HomeMy Public PortalAbout1966_02_23 198 MINUTES OF REGULAR MEETING OF LEESBURG -TOWN COUNCIL, FEBRUARY 23, 1966. A regular meeting of the Leesburg Town Council was held in the Council Chambers, Leesburg, Virginia on February 23, 1966, the meeting being called to order by the Mayor , with prayer by Councilman Cole. Those present were Council- men C. A. English Cole, C. Maloy Fishback, Maurice R. Lowenbach, Jr. , Walter F. Murray, Robert A. Orr and John W. Pumphrey; also present were Town Manager James W. Ritter, Jr. and Town Attorney George M. Martin. The minutes of the meeting of February 9, 1966 were approved as written. Town Manager Ritter gave his report, advising that theback door of the office would be locked at night and on week-ends from now on and anyone on the Council desiring a key may have one upon request. It is necessary to lock the building since there have been unwelcome visitors in the past few nights when no-one was in the building. • He reported that studies are being conducted on the storm water at the Drug Fair and A & P, that we now have a definite check-point which catches both sew- age and storm water. There are indications that, during rain, we get some storm water, however , this study will have to wait for a heavy rain before any real study can be made. Mr. Ritter advised that the check in the amount of 51 ,000.00 to Mr. Kincaid which accompanied the offer to buy the 29 plus acre tract for the construction of sewage facilities has been returned, thus constituting a refusal of the Town's offer. Plans on the Phillips-Nickels Well were reviewed at the Utility Committee meeting. These plans have been sent to the Health Department for review and comments and to secure a permit. Smoke bomb tests to detect infiltration of storm water into the sanitary sewer will be started the first of next week. A couple of dry runs will be made in spots where no danger would exist before the actual tests are made. The Fire Department will be put on notice and the people in the area where we are working will be notified. The Utility Committee also discussed the cost estimate from Froehling- Robertson to test Big Springs water, which tests will be necessary in order for the State Health Department to approve the use of this water. The Committee felt that these tests should be made in order to know the chemical and bacterio- logical contents of this spring. This matter will come before the Finance Com- mittee next week. With regard to the old Howard House in Prospect Hills Subdittlion, Mr. Scully advises that he is trying to get a price from somebody in Winchester. Mr. Ritter said he suggested that he contact Tri.-County Asphalt, which he did, and they are to give Mr. Scully a price on removing this old building next week. Mr. Ritter also reported that he had received a letter from Mr. Kestner of the District Highway Office with reference to the Route 15 project. Mr. Kestner says he is recommending that allocations be made in the Richmond office for this project. Mr. Ritter said he called that office today and talked with the State Urban Engineer, who said he had recommended that this matter be taken care of a year ago. He suggested that we get behind Mr. Kestner now and push to see that he asks for an allocation for this project. Also, another letter from Mr. Kestner indicates that they might pay some attention to the resolutions we send them from time to time. In November of 1965 we sent a resolution asking for con- sideration on the widening of Dry Mill Road and Ayr Street. Mr. Kestner says consideration will be given to this in the 1966-67 3udget. Mr. Ritter also asked that Council give some consideration to the report which he presented back in December with regard to the Town taking over mainte- nance of its own streets, pointing out again that if the Town decides to main- tain its own streets, we would be receiving from the State nearly seven times .the amount per year that the Highway Department is now spending. He asked that Council let him know how they feel about this project. Mr. Ritter also explained the location of the Carnes Subdivision and the bond on same, which is to be taken up tonight. He explained that this bond covered only the drainage situation in the subdivision and that the recent storm drainage construction has taken care of this matter. He said the Street Com- mittee had discussed this matter. 199 MINUTES OF FEBRUARY 23, 1966 MEETING. Councilman Cole asked if anything had been heard from the Highway Department regarding the road to the Airport. Mr. Ritter said the information had been re- ceived and sent on to the FAA, that probable completion date would be sometime this summer, the road being built with convict labor. Mr. Cole also asked if anything more .had been heard re the site at the Airport possibly being used for construction of a Highway Residency Shop. Mr. Ritter said he had talked with Mr. Jeffries in Culpeper and he knew nothing about this, Mr. Kestner was not in the office at the time. Councilman Lowenbach said he would like to congratulate the Town Manager and the Town forces on the cleaning up of the Town streets after the blizzard. Councilman Murray said he thought Council should pursue the matter of the Town taking over its own streets. He said he would like to see the Street Com- mittee study this matter and come up with a recommendation. Mayor Rollins asked that the Street Committee study this further and make a recommendation one way or the other very shortly. Councilman Pumphrey reported that there is a bad hole in the street at the corner of Church and North Streets. Upon motion of Councilman Lowenbach, seconded by Councilman Orr, the fol- lowing resolution was unanimously adopted : C WHEREAS, William E. Carnes and Mary V. Carnes, Principals, and the Fidelity and Deposit Co. , Surety, are bonded in the amount of $500.00 to the Town of Leesburg to cover certain improvements to the Carnes Subdivision, bounded by Harrison Street, North Street and Slack Lane; and WHEREAS, the said improvements cover the correction of a storm water problem; and WHEREAS, the storm water problem has been corrected by the installa- tion of drainage pipes, as shown on Walter Phillips' drawings; NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Leesburg, that the said Bond be released. Upon motion of Councilman Lowenbach, seconded by Councilman Murray, the following resolution was unanimously adopted : WHEREAS, the blizzard of 1966 on January 29, 30 and 31 caused the block- ing of streets in the Town by deep snow drifts; and WHEREAS, the State Highway Department was unable to keep the streets open because of the heavy snow and high winds; and WHEREAS, certain Town of Leesburg employees volunteered their ser- vices during this emergency to an extent that overtime hours were worked in order to keep the streets open so as to safeguard the health, safety and welfare of the citizens of the Town; NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Lees- burg, that these Town employees be compensated for their services and be paid at the rate of time and one-half for all time over and above their normal work week, and that an appropriation be made in the a- mount of $454.78 for this purpose to pay the following employees: Newton 32 hrs. @$3.60 $115.20 _Weatherholtz 12 hrs. 3.30 39.60 Arnett 12 hrs. 2.10 25.20 Roland Keyes 2 hrs. 2.70 5.40 Gene Keyes 3 hrs. 2.40 = 7.20 Albert Keyes _ 16 hrs. 2.95 = 47.20 Tommy Lloyd 30 hrs. 3.14 94.20 Kirk 33 hrs. 3.66 = 120.78 $454.78 200 MINUTES OF FEBRUARY 23, 1966 MEETING. ' Upon motion of Councilman Murray, seconded by Councilman Orr, the follow- ing resolution was unanimously adopted : • BE IT RESOLVED by 'the Town Council of the Town of Leesburg, that an appropriation be made in the amount of $706.00 for a 50-watt Motorola two-way radio for the new Police Car. After discussion regarding the acquisition of the Kincaid land for sewage facilities, Mayor Rollins asked that Mr. Ritter write Mr. Kincaid (certified mail, return receipt requested) and invite him to meet with the Council next Wednesday night, March 2nd at 8:00 P.M. to discuss this matter further. A very lengthy explanation by Councilman Cole and discussion regarding the Projected Financial Schedule for the $900,000 Utility Bonds took place at this time, with no action being taken on this Schedule. Mr. Ritter was asked to send in the necessary forms to acquire Federal money for the sewage project. Mayor Rollins said he planned to go to Richmond to meet with Mr. Bennett regard- ing this matter before the next Council meeting and invited other members to accompany him.
