PUBLIC HEARING, MAY 28, 1963
A duly advertised Public Hearing on the proposed amendment to the Zoning
Ordinance to provide for a district to be known as "Old and Historic Leesburg
District" was held in the Council Chambers, 12 West Loudoun Street , Leesburg,
Virginia on May 28, 1963 at 8 :20 P.M. , E.D.T. Councilmen present were : John
W. Pumphrey, Maurice. R. Lowenbach , Jr. and Stanley F . Caulkins. Mayor Frank
Raflo presided at the meeting.
B. Powell Harrison spoke in favor of the proposed amendment , stating that
it would be economically good for the community, eight citizens representing a
cross-section of Leesburg had studied and recommended such a proposal and such
attempts by other cities and towns have proven to be very satisfactory.
Mrs. Stirling Harrison spoke against the proposed amendment, stating that
she was not in favor of seven strangers being appointed to a Board having as
much power as they would have. Other places have restored under an endowment
plan. She also stated that she felt the delay caused by having to wait for a
Board to meet would place a burden on the person who proposed to alter his
house.
Stirling Harrison spoke against the proposed amendment, stating that such
a proposal would place unreasonable and unjustified authority in the hands of
seven people who are not elected. He stated that we now have too many Codes,
Boards, Commissions, etc. and that such increased control is contrary to the
American way of life. He is in favor of such a proposal in an advisory way,
but without governmental control.

Mr. Harrison stated that he noted that at the Planning Commission Hearing,
there was no opposition to the proposed amendment and that he wanted it made
clear that "there is opposition here tonight. "
He stated that no Councilman lived in or owned property in the perimeter
designated "Old and Historic Leesburg District" and was corrected in this
statement by Mr. Lowenbach and Mayor Raflo, who stated that they owned prop-
erty within. •
Mr. Winn appeared against the proposed amendment and stated that he con-
curred with the sentimentsofMr . and Mrs. Stirling Harrison.
A letter was read by the Mayor from Wilbur C. Hall , representing Col. and
Mrs. Winn , in which he requested that the Winn property be excluded from the
proposed area.
The Public Hearing on the proposed amendment to the Zoning Ordinance was
declared closed and a Public Hearing declared open on the proposed amendment to
the Subdivision Ordinance , whereby Section III B.2 would be changed to permit
a smaller lot area.
No-one appeared for or against.
The Public Hearing was declared closed at 9:25 P.M. , E.D.T.
