A regular meeting of the Leesburg Town Council was held in the Council Chambers, Leesburg, Virginia, on January 14, 1964, said meeting having been postponed because of bad weather from January 13, 1964 . The meeting was called to order at 3 :00 P.M. by Mayor Rollins. Councilmen present at roll call were : C. A. English Cole , C. Grey Dodd , C. Maloy Fishback, Maurice R. Lowenbach, •Jr. and John W. Pumphrey. Also present were Town Manager James W. Ritter , Jr. and Town Attorney George M. Martin. The minutes of the regular meeting of December 23, 1963 were approved with general consent. IITown Manager James W. Ritter, Jr. gave his report , stating that he would need an additional appropriation of 3600.00 for snow removal and that he would like authority to increase the salary of the equipment operator from 33,480.00 per annum to 55,000.00 per annum. Mr. Ritter also gave a report on the study made by Johnson and Williams with regard to moving water and sewer lines on Route 7 in connection with the By-Pass construction. Councilman Orr joined the meeting at this time. Upon motion of Councilman Pumphrey , seconded by Councilman Dodd , the fol- lowing resolution was adopted by a vote of 5 to 1, Councilman Cole voting against 00 this resolution; ff. BE IT RESOLVED by the Town Council of the Town of Leesburg, that a CC sum of 316,000.00 be appropriated for the purchase of an Allis C, Chalmers HD-60 Front End Loader , complete with cab , and a trade-in of our HD4 Caterpillar , in accordance with Bemiss Equipment Company 's quotation of January 8, 1964. Councilman Cole, Chairman of the Finance Committee, recommended that the Town Attorney change the appropriation bill to read that the funds for the current year will pay current expenses only and that the money to purchase the bull- dozer come out of unappropriated surplus. This was so ordered by Mayor Rollins. Council unanimously adopted the following resolution : BE IT RESOLVED by the Council for the Town of Leesburg, in Virginia, that the Town Manager be and he is hereby authorized and directed to have the following advertisement inserted in The Loudoun Times-Mirror for publication on the 16th day of January, 1964 and the 23rd day of January, 1964 : PUBLIC NOTICE Notice is hereby given that a Public Hearing will be held by the Leesburg Town Council on January 30, 1964 at 7:30 P.M. in the Coun- cil Chambers, 12 West Loudoun Street , Leesburg, Virginia, to con- sider a proposed amendment to the Leesburg Subdivision Ordinance. Said proposed amendment concerns improvements required in subdivi- sions, the methods of guaranteeing the acceptable installation of such improvements and procedure for 'submission of required 'plans and specifications. Copies of said proposed amendment may be viewed in the Town Mana- ger 's Office , 12 West Loudoun Street , Leesburg, Virginia. At said hearing all persons will be heard as to their views perti- nent to said proposed amendment . By: Kenneth Rollins Mayor Upon motion of Councilman Lowenbach , seconded by Councilman' Cole, the fol- lowing resolution was unanimously adopted : rli. • 252; • 14 , Minutes of January/1964 meeting. WHEREAS, Section 5-1 of the Leesburg Subdivision Ordinance provides for the owner of a tract of land to divide the same without comply- ing with the said ordinance , upon approval by the Leesburg Town Council , provided that : (1) No new street is required , (2) The land so divided conforms with the Master Thorofare Plan for the Town of Leesburg and is not in conflict with the general meaning and pur- pose of this ordinance , and (3) such exception shall be first sub- • milted to the Planning Commission for its recommendation to the Council, and WHEREAS , the Leesburg Planning Commission did , at a regular meeting, held on January 2 , 1964, determine that the owners of lot 30, Parcel D and lot 31 of Virginia Knolls are in compliance with the above re- quirements and recommended that a plat of the same be approved by the Town Council , NOW THEREFORE BE IT RESOLVED, by the Council for the Town of Leesburg in Virginia, that the division of lot 30, Parcel D and lot 31 of Vir- ginia Knolls, as evidenced by a plat of the same prepared by Delashmutt Associates under date of December 1963, be and the same is hereby ap- proved and the requirements of the Leesburg Subdivision Ordinance are waived with respect to the lot line change only. • After discussion, Council gave permission to the Izaak Walton League to erect a shooting range on their property inside the corporate limits of Leesburg. • An Agreement between the Town and the Fire Department was discussed at great length , and , subsequently, Mayor Rollins turned this Agreement over to Town Attorney George Martin for clarification of the many points raised in discussion, with instructions to turn it back to the Laws and Administration Committee. Upon motion of Councilman Orr , seconded by Councilman Lowenbach , Council voted to pay Michie City Publications Company the amount of $2 ,550.93 for work done on the Leesburg Town Code, said amount being $301 .00 less than their in- voice of November 15 , 1963 in the amount of $2,851.93, said amount of $301.00 being deducted for the printing of the Subdivision Ordinance and Zoning Ordi- nance, which printing was not authorized by the Town of Leesburg prior to the printing of the Code, since Michie would not be doing any work on these Ordi- nances. • Upon motion of Councilman Orr , seconded by Councilman Pumphrey, -the fol- lowing resolution was adopted by a vote of 5 to 1 , Councilman Cole voting against it : BE IT RESOLVED by the Council of the Town of Leesburg, that the Mayor be authorized to appoint a committee to study and recommend to the Council a site for a new Town Hall , taking into consideration parking and architectural design. The Mayor thereupon appointed Mr. Robert C. Forbes, Chairman, Town Manager James W. Ritter , Jr. , Mr. Hunter M. Leach, Dr: Robert A. Orr, Town Attorney George M. Martin , Mrs. Frank Osburn and a Mr. Overman , an architect , to this Committee, requesting a report from said committee by February 20, 1964. Upon motion of Councilman Fishback, seconded by Councilman Lowenbach, the following resolution was unanimously adopted : BE IT RESOLVED by the Town Council of the Town of Leesburg, that the following appropriations be made : 1 2.11 Turkeys (Mis:.-Other Services & Supplies) 350.00 Issuing Justice-over and above existing $$250.00 appropriated 600.00 Snow Removal • 110.80 Warren Perrow - Consulting Services 760.00 Additional appropriation to allow Town Manager to pay additional salary for bulldozer operator $1 ,822.91 Total LC. Minutes of January 14, 1964 Meeting. Mayor Rollins ordered that the following Ordinance be adopted by Council : BE .I'T ORDAINED by the Town Council of the Town of Leesburg, that the Ordinance covering Solicitors and Canvassers adopted on Decem- ber 23, 1963 be amended to show new Section Numbers that will not conflict with existing Section Numbers in the Town of Leesburg Code. These Section Numbers are amended to read as follows : Section 15-48.1 instead of 15-49. Section 15-48.2 instead of 15=50. Section 15-48.3 instead of 15-50A. Section 15-48.4 instead of 15-50B. Section 15-48.5 instead of 15-50C. Section 15-48.6 instead of 15-50D. Section 15-48.7 instead of 15-50E. There being no further business , the meeding adjourned with general consent at 4 :45 P.M.
