Minutes of the Leesburg Town Council Meeting , May 27 , 1963 .

A. regular meeting of the Leesburg Town Council was held in
the Council Chambers , 'Leesburg , Virginia.
Mayor Frank Raflo called. the meeting to order at 7: 30 P .M.
Councilmen present were Stanly F: Caulkins , George P : Hamrnerly, Lyn-
wood Lay , Hunter M. Leach, Maurice R. Lowenbach , Jr. and Uohn W.
Pumphrey.
The minutes of the May 13th meeting were approved as read
with the general consent of the council.
• The Town Manager gave his report.
The Mayor gave his report to the Council. •
Upon Motion of Councilman Lowenbach; seconded by Councilman
Caulkins the following resolution was brought before the table.
BE IT RESOLVED, by the Council of the T-own of 'Leesburg , that
a permit is requested from the State Highway Department for the in-
pp stallation by the Town of a 21" C.M. Pipe on Woodberry Road , in
Cr: accordance with Mr . H. H. Harris' letter of May 14 , 1963 , Mr , C. W.
i� Kestner' s letter of May 16 and Mr . G. P.' Bozel' s letter of May 17.
C.14 It is understood that the installation of this 21" pipe is on a'
CC temporary basis not longer than six ( 6) months , at the end of which

time it would be replaced with a size
p pipe satisfactory to the
Highway Department. It is further understood that the Town agrees
' to save the Highway Department harmless from any damages that '
might occur by reason of the smaller pipe.
After this resolution had been discussed by the Council
members and the two interested citizens , Mr . Marshall and Mr.
Coffelt , the above `resolution was withdrawn by Councilman Lowen-
bach andConnc.ilman Caulkins.
IIThis1situation is to' be studied further with the Utility
Committee; Councilmen and interested citizens.
Upon Motion of Councilman Lowenbach; seconded by Councilman
Pumphrey and there being 'no further business to come before this
session of the Leesburg Town Council the meeting was adjourned by '
general consent at 8:15 P.M.
