HomeMy Public PortalAbout1965_05_27 iot MINUTES OF CALL MEETING OF LEESBURG TOWN COUNCIL, MAY 27, 1965. A call meeting of the Leesburg Town Council was held in the Council Cham- . bers_ at 12 W. Loudoun Street, Leesburg, Virginia, on May 27, 1965 at 8:oo P.M. for the purpose .of discussing storm drainage easements needed for the proposed storm drainage projects to be constructed in the Woodberry and A & P areas. The meeting .was-called to order by the Mayor. Those present were Councilmen C. Grey Dodd, C. Maloy Fishback, Maurice R. Lowenbach, Jr. , Robert A. Orr and John W. Pumphrey; also Town Manager James W. Ritter, Jr. and Town Attorney George 24. Mar- tin. Absent from the meeting was Councilman C. A. English Cole. • Upon motion- of Councilman Orr, seconded by Councilman Pumphrey-, the follow- , - -ing resolution -was unanimously adopted: BE IT RESOLVED by the Town Council of the Town of Leesburg, that the Little League be permitted to hold a carnival from May 31, 1965 through June 5, 1965 at Virginia Village, and that the license fee for same be waived. . • . . , .Councilman Lowenbach moved that the Airport Commission be given the authority to .spend -$260.00. to -put calcium chloride on the road to the Airport on Routes 654 _and 643..in order to hold .down the dust on these roads leading to the Airport. This motion was seconded by Councilman Pumphrey. After discussion of this matter, 00 a roll call vote defeated the motion by a vote of 4 to 2, those voting for the 1.0 motion being Councilman Lowenbach and Mayor Rollins. O . . .. . • nfl Mr. McKenzie Downs and Mr. Walter L. Phillips, Jr. were present to answer questions and make comments with regard to the proposed storm drainage project and the appraisals made on those easements not yet obtained from various prop- erty owners, which easements Mr. Downs had appraised. After a great deal of dis- cussion and, after Mr. Phillips explained that not many bidders had shown inter- est in this project (and he .believed this to be partially due to the time of the year), Councilman Fishback moved the adoption ofthe following resolution, sec- onded by Councilman Pumphrey and unanimously adopted: BE IT RESOLVED by the Town Council of the Town of Leesburg, that- the bids on the storm drainage bepostponed for thirty (30) days. There followed• a very lengthy discussion and question and answer period, after which it was decided that the Town Manager would again try to negotiate with these property owners whose easements are still needed for these two projects.
