Minutes of a Special Meeting of the Leesburg Town Council , March 22, 1963.
A Special Meeting of the Leesburg Town Council was held in the Council Chambers,
Leesburg, Virginia, March 22, 1963. Mayor Frank Raflo called the meeting to order
at 12 :00 Noon, Councilmen present were Stanley F. Caulkins , Maurice R. Lowenbach, Jr.
and John W. Pumphrey.
In the absence of the recorder James W. Ritter , Jr. was appointed Recorder Pro-
Tem.
The Mayor read the Waiver of Notice of A Special Meeting and the attached Waiver
was signed by all present.

Upon motion of Councilman Caulkins; seconded by Councilman Lowenbach the following
resolution was unanimously approved by a roll call vote :
BE IT RESOLVED, by the Council for the Town of Leesburg, that $5022.50 '
be transferred from the Capitol Accounts fund to the Airport Fund.
Upon motion of Councilman Lowenbach ; seconded by Councilman Pumphrey, there being
no further business to come before this session of the Leesburg Town Council the
meeting was adjourned with general consent at 1 :45 P.M.

5 , 1963 Meeting
Upon motion of Councilman Pumphrey; seconded by Councilman Lowenbach, the
following action was approved, which had been taken by the Planning Commission at
their regular meeting on March 7, 1963 :
"that sidewalks not be waived on either side of Section 2 of Ayrlee
subdivision. "
Upon a roll call vote of 5-0 the Council agreed that this action taken by the
Planning Commission was in accordance with Council 's recommendation.
Upon a roll call vote and on motion of Councilman Pumphrey; seconded by
'_ Councilman Lowenbach, the following was carried by a unanimous vote :
"that the following action taken by the Planning Commission at their
regular meeting on March 7, 1963 , with reference to Frank J. Schaefer 's
request for rezoning, be sustained by the Council. " The action taken by
the Planning Commission is as follows : "That Frank J. Schaefer 's request
to have rezoned a tract of land containing 3.4 acres, more or less, lying
on the south side of Washington and Old Dominion Railroad and adjoining
and bounded by Valley View Drive on the west , Belmont Drive on the south,
and Prospect Drive on the east from R-1 to R-2 be rejected for the following
reasons :

Q A. The land is zoned correctly at present.
t . B. We do not believe the character of the vicinity has changed
sufficiently since the original zoning to. warrent rezoning to R-2.
C. There is at present sufficient undeveloped land within the
corporate. limits of the Town under this zoning classification .
so that no hardships will be imposed on Mr. Schaefer by rejecting
the request.
D. We believe that if this rezoning is authorized it will be
substantially detrimental to the adjoining R-1 properties and
will amount to spot zoning for speculative purposes and not
for the welfare of the community.
E. This land would much better serve health, welfare and convenience
of the people of the Town and especially of Prospect Hills if
' it was dedicated as a playground as proposed on the original
preliminary plat of this subdivision. "

Upon motion of Councilman Pumphrey; seconded by Councilman Lowenbach,
the following resolution was unanimously adopted :
"WHEREAS, the report of the Leesburg Restoration and Redevelopment
Commission stated that trees , shrubbery and flowers are essential
to a community with a history that is tied to agriculture , and
recommended that the community engage in a planting program with
an eye to beautification, and
WHEREAS, the Leesburg Garden Club has voluntarily embarked on a
tree planting program, with special emphasis on Dogwood trees, •
the official flower of the Commonwealth of Virginia, and
WHEREAS, the Garden Club has made it possible for all citizens
And businesses to participate by virtue of the low cost of the
trees being planted and the arrangement to see that they are
professionally planted, .
THEREFORE, BE IT RESOLVED, that this Council for the Town of
Leesburg commend the Leesburg Garden Club for 'its civic concern
and encourages all individual organizations, churches and businesses
of Leesburg to cooperate in the project for , after all , 'beauty is
good business ' . "
Upon motion of Councilman Pumphrey; seconded by Councilman Caulkins,
and there being no further business to come before the Council at this
time , the meeting was adjourned with general consent at 8 :3 P.M.
