HomeMy Public PortalAbout1966_05_25 211 MINUTES OF REGULAR MEETING OF LEESBURG TOWN COUNCIL, MAY 25, 1966. A regular meeting of the Leesburg Town Council was held in the Council Chambers, Leesburg, Virginia, on May 25, 1966, the meeting being called to order by Mayor Rollins, and with a prayer by Councilman Cole. Those present were Mayor Rollins, Councilmen C. A. English Cole, C. Maloy Fishback, Maurice R. Lowenbach, Jr. , Walter F. Murray, Robert A. Orr and John W. Pumphrey; also present were Town Mana- ger James W. Ritter, Jr. and Town Attorney George M. Martin. . The minutes of the meeting of May 11, 1966 were approved as written. re i'ir. Emmett Jackson, a resident of S. Ayr Street, presented to Council a ti IIIpetition from property owners on S. Ayr Street between Market and Loudoun Streets, said Petition requesting that the Council take some action to see that this street is resurfaced. Councilman Orr requested that this project receive early priority. Council took no formal action on this matter, it being included in the Budget for the coming fiscal year. (Petition is attached hereto) Mayor Rollins read a letter from Mr. B. W. Letson, Assistant Superintendent of Schools (said letter being attached hereto) , requesting that the Town Council take some action to either widen West Loudoun Street between Liberty and Ayr Streets or to limit parking thereon, thereby making this street more safe for school buses to travel. 00 0O Town.Manager Ritter reported that sanitary sewer easements have been pre- pared and delivered to all but two of those property owners involved. There have . been no_reactions to these easements as yet. Mr. Downs and Mr. Wallace are ap- c) praising the Kincaid easement, but nothing can be done on this until the Council decides whether a new plant is to be built on this land or just the holding pond at this time. Mayor Rollins reminded members that bids will be opened on the North Taxi- way Extension at the Airport at the next meeting.-on June 8th. Councilman Cole requested that a hole left by the removal of a tree in the vicinity of Charlie Newton's be filled in. IIIUpon motion of Councilman Orr , seconded by Councilman Murray, the following appropriations were authorized by unanimous vote: F `; $ 75.00 - Motor Vehicle Tags 4,850.00 - to pay Tri-County Asphalt on Est. #5 for Storm Sewer Project (Pub. Impro. Fund) 1,707.99 - New Police car - Capital Outlay • 500.00 - Police Dept. - Motor Vehicle Maintenance 2,500.00 - Insurance 50.00 - Fuel - Water & Sewer Dept. 500.00 - Streets-Equip. Maint. Mr. Jack Williams of Johnson and Williams was present and discussed with Council the matter of sewage disposal facilities. He stated that he was disap- pointed that the 48ate Health Department had not advised the Town before this that they did not7along with the proposed plans, and that he had been under the impression that a year and a half ago they had concurred with the planned program. He said he did not believe the Town has to abide by the Health Department 's re- quest to build a new plant. He said that the total cost of the plant, along with other phases of the work already planned, would be x1,637,679.00. He believes that the minimum the Town would be eligible for in Federal and Farmers Home Ad- ministration grants would be roughly $4O0,0O0.00, .leaving an additional bond issue of approximately $340,0O0.00 needed to complete all work. He said he thought the Council might like to consider building a new plant, if the Water Control Board would go along with building the holding pond at a later date, ' that he has always advocated spending as little as possible in improvements to . the old plant. A new plant would take about 3 to 4 months to design, about a .TS, year to build, and would serve about 10,000 persons. He said the Water Control' ' Board has never been approached with the idea of building a new plant and that • this Board is the final authority, the Health Department acting as the Water Control Board 's consultants. gas advice was that a meeting be set up With the Water Control Board and the Health Department again and that they be asked speci-: fically for relief from building the holding pond at this time. If they will not go along with this, he suggested that the Town go ahead with the program already . planned. He also suggested that the Town proceed to file an application with the Farmer 's Home Administration for an additional appropriation. 218 MINUTES OF MAY 25, 1966 MEETING. Mayor Rollins asked Mr. Ritter to set up this meeting with the Water Control Board and the Health Department and that as many Council members as possible at- tend this meeting. After discussion, upon motion of Mayor Rollins, seconded by Councilman ▪ Lowenbach, Council voted unanimously to tentatively adopt the attached Proposed Budget for the fiscal year 1966-1967. Upon motion of Mayor Rollins , seconded by Councilman Orr , Council voted unanimously that the proposed real estate levy be 60 cents per $100.00 assessed valuation and $1.00 per $100.00 assessed valuation on personal property. • i•Sayor Rollins ordered that the Proposed Budget be published in the Loudoun • Times-Mirror on June 1st and June 8th. The matter of business licenses on- real estate brokers was discussed;with Councilman Murray expressing his view that he believed this matter should be looked into very thoroughly, his thinking being that the whole license tax struc- ture should be overhauled. Councilman Cole moved that this matter be referred to the Finance Committee to meet with the Town Attorney. This motion was sec- onded by Councilman Murray but, after discussion, a roll call vote of 6 to 1 defeated the motion, Councilman Cole voting yea. Upon motion of Councilman Pumphrey, seconded by Councilman Orr, Council voted by•roll call vote of 6 to 1 that the license tax on real estate brokers remain as is. Councilman Murray abstained from voting on this motion. Town Attorney George Martin was ordered to proceed with the suit against the real estate brokers. Town Attorney Martin explained to Council that Chantilly Aviation is bound to the Humble Lease for a very small portion of their land and that a letter should be sent to Chantilly requesting them to agree that their lease is subject to the Humble Agreement to this extent. Council agreed that Mr. Martin should so advise Chantilly of this by letter. A copy of this letter is attached hereto. There being no further business, the meeting adjourned at 9:10 P.M. CLERK May 2h, 1966 0 The Honorable Kenneth Rollins, Mayor Town of Leesburg Leesburg, Virginia Dear Mr. Mayor: - I have been informed that there is a possibility that the Town Council will be attempting to widen West Loudoun Street between Ayr and Liberty Streets, and I have been requested to write a letter ex- plaining the position of the School Board Office with respect to bus transportation along this road. We run in the neighborhood of 40 buses a day to the school. bus garage or to Loudoun County High School, the great majority of which must travel along this portion of West Loudoun Street. Frequently, there are vehicles parked along the north side of this street,, and they make it extremely difficult for our buses to maneuver along this crowded and busy thoroughfare. Since the safe transportation of our pupils is always uppermost in our minds, we respectfully suggest that whatever steps the Town Council might take to widen the street at this point, or to limit the parking of vehicles thereon, would be most helpful to us 'in providing the safest transportation we can for the young people who ride our school buses through the town of Leesburg.
