Minutes of the Regular Meeting of the Leesburg Town Council , September 10, 1962
A regular meeting of the Leesburg Town Council was held in the
Council Chambers , Leesburg , Virginia on September 10, 1962.
Mayor Frank Raflo called the meeting to order at 7: 37 P .M. Colin.;
cilmen present were Stanley F. Caulkins , George P . Hammerly, Hunter M.
Leach, Maurice R. Lowenbach and John W. Pumphrey. Absent was Councilman
George J. Babson.
Upon Motion of Councilman Pumphrey; seconded by Councilman "Lowen-
bach the minutes of the August 27 , 1962 meeting were approved as read with
the general consent of the Council members.
The Mayor gave his report to the Council.
The Town Manager gave his report .
Upon Motion of Councilman Lowenbach; seconded by Councilman
Pumphrey the following resolution was unaminously approved by the general
consent of the Council.
WHEREAS , Leon C. and Janet V. Harper have submitted a request to
the Leesburg Planning Commission to divide Lots 59 and 60 of the Lowen-
bach Subdivision into two new lots and ,
WHEREAS, the Planning Commission did on September 6 , 1962 , re-
commend to the Town Council that this exception be granted , since the
re-division of these lots meets the requirements of Section V, para-
graph 1 of the Subdivision Ordinance of the Town of Leesburg,
THEREFORE BE IT RESOLVED , by the Council for the Town of Lees-
burg , in Virginia, that the exception as requested is hereby granted .
The Mayor referred to the Utility Committee for their recommendat-
ions to the Council the following resolution which was passed by the
Planning Commission on September 6, 1962.
A motion by Mr. Brownrigg , seconded by Mr . Dent to recommend to
the Leesburg Town Council that the 50 foot wide street requirement in
the proposed Exeter Subdivision be varied for a distance of approximat-
ely 125 feet at the end of existing North Street and extending in a
easterly direction to Wildman--Street as shown on a plat filed herewith.
Upon Motion of Councilman Lowenbach; seconded by Councilman
Pumphrey the following resolution was unaminously approved . Voting Yeas,
Councilmen Caulkins , Hammerly, Leach, Lowenbach and Pumphrey.
BE IT THEREFORE RESOLVED that the Clerk of this Council be and he
is hereby directed to publish the following notice in the Loudoun Times
Mirror , a newspaper published in the Town of Leesburg, pursuant to
Section 15-: 961-4 of the Code of Virginia:
NOTICE OF HEARING AT WHICH PERSONS AFFECTED MAY APPEAR
AND PRESENT THEIR VIEWS ON INTENTION OF COUNCIL FOR THE
TOWN (F LEESBTJRG TO ADOPT AN ORDINANCE OF PARTIAL VACATION
OF GIBSON HEIGHTS SUBDIVISION
Notice is hereby given that a Hearing will be held on the 1st
day of October, 1962 , at 7:00 P.M. ,E.S.T . , by the Council for the Town
of Leesburg at the Town Office Building, 12 West Loudoun Street , Lees-
burg ,
Virginia, at which time persons affected may appear and present
their views with respect to following Ordinance of Vacation proposed
to be adopted by the Council for the Town• of Leesburg:
"BE IT ORDAINED by the Council for the T-own of Leesburg that the
following part of the plat of Gibson Heights Subdivision, Town of Lees-
burg , Loudoun County, Virginia , as the same is duly recorded in the Clerk' s
Office for Loudoun County in Deed Book 370 , at Page 238 be vacated: all
of Lots 2 through Lot 10, inclusive and the 16 foot access road to Lot
10 and all easements and restrictions imposed on said lots .

BE IT FURTHER ORDAINED that the following is excluded from'
this vacation as follows: The street designated "Future Street" ,
now "Gibson Street" and the fifteen foot strip indicated on the
plat fronting on Route 698 as "Dedicated for street purposes."
A copy of said plat may be inspected at the Office of the
Zoning Administrator for the Town of Leesburg.
