
Mayor Frank Raflo called the meeting to order at -7:30 P .M.
Councilmen Present were George J. Babson, "Stanley "F. Caulkins, Hunter
M. Leach, Maurice R . Lowenbach and John W. Pumphrey. Absent from
the meeting was Councilman George P. Hammerly.
Upon Motion of Councilman Pumphrey; seconded by Councilman
Lowenbach the minutes of the August 13 , 1962 meeting were approved by
IIgeneral consent of the Councilmembers with the following correction:
Page 92 , Paragraph 13 , Resolution Gibson Hghts
Resolution Moved by Councilman Pumphrey; seconded by" Councilman
Babson, in lieu of Councilman Caulkins and Councilman Pumphrey."
Upon Motion of Councilman Pumphrey; seconded by Councilman
Pumphrey the minutes of the Special Hearing on August 14, 1962 were
approved as read with the general consent of the Council Members.
OD Mr. Lloyd Darr spoke to the Council about the enforcement of the
Q;. Building, Plumbing, Gas and Electric Codes in Leesburg.
L;` The Mayor gave his report to the Council.
32 The Town Manager gave his report to the Council. ,
Upon Motion of Councilman Caulkins; seconded by Councilman Lowen-
bach the following resolution was brought back before the Council with
the general consent of the Members.
WHEREAS , representatives of the Loudoun County Board - of Supervis-.
ors have indicated an interest to procure lots numbers 2 , 3 , 4 and 5 of
the Gibson Heights Subdivision as a site for a proposed health center to
IIserve the public , and
WHEREAS , this health center would be a great benefit to the
citizens of Leesburg ,
THEREFORE, BE IT RESOLVED, by the Council for the Town of Leesburg
that a special committee be named by the Mayor , to be known as the Health
Center Location Committee and that said Committee be charged •with the re-
sponsibility of preparing a sales contract for lots number 2 , 3 , 4 and 5
of the Gibson Heights Subdivision for presentation to the Town Council
and Loudoun County Board of Supervisors , said lots to be offered for the
sum of $2300.00.
Councilman. Caulkins withdrew his motion on the above resolution
andit was tabled .
Upon Motion of Councilman Pumphrey; seconded by Councilman
Lowenbach the following ordinance was approved . Voting Yeas , Council-
men Caulkins , Lowenbach and Pumphrey; Nays , Councilmen Babson and
Leach.
WHEREAS, proposed amendments to the Zoning Ordinance for the
Town of Leesburg were referred by the Council to the Planning Com-
mission for report and recommendation, and ;
IIWHEREAS , the Planning- Commission held a public hearing in relation
therto, after due advertising on the 14th day of February ,. 1962 , and ;
WHEREAS , the Planning Commission reported and recommended to .the
Council on the 23rd day of July , 1962 , the adoption of the hereinafter
amendments to said Zoning Ordinance , and ;
• WHEREAS, the Council for the Town of Leesburg caused notice of a
public hearing in relation to said proposed amendments to be published
for two successive weeks in the Loudoun Times Mirror , a newspaper pub-
lished in Leesburg, Virginia, and ;

WHEREAS , a public hearing in relation thereto was held on the 14th
day of August , 1962 , and ;
WHEREAS, the Council has determined that such amendments should be
adopted ,
BE IT THEREFORE ORDAINED, by• the Council for the town of Leesburg t
that the following Section of the Zoning Ordinance be and the same shall -
hereby be amended by deleting from Section 2-6-1 , "except- as provided in
Section 10-2-3-1" , and to read as follows: "a. Changed to another
conforming use."
BE IT FURTHER ORDAINED , by the Council for the Town of LeeSburg)
that the following sections of the Town of Leesburg Zoning Ordinance:
Section 10-2-3-1; Section 4-2-3 and Section 15-1-6 be and the same are
hereby repealed , deleted and rescinded .
,BE IT FURTHER ORDAINED , by the Council for the-Totn- of- Leesburg , that .
the Town of Leesburg Zoning Ordinance, adopted March 9 , 1959) and amended
thereto be and the same is hereby amended by adding thereto and inserting
therein, following Section 9-2 , the following to be known as 9-2-1;
"In addition to the requirements stated in Section 9-2- , three
copies of the building site plan shall be submitted to the '
Town Manager or Engineer for approval before a building permit
will be issued ( excepting a single family dwelling or garage)
and shall contain the •following information:
1. Location and capacity of all off street automobile
parking or loading-unloading space and type Of
surfacing required by Section 2-7 of the Town of
Leesburg Zoning Ordinance.

2 . Location of all curbs to be constructed and speci •
-
fy type.
3. Location and width of all sidewalks.
4. Topography, if required by the Town Manager. or
Engineer.
5. Disposition of storm water drainage - including all
pipe sizes , types and grades and where connection
is to made to the Town of Leesburg system.
6. All sanitary sewerage facilities and water facilities
indicating pipe sizes , types and grades and where
connection is to be made to the Town system.
7. Location and type of. all entrances and driveways
which shall conform to the Virginia State Depart-
ment of Highways and Town of Leesburg Standards •
and specifications. -
8. The name and telephone number of the engineer .
or surveyor preparing site plan.
9. The Town Manager or Town Engineer dial]. be
guided in approving or disapproving the site
plans by the standards regularly established by
the Virginia Department' of Highways and by the
Town of Leesburg and the standards established
at the time of the application are by reference
made a part hereof as if written in full , herein.
10. If in the opinion of the Town Manager or Engi-
neer , a site plan is not necessary for proposed
construction, he shall so rule in writing to the
Zoning Administrator.
11. For the purposes of this ordinance the Town •
Manager or Town Engineer shall be considered •
an administrative officer under the provisions of
the Town of Leesburg Zoning Ordinance. "
BE IT FURTHER ORDAINED that the aforesaid -tmendments shall be effective.

Upon Motion of Councilman Caplkins; seconded by Councilman
Pumphrey the following resolution was approved . Voting , Yeas , Coun-
cilmen Babson, Caulkins , Leach, Lowenbach, Pumphrey and Mayor Raflo.
WHEREAS, the Leesburg Restoration and Redevelopment-Com-
mission has submitted its report to the Council of the Town of Leesburg,
and ;.
WHEREAS, the report -calls for .the ianplementation of -the
"Leesburg Purpose" as a plan for the restoration and revitalization
of the cultural and historical values of the community and its economic
life, and ;
IIWHEREAS, the Council is cognizant of the effort of the Com-
mission and the importance of its recommendations and their furtherance
through the establishment of a corporation to be known as "Historic
Leesburg" , and
WHEREAS, the next positive step necessary to put this plan into
action is the establishment of an historic zoning area for the old
section of the Town,
NOW, THEREFORE, BE IT RESOLVED, that the Council go on record
as 00 endorsing the general purposes of the "Leesburg Plan" ,
U.- BE IT FURTHER RESOLVED, that the plan for the 'establishment
:l of an historic zoning area be referred to the Planning Commission of
X. the Town of Leesburg for their prompt study and report back to the
Council on this item and any other such items in the report of the
redevelopment commission which they feel should be implemented at
this time.
Upon Motion of Councilman Babson; seconded by Councilman
Pumphrey and their being no further business to come before the '
Council at this time the meeting was adjourned at 8:25 P.M. with
the_ general consent of the Council Members.
