MINUTES OF A PUBLIC HEARING ON JUNE 24 , 1963.
A duly advertised Public Hearing was held in the Council Chambers, Lees-
burg, Virginia, on June 24, 1963 at 7:30 P.M. to consider the proposed budget
for fiscal 1964.
No one appeared to speak in favor of or against the proposed, budget.
The Public Hearing was declared closed with the general consent of all
members present at 7:35 P.M. .
MINUTES. OF REGULAR MEETING OF THE LEESBURG TOWN COUNCIL, JUNE 24, 1963.
A regular meeting of the Leesburg Town Council was held in the Council
Chambers, Leesburg, Virginia, on June 24, 1963. Mayor Frank Raflo called the
meeting to order at 7:36 P.M. Councilmen present were : John W. Pumphrey,
Maurice R. Lowenbach, Jr. , Stanley F. Caulkins and Hunter M. Leach. Absent
from the meeting were Councilmen George P. Hammerly and Lynwood L. Lay. In the
absence of the Recorder , Robert C. Forbes was appointed Recorder Pro-Tem.
The minutes of the regular meeting of June 10, 1963. were approved with
the general consent of the Council as submitted.

Upon motion of Councilman Caulkins, seconded by Councilman Lowenbach, the
following resolution was unanimously adopted by roll call vote :
WHEREAS, David J. .Howard , Sadie A. Saffer and Jo Anne Bodmer , Judges
of the Town of Leesburg Election held on June 11 , 1963, have certified
that Leonard Parker received 4 votes for Mayor ; Frank Raflo received
294 votes for Mayor ; Kenneth B. Rollins received 381 votes for Mayor;

George Babson received 1 vote for Councilman; W. 0. Bailey received
281 votes for Councilman; Frank B. Caldwell received 250 votes for
Councilan; Stanley F. Caulkins received 268 votes for Councilman;
. C. A:, 'EngZi sh Cole received 350 votes for Councilman ; Alfred diZerega
III 14,12.eivAd .I:51 votes for Councilman ; C. Gray Dodd received 341
votes for Councilman; :C. Maloy Fishback received 323 votes for Council-
man; George P. Hammerly received 174 votes for Councilman; Hunter M.
Leach :received 306 votes for Councilman; M. R. Lowenbach , Jr. received
364 votes for Councilman; Frank Marr received 206 votes for Councilman;
Harry L. Newton received 212 votes for Councilman; Robert A. Orr re-
ceived 374 votes for Councilman ; Leonard Parker received 1 vote for
Councilman; John W. Pumphrey received 340 votes for Councilman ; and
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Lees-
burg, in Virginia, that Kenneth B. Rollins having received the highest
number of votes for the office .of Mayor , he is hereby declared duly
elected for a two year term beginning September 1 , 1963, and ending
August 31 , 1965.
BE IT FURTHER RESOLVED, that the following persons having received
the highest number of votes for the office of Councilman, they are
hereby declared duly elected for a four year. term beginning September
1 , 1963, and ending August 31, 1967: Doctor Robert A. Orr, Maurice
R. Lowenbach, Jr. and C. A. English Cole.

BE IT FURTHER RESOLVED, that .the following persons having received
the next highest number of votes for the office of Councilman, they
are hereby declared duly elected for a two year term beginning Sep-
• tember 1, 1963, and ending August 31, 1965; C. Gray Dodd, John W.
Pumphrey and C. Maloy Fishback.
BE IT FURTHER RESOLVED, that a copy of this resolution be sent to
the successful candidates by the Recorder.

Regular Meeting, June 24, 1963.

Upon motion of Councilman Lowenbach, seconded by Councilman Pumphrey, the
following resolution was unanimously adopted by roll call vote :
BE IT RESOLVED, by the Council for the Town of Leesburg, in Virginia,
that any and all bids for trash removal be and the same are hereby
rejected, and the Town Manager be and he is hereby authorized and di-
rected to re-negotiate for this contract.
Upon motion of Councilman Lowenbach , seconded by. Councilman Caulkins, the
following resolution was adopted by roll call vote. Yeas, Councilmen Pumphrey ,
Lowenbach and Caulkins ; abstentions, Councilman Leach.
BE •IT ORDAINED by the Council of the Town of Leesburg, in Virginia,
that the following Budget for Fiscal Year 1964 is hereby adopted
for the purpose of fiscal planning.

Upon motion of Councilman Lowenbach , seconded by Councilman Caulkins, the
following resolution was adopted by roll call. vote. Yeas, Councilmen Pumphrey ,
Lowenbach and Caulkins; abstentions , Councilman Leach.
BE IT ORDAINED, by the Council of the Town of Leesburg, that the fol-
lowing sums of money, or as much thereof as may be authorized by law,
or as may be needed or deemed necessary to defray all expenses and
liabilities of the Town of. Leesburg, be and the same are hereby ap-
propriated for the corporate purposes and objects of said Town, herein
specified for the fiscal year beginning July 1 , 1963 and ending June
30, 1964.

BE IT FURTHER ORDAINED,. by the Council of the Town of Leesburg, in'
Virginia, as follows :
•
There shall be levied and collected in the manner described by the
ordinances of the Town and laws of the State of Virginia, for the
fiscal year beginning July 1 , 1963 and ending June 30, 1964, and also
for each and every year thereafter , until otherwise changed, for the
support of the Town Government , the payment of interest on the town
debt and for other municipal .purposes, taxes as follows :
(1) On all taxable real estate and tangible per•sonal .property,
including the tangible personal property separately classi-
fied by Sections 58-829.1 ; 58-829.2 and 58-829.3 of the
Code of Virginia, shall be taxed at the rate of Eighty
Five Cents (30.85) on every One Hundred Dollars (3100.00)
of the assessed value thereof.
(2) On the tangible personal property and real estate of all
railroads, express, telegraph, telephone , power , light
companies and other public service corporations shall be
taxed at the rate of Eighty Five Cents (30.85) on every

One Hundred -Dollars (3100.00) of the assessed value thereof.
•
(3) Any person who shall fail to pay to the Town Treasurer on
or before December 5th of each year the personal property
and real .estate tax then due and payable, shall pay a
penalty of Five Per Cent (5%) on the amount of the unpaid
tax and interest at the rate of Six Per Cent (6%) per an-
num shall be collected upon principal and penalties of all
such taxes and levies remaining unpaid from the 30th day of
June of the year next following the assessment year ; and,

Regular Meeting, June 24, 1963.
BE IT FURTHER ORDAINED, that any bank, as defined in Chapter 10, Title
18, of the 1950 Tax Code of Virginia, and located in this Town, shall
deliver annually beginning. with the calendar year 1964, to the Treas-
urer for the Town of Leesburg, a copy of the report which such bank is
required by said Chapter to furnish to the Commissioner of Revenue for
the County of Loudoun ; and,
BE IT FURTHER ORDAINED, that there is hereby imposed a tax at the rate
of Eighty Per Cent (80%) of the State rate of taxation on each One
Hundred Dollars ($100.00) of the taxable value of the shares of stock
in such banks located in this Town, and the Treasurer shall annually •
make such assessments accordingly.
BE IT FURTHER ORDAINED, that the following sums be and the same are
hereby appropriated from the utility fund :
UTILITY FUND
Administration $ 16,152.80
Operation and Maintenance 31 ,780.00
Capital Outlays 34,600.00
Debt Service 34 ,070.00

Total Appropriations $116,602.80
