OF
SPECIAL MEETING
MAY 31, 1963
We, the undersigned, being members of the Town Council of
the Town of Leesburg, in Virginia, do severally waive all statu-
tory and Charter requirements as to notice of time , place and
purpose of a Special Meeting of the Town Council and consent
that the meeting shall be held in the Council Chambers of the
Town Council at 5 :00 P.M. , Friday, May 31, 1963, for the pur-
pose of authorizing a storm drainage survey from Woodberry
Road to Route 7, and any such other business as may come be-
fore the said Council.

A RESOLUTION
WHEREAS, the combination of loyalty, ability, hard work and
perseverance is rarely found in full measure in one man, and
WHEREAS, throughout many years, numbering more than two score,
there has been one man whose service to his Town and community have
encompassed all of those qualities and much more too,
NOW, THEREFORE, BE IT RESOLVED that , while no written word nor
gift can begin to be a measure of regard for this lifetime of dedi-
cation to service, nevertheless, let it be the word of this Council
of the Town of Leesburg, speaking not only for itself, but for all of
the grateful people of Leesburg throughout the years, that without
flourish and with the sincerity that only simplicity can bring, that
to Raymond L. Hough, Superintendent of the Water Works for the Town
of Leesburg, we say THANK YOU, Raymond, and
BE IT FURTHER RESOLVED, that a copy of this Resolution be made
a permanent part of the minutes of the actions of the Council of the
Town of Leesburg.

MINUTES OF A SPECIAL MEETING OF THE LEESBURG TOWN COUNCIL, MAY 31 , 1963.
A special meeting of the Leesburg Town Council was held in the Council
Chambers, Leesburg, Virginia, on May 31 , 1963.
Mayor Frank Raflo called the meeting to order at 5 :00 P.M. Councilmen
present were : Hunter M. Leach , Maurice R. Lowenbach, Jr. , John W. Pumphrey
and Lynwood L. Lay. In the absence of the Recorder, James W. Ritter, Jr.
was appointed Recorder Pro-Tem.
The Mayor read the Waiver of Notice of a Special Meeting and the attached ,
Waiver was signed by all present.

Upon motion of Councilman Lowenbach, seconded by Councilman Pumphrey, the 01
following resolution was unanimously approved by a roll call vote :
BE IT RESOLVED by the Council of the Town of Leesburg that W. L.
Phillips, Consulting Engineers, be authorized to make a survey of
the drainage area from Woodberry Road to Route 7 at an approxi-
mate cost of 82,000.00, which will come out of the 32,200.00 that 4
W. L. Phillips has agreed to donate to the Town as part of the cost
00 of drainage structures in the Woodberry Road area. It is under-
stood that this survey and report shall show recommended locations
and sizes of necessary drainage structures and easements between
CI-I Woodberry Road and Route 7 along the main drainage median, to-
CC gether with approximate cost of drainage structures involved. It
is further understood that survey work will proceed immediately
and completed report given to the Town within 30 days.
Upon motion of Councilman Lowenbach , seconded by Councilman Pumphrey, the
following resolution was adopted upon a roll call vote :
