WAIVER OF NOTICE
OR
SPECIAL MEETING
MAY 1, 1963
We, the undersigned, being members of the Town Council
of the Town of Leesburg, in Virginia, do severally waive
all statutory and Charter requirements as to notice of time,
place and purpose of a Special Meeting of the Town Council
and consent that the meeting shall be held in the Council
Chambers of the Town Council at 7:45 P.M. , Wednesday, May
1, 1963, for the purpose of considering the installation of
an 8" C. I. Water Line in the Fort Evans Road in the place
of the existing 2" Water Line.

Minutes of the Special Meeting of the Leesburg Town Council , May 1, 1963.
A special meeting of the Leesburg Town Council was held in the Council
Chambers, Leesburg, Virginia, on May 1, 1963.
Mayor Frank Raflo called the meeting to order at 7 :45 P.M. Councilmen
present were Stanley F. Caulkins, Lynwood L. Lay, Hunter M. Leach , Maurice R.
Lowenbach, Jr. and John W. Pumphrey. In the absence of the Recorder, James W.
Ritter was appointed Recorder Pro-Tem.

The Waiver of Notice of this special meeting was signed by all members
present and read by the Mayor. (See attached Waiver of Notice).
Upon motion of Councilman Lowenbach, seconded by Councilman Pumphrey, the
following resolution was approved by a unanimous vote.
BE IT RESOLVED by the Council for the Town of Leesburg, Virginia,
that authority be given to the Town Manager to purchase and install
approximately 2,100 feet of 8-inch cast iron water line in lieu of
the existing 2-inch water, line on Fort Evans Road.

. PUBLIC. HEARING
A duly advertised Public Hearing was held in the Council Chambers, Lees-
burg, Virginia, on May 6, 1963.
Mayor Frank Raflo called the meeting to order at 7:35 P.M. to hear from
interested citizens on the proposed License Tax Ordinance to be adopted for
the fiscal year 1963-1964. Present were Councilmen Stanley F. Caulkins,
George P. Hammerly, Maurice R. Lowenbach, Jr. and Hunter M. Leach.
There were no citizens appearing with regard to this proposed Ordinance,
but it was generally discussed among those Councilmen present.
However , the following citizens appeared with regard to the proposed water
line and drainage facilities in Woodberry Subdivision: Mr. and Mrs. George
Fairall, Mr. and Mrs. R. E. Marshall and Mr. Lowell Coffelt. They expressed
their complete dissatisfaction with the proposed plan.
There was no official action taken at this public hearing and it was ad-
journed at 8:50 P.M.
PUBLIC HEARING
A duly advertised Public Hearing was held in the Council Chambers, Lees-
burg, Virginia, on May 7, 1963 at 7 :30 E.S.T. Councilmen present were Lyn-
wood Lay and John W. Pumphrey.
Mayor Raflo read the advertisement of the proposed change in the Major
Thorofare Plan to allow for a relocation of the proposed circumferential
street in the western quadrant of the Town and welcomed comments from those i
present.
James F. Tyler stated that he objected as a property owner since the pro-
posed street would be in front of his property.
