A regular meeting of the Leesburg Town Council was held in the Council Chambers , Leesburg, . Virginia, on April 22, 1963. In the absence of Mayor Frank Raflo, Recorder Freddie Mang presided at the meeting, which was called to order at 7:30 P.M. Councilmen present were : Stanley F. Caulkins, George P. Hammerly, Hunter M. Leach, John W. Pumphrey and Maurice R. Lowenbach, Jr. and Lynwood Lay. James W. Ritter acted as Recorder Pro-Tem. . The minutes of •the meeting held on April 8, 1963 were approved as read, with the general consent of the Council. Mr. William Taylor and Miss Betty Straw of the Sydney G. Mensh Realty Company , Washington , were present and Mr. Taylor explained to the Council thbir interest in the development of the Mary Ann Farm just south of the corporate limits of the Town and west of Route 15. Mr. Taylor stated that they would like to build about 50 houses this year and would like to get some commitment from the Council on the furnishing of water and sewer ser- ` vice for these houses. A resolution was presentedwhich would allow Sydney Mensh Company a certain number of sewer and water connections and Mr. Ham- merly moved its adoption, seconded by Mr. Caulkins. However, after much discussion, the resolution was withdrawn and no action taken, pending the receipt of Johnson and Williams ' report on the new sewer plant. The Manager gave his report. to Council, explaining that there is a type- written report attabhed :.to the Agenda of this meeting. On motion of Mr. Lowenbach, seconded by Mr. Caulkins, the following reso- lution was unanimously adopted: BE IT RESOLVED by the ,Council for the Town of Leesburg in Virginia that the Town Manager is hereby authorized and directed to have an advertisement inserted in the Loudoun Times-Mirror in the following form : PUBLIC NOTICE Notice is hereby given that a public hearing will be held by the Leesburg Town Council on the 7th of May, 1963 at 7:00 P.M. in the Council Chambers, 12 West Loudoun Street , Leesburg, Virginia, to consider a proposed amendment to the Leesburg Major Thorofare Plan. Said proposed amendment is to provide for a re-routing of the pro- posed circumferential street .in the western quadrant of Leesburg, and a plat of the proposed amendment may be viewed in the Town Manager's office at 12 West Loudoun Street , Leesburg, Virginia. At this hearing, all persons will be heard as to their views per- tinent to said amendment. On motion of Mr. Lowenbach, seconded by Mr. Pumphrey, the following reso- lution was unanimously adopted : BE IT RESOLVED by the Council for the Town of Leesburg in Virginia that the Town Manager is hereby .authorized and directed to have an .advertisement inserted in the Loudoun Times-Mirror in the following form: . PUBLIC NOTICE Notice is hereby given that a public hearing will be held by the Leesburg Town Council on the 7th of May, 1963 at 7:30 P.M. in the Council Chambers, 12 West Loudoun Street , Leesburg, Virginia, to amend the Zoning Ordinance to provide for a district to be known as "Old and Historic Leesburg District". On motion of Mr. Pumphrey, seconded by Mr. Lowenbach, the following resolution was unanimously adopted : BE IT RESOLVED that the notice published on April 18, 1963 in the Loudoun Times-Mirror relating to the schedule of proposed business and occupational licenses for the fiscal year 1963-1964 be and the same shall be amended by eliminating the word "percent" after the decimal figures and that a notice in bold face be and same shall be 1 (1. April 22, 1963 Meeting. published not less than one time prior to the date scheduled for the public hearing. . - . • The above resolution was amended by Lynwood Lay to read Rff- all cases where "percent" -was used in last week's publication, the decimal point' shall be shifted two places to the right.
