Locklear called the Special Meeting to order with the following members of Council present: Mayor Pro Tem Katrina Hughes. Jack Youmans, William Remeta, Phil O'Dell, C. Burke Day, Jr., and Paul Jackson. City Attorney Edward Hughes was present to represent the city in legal matters. Mayor Locklear opened the Public Hearing on the proposed Zoning Text Amendment. Zoning Administrator Angela Byers read the proposal Sections 8 -4 -31 (a) (10) Conditional Uses and explained the concept to Mayor and Council. Mayor Locklear asked if Council had any questions? He then asked if anyone the in audience wanted to speak in favor of the zoning text amendment. Mayor Locklear requested that the public hold their comment to two minutes as many wished to express their views to Council. Mrs. Marion Dean stated that a lot of effort has been made on this proposal. Bed and Breakfast are fast becoming the popular choice of tourist and she commends the Planning Commission for their vision. No one else came forward to speak in favor. Mayor Locklear asked if any citizen wished to speak against. Mrs. Genieve O'Connor asked how is the city going to be sure no alcohol beverage will be served. Mayor Locklear said that the police and the code enforcement officer. Councilman Day said on the enforcement side that there are no secrets on Tybee Island. Mr. Don Harris stated that he is against the text amendment as it is now written, the city should move very slowly, people who live within 250 feet should be notified when a conditional use is being requested and asked their preference, he feels this is a commercial venture. Mr. Harris also questioned the buffer definition. Mr. Bert Barrett, Jr. said he is opposed to the text amendment, it is going to change half the island, council should listen to the majority. What is coming next for a conditional use? He stated that a person down the street from him is selling plants, plus a single family home has been turned into three apartments. Mr. Walt Siedel stated that the city is taking residential area and turning them into commercial areas. He asked what is the purpose of this text amendment? To adopt the amendment would be to destroy residential areas. Mrs. Dottie Kluttz said that she feels fear from people, the city has not done what they are suppose to do to enforce ordinances. She stated that no matter who is in office if this passes that the ordinance should be very clear and concise so there is no misunderstandings. Mrs. Kluttz said that all public hearing should be held in the evenings so that people who work can attend and express their feelings. Mrs. Kluttz also questioned the buffer, where does it go? Please make this clear. Mrs. Maryann Parker spoke in favor stating that she has been a resident of Tybee since 1967 and that a lot of new things have happened. Tybee needs to have vision, this is an opportunity for Tybee and will help the island. Mrs. Parker said that we need better places to stay, homier atmosphere and class. Mrs. Kluttz said this is not about Bed and Breakfast. Mrs. Vickie Worden said that she is 1 1 1 in favor of the B & B, they are wonderful places to stay, quiet and peaceful. Councilman Day stated he feels that fears have been addressed, we need to preserve historic places, sooner or later this issue will come up again. At this time Councilmember Day moved to adopt the zoning text amendment. Councilmember Youmans seconded. Councilmember Jackson said that the B & B in question use to belong to him, it was sold a few weeks ago and he his no problem voting on this issue and feels it would be good for the neighborhood. Councilmember Remeta said to keep residential areas residential and this text amendment involves the whole island. This will open a can of worms if passed. Attorney Hughes said that the Hendrix property is not being addressed, only the text amendment. Councilmember Jackson has no financial interest so no problem if he votes on text amendment. Councilmember Hughes stated that we do not need to dictate where the buffers go, . people can use their common sense. She stated that people are investing a lot of money and the owner would plant trees and have green space to enhance the property. Councilmember Youmans said that he is in favor of having any type of Public Hearing at 7:30 P.M. in the future. Voting in favor of the zoning text amendment were Councilmembers Hughes, Youmans, Day and Jackson. Councilmembers O'Dell and Remeta voted against. The zoning text amendment passed on first reading with a 4 - 2 vote. As there was no further discussion Mayor Locklear adjourned the meeting. Mayor James P. Locklear Clerk of Council, J. Brown Olympic Contract Session Present: Mayor Pat Locklear, Mayor Pro Tem Katrina Hughes, Councilmembers O'Dell, Day, Jackson, Youmans, Remeta. City Attorney Edward Hughes. Paul Scott from the Olympic Committee. Mayor Locklear opened the meeting by stating that this contract is a contract to agree to a contract - do we want the Volleyball on Tybee? - in 6 to 9 months we will sit down and work out all the details concerning operational plans. Paul Scott stated that he knows the thought that went out front concerning women's softball and beach volleyball. Councilman Youmans - preliminary contract - can not see tying us into a contract that we don't know the cost. Councilman Remeta - our budget can not handle the expense. Mayor Locklear - know we can't with our budget - need to agree on operational plan. Councilmember Day - Point of beginning - changes before final agreement. Councilmember Remeta - if we don't like the operational plan then this agreement would be void? Mayor Locklear - Win Win situation, was scared at first, but after reading this is a point of beginning, have to have this before we can move on to the next agreement. Councilmember Youmans - no negotiations with Mayor and Council, can't expect us to sign if the attorney can't understand and answer our questions. City Attorney - have been in communication with ACOG - a lot of issues have been addressed by ACOG - revised since my letter some fine turning still going on - potential cost are not addressed. Mayor Locklear - we do want the volleyball Olympic venue. Councilmember Youmans - a lot of people don't want the volleyball. Councilmember Remeta - lease the land to ACOG Mayor Locklear - we have a charter Councilmember Remeta - give up rights to that area. Mayor Locklear - don't have to give up any rights. Councilmember Day - people come in and ask for a specific area and this is what ACOG is doing. Think of the financial benefits before the event. Will help Tybee as a whole. Paul Scott - reasons why you bid - sporting event, you will get culture, beautification, community pride - instead of seeing what you are spending, look at what you are gaining - parking, sales tax. Beach volleyball is a spectator sport - certain responsibility - police protection, you are going to absorb some cost Councilmember Day - we did not have to bid for the venue site, or pay one red penny. Councilmember Youmans - don't have the accommodations, filled during that time of year. 1 1 Mayor Locklear - stated that is not true; lodging is not full. Councilmember O'Dell - stated that is true. He also stated that the pier will be positive a impact for 16th Street - 4 new restaurants going in this year, not bars. Mayor Locklear - smallest city in history to ever host 1st time sport in the Olympics. The International Federation of Volleyball will bend over backward to see this as a success. Paul Scott - T.V. rating /lots of coverage - quality people. Mayor Locklear - if it does not succeed here then there will be no beach volleyball in Olympic. Councilmember Remeta - some sort of written statement concerning help with the cost incurred for the event. Paul Scott - knew that Tybee did not have a big budget - natural beach - Former Mayor Parker gave use of the land free of charge, police security, electricity (hardly anything, this is a daytime sport - 8 a.m. until around 5 p.m.), water, bathrooms, phones and faxes. Councilmember Remeta - Citizens access on to island? Mayor Locklear - a citizens can not walk through venue site. Director of L.H. & Museum - what impact on us? Mayor Locklear - some noise - where the security line are drawn. Also they might want to put cameras up on the Lighthouse. Director - 75% of our business comes from L.H., it needs structural work. How can we incur the lost of revenue. Mayor Locklear said that the Lighthouse Museum can be in on the discussion of the operating plans. Director - how are people going to get onto the island? Paul Scott - this has not been addressed. Mayor Locklear - participants will be bussed down from the Sheraton. Paul Scott - 5,000 seat stadium - 2,000 bleacher seats. Mayor Locklear - we want the honor to have the Olympics here - in 6 to 9 months we will negotiate the operational plans. Councilmember O'Dell - we will be in a stronger position after we sign this contract. Councilmember Day - it is right to be concerned about knowing the cost. Mayor Locklear - we all are concerned about costs. Meeting was adjourned.
