1994- 04 -07. Special City Council Meeting
Mayor James P. Locklear called the special meeting to order.
The following members of Council were present: Paul Jackson, Jack
Youmans, William Remeta, Katrina Hughes, Phil O'Dell and Burke
Day. City Attorney Edward Hughes was present to represent the
city in legal matters.
The first item on the agenda was the Ordinance on Soil and
Erosion. Mr. Terry Green of EPD gave a brief outline of the
ordinance context. After discussion by Mayor, Council and input
from audience Councilman Jackson moved to table this ordinance
until May meeting, with the understanding that this will give us
the time to talk with other municipalities that have this
ordinance in place. Councilman Remeta seconded. Vote by Council
was unanimous.
Councilman Youmans moved to go into executive session to
discuss the potential property acquisition. Councilman Day
seconded. Vote by Council was unanimous.
Mayor Locklear reconvened the meeting stating that the
potential property acquisition will be placed on the Council
agenda for the meeting of April 14, 1994.
The meeting was adjourned.

Executive Session - April 7, 1994
Subject: Potential Property Acquisition
Mayor:
School Property $300,000.00 - $150,000. down and
$50,000.00 per year for the next three years at 6%
interest.
O'Dell: The back building could be moved into within a week, it
is in good shape, volunteers to paint. The building
would be costing us $11.20 a foot, this does not
include the park area. The a ?c is the main concern in
the front building. It would cost approximately
$40,000.00. The costs for the outside would run about
$100,000.00. The floor tile in the buildings are O.K.
Youmans: A joint use proposal was turned down about a year and
halt ago because the Board of Education would not set a
cap for purchase. If this does no go through now we
will never get it.
Attorney: Joint use Agreement - have not seen anybody's opinion
on this legal question. Title - needs to be warranted.
Councilman Youmans moved to accept O'Dell proposal on
condition that attorney renders legal opinion to support this
action. Councilman Remeta seconded. NO VOTE TAKEN.
Mayor: Give the attorney at least a week to go over new
information and to search deeds.
Youmans: I will withdraw my motion if you agree to hold the
executive session at the end of the regular council
meeting.
