OF SPECIAL MEETING MARCH 10, 1965 We, the undersigned, being members of the Town Council , Town of Leesburg in Virginia, do severally waive all statutory and Charter requirements as to notice of time, place and purpose of a Special Meeting of the Town Council and consent that the meeting shall • be held in the Council Chambers of the Town Council at 7:30 P.M. , Wednesday, March 10, 1965, for the purpose of adopting a Resolution authorizing the issuance of $415,000.00 Public Improvement Bonds of the Town of Leesburg, and any such other business as may come be- fore the said Council. '.ophrey IL MINUTES OF A SPECIAL MEETING OF LEESBURG TOWN COUNCIL, MARCH 10, 1965. A special meeting of the Leesburg Town Council was held in the Council Chambers, Leesburg, Virginia, on March 10, 1965, pursuant to Waiver of Notice attached hereto. The meeting was called to order by the Mayor at 7:30 P.M. Those present were Councilmen C. Grey Dodd, C. Maloy Fishback, Maurice R. Lowenbach, Jr. and Robert A. Orr ; also Town Manager James W. Ritter , Jr. Ab- sent from the meeting were Councilmen C. A. English Cole and John W. Pumphrey. A great deal of discussion was held regarding the resolutions presented by Reed, Hoyt, Washburn and McCarthy authorizing the issuance of Public Improve- ment Bonds and Water and Sewer Bonds. It was decided that the $650,000.00 in Public Improvement Bonds should be reduced to $610,000.00, with the $40,000.00 in interest during construction being eliminated ; that both bond issues should be for 20 years; that both should come due in January of each year ; and that payments should not start before 1967. Mayor Rollins announced that he had requested the Loudoun.National Bank to defer the principal payments on the old Airport property from July until Sep- tember of each year. Members discussed the water problems which exist in the North Street area . during heavy rains. Upon motion of Councilman Fishback, the meeting adjourned at 8 :20 P.M. Mayor /1 .
