DECEMBER 20, 1962
1. INITIATION: The adjourned meeting of the City Council was called
to order by Mayor Tyrell at 7:30 P. M. and then he led the' Pledge
2. of Allegiance to the Flag.
At this time a moment of silence was observed in memory of Haven
L. Andrist, a Commissioner on the Parks & Recreation Commission
from its inception until his very recent death. The Mayor pre-
sented on behalf of the Council and himself a Certificate of Re-
cognition for civic services to Phil Andrist, son of Haven L.
Andrist, who accepted on behalf of the family.
4, ROLL CALL:
PRESENT: Councilmen=Dickason, Merritt, Tyrell
ABSENT: Councilmen - Fitzjohn, Nunamaker
ALSO PRESENT: City Attorney Shatford, City Manager Woollett
APPROVAL OF MINUTES: Councilman Dickason moved to approve the
minutes of the regular Council Meeting of December 10, 1962, as
mailed, Councilman Merritt seconded, and carried by the following
roll call vote:
AYES: Councilmen-Dickason, Merritt, Tyrell
NOES: Councilmen -None
ABSENT: Councilmen - Fit ±john, Nunamaker
UNFINISHED BUSINESS:
ORDINANCE NO. 62 -97: providing for continuance of City Council
in grave emergency. The City Attorney recommended that the Coun-
cil take no action on this ordinance but to review•.the changes
incorporated and to consider for first reading at the next Council
meeting. Councilman Merritt so moved, Councilman Dickason second-
ed and carried.
7. RESOLUTION NO. 62 -255: Supporting annexation to Metropolitan Water
District. At the last Council meeting the City Attorney was in-
structed to prepare this resolution and he now read title to
Resolution No. 62 -255 A RESOLUTION OF THE CITY OF TEMPLE CITY
SUPPORTING ANNEXATION OF THE UPPER SAN GABRIEL VALLEY MUNICIPAL
WATER DISTRICT TO THE METROPOLITAN WATER DISTRICT OF SOUTHERN
CALIFORNIA. Councilman Dickason moved to adopt Resolution No.
62 -55, Councilman-- Merritt seconded, roll call vote as follows:
AYES: Councilmen- Dickason, Merritt, Tyrell
NOES: Councilman -None
ABSENT: Councilmen - Fitzjohn, Nunamaker
ORDINANCE NO. 62 -93: Re- Numbering Sections of Municipal Code.
The City Attorney explained this was to correct a duplication of
numbers. Councilman Merritt moved to waive further reading of
Ordinance No. 62 -98, Councilman Dickason seconded, roll call vote
as follows:
AYES: Councilmen-Dickason, Merritt, Tyrell
NOES: Councilmen -None
ABSENT: Councilmen- Fitzjohn, Nunamaker -
Councilman Merritt moved to adopt Ordinance No. 62 -93, Councilman
Dickason seconded, roll call vote as follows:
AYES: Councilmen- Dickason, Merritt, Tyrell
NOES: Councilmen-None
ABSENT: Councilmen- Fitzjohn, Nunamaker
AWARD OF BID FOR DEMOLITION & REMOVAL OF AMERICAN LEGION BUILDING,
& CLEARANCE OF SITE: City Manager Woollett advised we went to bid
for this purpose and they ranged from a low of $900. to a high of
$3400. and recommended that the Council award the bit to Meade
House Wrecking Coin the amount of $900.00, and instruct the City
Attorney to draw a contract and instruct the Mayor and City Clerk
to sign the contract on behalf of the City. Councilman Merritt
moved to the Meade House Wrecking Co. the contract for demolition

of the old American Legion Building, and clearance of the site
for the sum of $900., Councilman Dickason seconded, roll call
vote as follows:

10. RESOLUTION NO, 62 -257: Establishing tow away zone on Baldwin Ave.
during racing season.
City Attorney Shatford read title to Resolution No. 62 -257 A

11, 1963, (SUNDAYS EXCEPTED) WITH CERTAIN NO PARKING - TOW AWAY
SIGNS. Councilman Dickason moved to approve Resolution No,
62 -257, Councilman Merritt seconded, roll call vote as follows:
AYES: Councilmen- Dickason, Merritt, Tyrell
NOES: Councilmen -None
ABSENT: Councilmen - Fitzjohn, Nunamaker
11. PUBLIC HEARING: 7:45 P. M. Curb & Gutter on north and south side
of Freer St. between Pal Mal and El Monte ave. City Manager
Woollett advised on the south side of the street totaled 409.73
Ft. of which 344.63 ft. or 84.10% requested the improvement.
The Mayor declared the Public Hearing opened and asked if anyone
wished to speak For or against and no one came forward, Council
man Dickason moved to close the Public Hearing, Councilman Mer-
ritt seconded, and carried. Councilman Merritt moved to deter-
mine the improvement to be in public interest, and to instruct -
the Supt. of Streets to make such improvement, Councilman Dicka-
son seconded, roll call vote as follows:
AYES: Councilmen- Dickason, Merritt, Tyrell
NOES: Councilmen -None
ABSENT: Councilmen - Fitzjohn, Nunamaker
The City Manager advised on the north side of Freer St. which
is a total of 398.04 ft. the signers of the petition represented
100 %. The Mayor declared the Public Hearing opened and asked if
anyone wished to speak for or against and no one came forward.
Councilman Dickason moved to=.c l ose the Public Hearing, Counc i 1ra,
Merritt seconded, and carried. Councilman Merritt moved to de-
termine the improvement to be in public interest and to instruct
the Supt. of Streets to cause the work to be done, Councilman
Dickason seconded, roll call vote as follows:
AYES: Councilmen- Dickason, Merritt, Tyrell
NOES: Councilmen -Hone
ABSENT: Councilmen - Fitzjohn, Nunamaker
12. RESOLUTION NO. 62 -256: Warrants & Demands.
Following d+scussion Councilman Dickason moved to approve Resolu-
tion No. 62 -2.56 warrants & demands in the sum of $26,821.71
Nos. 2178 through 2195 and No. 2138, Councilman Merritt seconded
and carried by the following roll call vote:
AYES: Councilmen- - Dickason, Merritt, Tyrell
NOES: Councilmen -None
ABSENT: Councilmen - Fitzjohn, Nunamaker
13. ORDINANCE NO, 62 -9'9: AMENDING MUNICIPAL CODE REGARDING DISCHARGE
OF FIREARMS BY I.!DIVIDUALS OVER 18 yrs. of age.
City Attorney Shatford recommended this be held over until the
next Council meeting, which the Council approved.
14. COMMUNICATIONS:
a. County of Los Angeles, Boundary Commission, re proposed an-
nexations #307 City of El Monte, No. 39, City of Monrovia.
Councilman Dickason moved to receive and file, Councilman Merritt
seconded, and carried.
b. March of Dimes request proclamation for January as March of
Dimes month, Councilman Dickason moved to approve, Councilman
Merritt seconded, and carried,

15. JOINT MEETING OF THE CITY COUNCIL AND TRAFFIC COMMISSION:
There followed discussion regarding pending traffic problems withc
in the City and also the one way alleys which will become effect-
ive in early January.
7:55 P. M. City Attorney Shatford left the Council Chambers at
this time due to other meeting commitments.
Discussion followed regarding the traffic during racing season,
possible installation of radar equipment in the city for traffic
control.

No one came forward at this time.
17. MATTERS FROM CITY OFFICIALS:
City Manager'!oollett reported on the meeting of the Parks &
Recreation Commission held December 19, and their recommendation
as follows:
"Recommend to the City Council the dedication of the new
and forthcoming picnic area in Live Oak Park to the
memory of Haven Andrist."
There followed discussion and Councilman Merritt moved to approve
the recommendation as worded above and to hold in abeyance any
further action, Councilman Dickason seconded, roll call vote as
follows:
AYES: Councilmen- Dickason, Merritt, Tyrell
NOES: Councilmen -!one
ABSENT: Councilmen - Fitzjohn, Munamaker
The City Manager advised plans and specifications for approxi-
mately 5000 lin. ft. of curb and cutter at various sites in the
City were completed at an estimated cost of $1x,000. He request-
ed the approval of the Council and for them to instruct t,e staff
to go to bid on January 3 to be opened on Jan. 22, 19b3, and sub-
mitted to the Council on Jan. 28 for award of contract. Council-
man Merritt so moved, Councilman Dickason seconded, roll call
vote as follows:

NOES: Councilmen -None
ABSENT: Councilmen - Fitzjohn, Nunamaker
The City Manager also advised in January the Council would have
to consider some budget revisions due to increased costs of law
enforcement, the program on the new Library, Acti ,b�rrfg to contract
on some of these curb and gutter items, etc.
He next presented a request from the Red Cross requesting permis-
sion for a banner across Las Tunas at Temple City Blvd. Jao. 4 -
14 for the Bloodmobile, and recommended approval with stipulation
to require a certificate of liability insurance. Councilman Dick -
ason so moved, Councilman Merritt seconded, and carried.
City Manager Woollett advised the School District had been fortun•
ate in the purchase of the band uniforms and had refunded to the
City the sum of $514.45 as their share of the saving made.
He also requested a determination to be made regarding the pro-
clamation of the Governor declaring Dec. 31 a holiday. He also
advised the plan was for only a half staff to work on Dec. 24.
Councilman Merritt moved to close the City Hall on Dec. 31 in
line with other governmental agencies and to anprove working with
one -half of the staff on Dec. 24, Councilman Dickason seconded,
roll call vote as follows:

ABSENT: Councilmen - Fitzjohn, Nunamaker
The City Manager advised he would be back on Jan. 3 and suggested
the Council authorize the Administrative Assistant to operate in

h i s behalf until he returns. Councilman Dickason so moved, Coun-
cilman Merritt seconded, roll call vote as follows:

There followed a discussion regarding the City placing key man -
ins.urance on Mr. <!oollett during his absence from the City. Coun-
cilman Merritt made a motion that the City take out Key man in-
surance on Mr. Iloollett during his absence and that the City pay
for this, Councilman Tyrell seconded. The City Manager advised
that based on the Government Code of this state the vote would
have to be three of the five Councilmen even though two were ab-
sent at this meeting and therefore would require the three pre -
sent to all vote AYE. The roll call vote followed: A .,T,or_ sthea,I.J

Mayor Tyrell stated due to the increase in sheriffs costs for law
enforcement to $93,903. per car that this would certainly be a
factor in the amount that can be spent on other things.
Councilman Dickason advised there had been no meeting of the Civi
Defense committee since the last report, and that the Committee
would report on Jan. 14, 1963, at their next Council meeting.
The Mayor suggested it might be nice to arrange some kind of re-
cognition for members of the Commissions by a joint dinner meetin
with the Council and suggested the Council give this some thought
as the Council sees them in an official capacity at the meetings
but it might be beneficial to both to meet in a relaxed atmospher
and have a better understanding of each individual's thinking.
He thought it might be a good idea to do this annually.
The City Manager advised it was necessary for five county agencie .
to approve the plans and specifications For the new library, and
he had gone to each department and received approval with the ex-
ception of the architectural engineer which we hoped to receive
in the office on Monday, Dec. 24, and if received approved we
can go to bid on the 27th to be returned by Jan. 16, 1963, and
present them to the Council on the 17th at the Joint meeting of
the Council, and with the City Attorney already working on the
contract it can be awarded at that time with the idea in mind
that the contractor can be at work on the site prior to Febr.-1.
Then if estimate on number of days required is any where near rig'
the building should be completed by July 1.
18. ADJOURNMENT:
Councilman Dickason moved to adjourn, Councilman Merritt seconded
and carried. Council adjourned at 9 :20 P. M. until January 14,
1963, at the City Hall, 9664 E. Las Tunas Dr., at 7:30 P. M.
