Park Commission Vice -Chair Ben Benson presided. 1) Call to Order Commissioners present: Commissioners absent: Also present: Ben Benson, Madeleine Linck, Janet White, Paul Jaeb, and Chris Hilberg Ann Thies and Brian Kingsley Jodi Gallup, Steve Scherer, and Carolyn Smith 2) Additions to the Agenda: • Bench Placement at Hamel Legion Park — add as item 5A • County Road 116 Trail Update — add as item 1OF A motion was made by Madeleine Linck and seconded by Chris Hilberg to add bench placement at Hamel Legion Park and County Road 116 Trail update to the agenda. Motion passed unanimously. 3) Approval of the Minutes • March 18, 2009 Regular Meeting A motion was made by Chris Hilberg and seconded by Janet White to approve the minutes with no changes. Motion passed unanimously. 4) Public Comments (on items not on the agenda): None 5) City Council Update Council member Smith updated the Park Commission that the City Council: • Continues to look at institutional uses in the rural residential area. This item was before the Planning Commission on April 14th and will be coming back to the Council in May. • Will have their first assessment hearing on April 21st for the Mill & Overlay proj ects. • Finished updating the Commercial Ordinance and is now looking at the Industrial Ordinance. These revisions are being made to bring the City Code in compliance with the City's 2010-2030 Comprehensive Plan. • Received comments back from the Metropolitan Council on the Comprehensive Plan and is now making some minor revisions. • Approved the Park Commission's request to hire a consultant for a Master Plan in Hamel Legion Park. $5,000 has been allocated to the project. Overall, property values went down in the City. • Will meet in special session on April 21st to review the comments from residents on the proposed logo. Smith is hopeful that a final decision will be made at the regular meeting on April 21st • Will have the annual public hearing for the Storm Water Pollution Prevention Program on April 21st. 5A) Bench Placement at Hamel Legion Park Scherer stated that the Hamel Lions donated a bench in Rosie Dykhoff s name to be placed at Hamel Legion Park. Scherer stated that the Park needs benches by the fire pit and playground equipment, but Gerry Dykhoff is requesting that the bench be placed by the tree that was donated by the Park Commission members in honor of Rosie Dykhoff. Dykhoff requested a new cement slab be laid on the west side of the plaza extending off the shrubs. He would like to see the bench on the cement slab facing the plaza with the tree right behind the bench. He would like the plaque to recognize the Lions' donation and the Park Commission members' donation of the tree in honor of Rosie Dykhoff. It was noted that the plaza already has two benches and there is more of a need for benches in other parts of the park. Scherer suggested moving one of the benches that are currently in the plaza to the fire pit or playground equipment area of the park and putting the new bench in Rosie Dykhoffs name in the plaza. This will allow the plaque to still mention the tree near the plaza. There was a general consensus to follow Scherer suggestion, by placing the new bench on the plaza and moving one of the existing benches to another area in the park. It was noted that a new cement slab should not be laid by the plaza as Gerry Dykhoff requested, but the bench should just be placed on the existing plaza. This will allow for possible future movement/rearrangement of benches. A motion was made by Madeleine Linck and seconded by Paul Jaeb to accept the donated bench in Rosie Dykhoff's name for placement on the plaza by the tree donated in her name. Motion passed unanimously. 6) Spring Park Tour Park Commissioners reviewed the tentative agenda for the May 16th Park Tour. There was a general consensus to stop at the following parks: • Medina Morningside • Holy Name Park Medina Park Commission Meeting Minutes April 15, 2009 Medina City Hall Page 3 of 4 • Hamel Legion Park • Rainwater Nature Area • Walnut Park • Lakeshore Park 7) Hamel Legion Park Master Plan Gallup updated the Park Commission that the City Council approved the Park Commission's recommendation to allocate additional funds up to $5,000 to the 2009 C.I.P. to complete a master plan for Hamel Legion Park. There was a general consensus to appoint a sub -committee to select a design consultant and help prepare the master plan. The sub -committee will be Janet White, Madeleine Linck, Carolyn Smith, and Steve Scherer. The committee should meet and bring back general design recommendations prior to the next meeting. 8) Park Signs Jaeb reported that he has been in contact with two sign companies, Imaginality and Vacker Signs. The companies both shared with him a wide variety of options for park signs. Imaginality provided information on creating a sign policy. Jaeb stated that he plans on bringing back a narrower group of sign options to the next Park Commission meeting. 9) Educational Opportunities The Park Commissioners reviewed the Minnesota Waters' presentation on forming a lakeshore association. Discussion occurred on which lakes in Medina would benefit from forming a lakeshore association. There was a general consensus that the City should schedule a presentation at the Hamel Community Building and send invitations to all property owners around the following lakes: School Lake, Holy Name Lake, and Lake Peter. It was also noted that this presentation could be counted as a Storm Water Pollution Prevention Program (SWPPP). A brief recap was given regarding the Low Impact Design presentation at the April 14th Planning Commission meeting. Four Park Commissioners were in attendance. 10) Staff Report a) Clean Up Day Schedule: Park Commissioners were given the volunteer schedule for Clean Up Day on Saturday, April 25th Medina Park Commission Meeting Minutes April 15, 2009 Medina City Hall Page 4 of 4 b) Field House Task Force Update: Gallup and Benson gave a brief update that the Task Force reviewed 23 proposals and selected the top three candidates to bring in for interviews. c) Friends of Elm Creek: Gallup reported that the Friends of Elm Creek organization disbanded because they did not receive enough support from the area Cities that the trail was proposed to run through. d) Screening at Hamel Legion Park: Scherer presented the three proposals that the City received from local nurseries. Park Commissioners discussed the proposals. It was noted that Designing Nature had a good design, but they did not want them to use the black vinyl edging. Spinner, Inc. had too many trees in their proposal, which could impact the long term master plan for the park. Otten had some nice products, but everything was too expensive. A motion was made by Madeleine Linck and seconded by Chris Hilberg to recommend Designing Nature to the City Council. Motion passed unanimously. e) Rainwater Nature Area: Scherer stated that he had been working with a Girl Scout who wanted to help plant trees in Rainwater Nature Area, but she will not be able to commit to the project anymore. Scherer would like to hire Connie Fortin again to help implement Phase II of the project. Benson suggested recruiting some Boy Scouts or the 4H Club to help with the plantings. f) 116 Trail Update: Scherer reported that final engineering design and title work is being completed for acquisition of the trail easements. A narrower trail will be constructed on Bill Kroll's property (Intercomp) in order to save the mature trees. The Park Commission suggested recognizing the land owners that donated easements for this project. 9) Adjourn A motion was made by Chris Hilberg, seconded by Paul Jaeb and passed unanimously, to adjourn the meeting.
