HomeMy Public PortalAbout1963_04_27 286. Minutes of April 27, 1964 Meeting. The Mayor then instructed the Town Manager to accept the contract of T. C. and L. A. Company on behalf of the Town. The contract proposal from Walter L. Phillips for engineering services on Storm Drainage was discussed and Council decided they would like Mr . Phillips • to meet with the Public Works Committee on Thursday night, April 30th, and clarify several portions of this contract. • The following resolution was placed on the floor for discussion: BE IT RESOLVED by the Town Council of the Town of Leesburg, that the following appropriations be made for the building of concrete side- walks at the locations shown, such money to be appropriated to "Capi- tal Outlays - Sidewalks, " and - BE IT FURTHER RESOLVED, that the Town Manager be authorized to con- struct such sidewalks with Town forces. (a) W. Market - north side, between Ayr St. and Morven • Park Road $2,200 (b) Edwards Ferry Road - north side from existing walk to Prince Street 1,045 (c) • S. King Street - from M & G Motors to Town Branch 1,650. • Total Appropriation $4,895 • Upon motion of Mayor Rollins, seconded by Councilman Orr, the following portion of this resolution was unanimously adopted : • (a) W. Market - north side, between Ayr St. and Morven Park Road $2,200 Upon motion of Councilman Pumphrey, seconded by Councilman Lowenbach, the fol- lowing portion of this resolution was unanimously adopted: (b) Edwards Ferry Road - north side from existing walk to Prince Street $1,045 After discussion, it was decided that Part (c) of this resolution would be de-. ferred until a later date. Upon motion of Councilman Pumphrey, seconded by Councilman Cole, the fol- lowing resolution was unanimously adopted: BE IT RESOLVED by the Town Council of the Town of Leedburg, that a sum of $3,755.70 be appropriated to pay Perry Engineering Com- pany for partial completion of work on the Valve Vault , in ac- cordance with their corrected invoice, the work having been ap- proved by Johnson and Williams. Upon motion of Councilman- Pumphrey, seconded by Councilman Orr, the fol- lowing resolution was unanimously adopted: BE IT RESOLVED by the Town Council of the Town of Leesburg, that the $20,000.00 now on Time Deposit in The Peoples National Bank be withdrawn at the expiration of six months from this date, and BE IT FURTHER RESOLVED, that Peoples National Bank be so notified of the Town's intention in accordance with the notice shown below: To The Peoples National Bank of Leesburg • Leesburg, Virginia The undersigned hereby gives to you six months ' notice, as pro- vided by the terms and conditions of Time Deposit-Open Account Agreement dated December 15, 1961 , that $20,000.00 will be with- drawn on October 27, 1964 from the account established under the terms and conditions of said agreement. Dated April 27, 1964 Town of Leesburg, in Virginia By Mayor • By Treasurer • Upon motion of Councilman Pumphrey, seconded by Councilman Orr, the fol- lowing resolution was defeated by a vote of 4 to 3, those voting against said resolution being Councilmen Cole, Dodd, Fishback and Mayor Rollins: BE IT ORDAINED, that Section 21-36.2 of the Code of the Town of Leesburg, Virginia, adopted October 28 , 1963, be amended to read as follows: • Sec. 21-36.2 Amusements - Dance • , On every dance where a charge is made for admission or for- card, 00 the license tax shall be Seven Dollars and Fifty Cents ($7.50) for each such dance, except that this does not apply to dances held for charitable or for non-profit purposes. CC CC • Upon motion of Mayor Rollins, seconded by Councilman Cole, the following Section of the Town Code was repealed by a vote of 4 to 3, those voting against said motion being Councilmen Lowenbach, Orr and Pumphrey. - Sec. 21-36.2 Amusements - Dance - On every dance where a charge is made for admission or for card, the license tax shall be Seven Dollars and Fifty Cents ($7.50) ' for each such dance, except that this does- not apply to dances held for charitable or for non-profit purposes. A resolution regarding forms to be used by subdividers for physical im- provements was referred to the Laws and Administration Committee by the Mayor. Upon motion of Councilman Orr, seconded by Councilman Dodd, the sum of $1,322.00 was unanimously appropriated for the repairs to Town Hall , as out- lined below: Estimate to repair certain rooms in Town Hall • 1. Proposal to convert Firemen's Room to Council Room. (a) Install new electrical service in basement • in order to eliminate an existing fire haz- ard and to provide additional 220 outlets for Air Conditioners $150.00 (b) Air Conditioner, 20,000 Btu. 345.00 (c) -Strengthen floor in existing Council Room 25.00 (d) Install tile floor , celotex on ceiling, sheetrock on walls and paint 200.00 I - (e) Install 220 volt service and 48" fluores- cent light 63.80 Total Council Room $784.00 2. Map Room (in back of Manager 's office) Install 48" fluorescent light $ 48.80 Total Estimated Cost $1,322.00 I/ Mayor Rollins reminded Council that the sewer situation is not stagnant, stating that negotiations are under way for purchase of land and that the ap- plication for a Federal grant for sewage construction money will go in to Richmond this week. He stated that , once land is purchased, it will not be long before the referendum for construction will be coming up. Mr. Ritter stated that he expected to follow up letters to landowners asking them to clean up vacant lots and to find out just when they expect to do this work. Mayor Rollins told Council that Town Manager Ritter would present and ex- plain the budget in detail at the next regular meeting. Town Attorney George M. Martin reported that an injunctive procedure had been drafted with regard to a merchant who had failed to procure a business license, but that he understood this license would be paid before this went to Court. \ . Upon recommendation of Councilmen Fishback and Lowenbach, Council decided that bids for trash removal should be advertised in the paper for one week and that individuals already sent letters for bid should be advised that bids would not be opened until Thursday, May 7, 1964. Also, these individuals are to be advised that the bond shall be for 100 per cent of the contract price.
