A Special Meeting of the Leesburg Town Council was held in the Council Chambers, Leesburg, Virginia, on June 29, 1966. Those present were Mayor t Kenneth B. Rollins, Councilmen C. Maloy Fishback, Maurice R. Lowenbach, Jr. , Walter F. Murray, Robert A. Orr and John W. Pumphrey; also Town Manager James W. Ritter , Jr. and Town Attorney George M. Martin. Absent was Councilman C. A. English Cole. Upon motion of Councilman Pumphrey, seconded by Councilman Murray, the fol- lowing resolution was unanimously adopted : BE IT RESOLVED by the Town Council of the Town of Leesburg, that the following appropriations be made to the 196&-61 Budget : • 111 (a) $550.00 - Social Security Tax / (b) 50.00 - Street Repairs in Utility Fund (c) 50.00 - Issuing Justice Upon motion of Mayor Rollins, seconded by Councilman Fishback, the following money was unanimously appropriated for the year 1966-1967: • $ 1 ,200.00 - Council • 500.00 - Mayor 7O 1,500.00 - Town Attorney 1.0 11,000.00 - Town Manager O 5,600.00 - Treasurer CZ 4,300.00 - Clerk O 600.00 - Extra Help - V 1,200.00 - Janitor • $25,900.00 - Total Personal Services - Administration • Upon motion of Mayor Rollins, seconded by Councilman Pumphrey, the following money was unanimously appropriated for the year 1966-1967: $ 4,500.00 - Insurance 4,800.00 - Social Security ' 5,300.00 - Retirement 1,000.00 - Audit • 900.00 - Advertising & Printing 1,000.00 - Telephone • • 1,500.00 - Stationery & Office Supplies • 561.00 - Auto Tags 164.00 - Municipal League Dues 50.00 - Miscellaneous Travel Expense 200.00 - Miscellaneous 700.00 - Electricity & Fuel Oil 1 ,200.00 - Repairs & Supplies - 100.00 - Christmas Bonus • $21,975.00 - Total Other Services & Supplies • Upon motion of Mayor Rollins, seconded by Councilman Pumphrey, the following money was unanimously appropriated for the year 1966-1967: • $ 6,800.00 - Director & Assistant to Town Manager - 300.00 - Advertising & Printing • 100.00 - Other Services and Supplies • 35.00 - Board of Architectural Review - $ 7,255.00 - Total Planning & Zoning • I Upon motion of Mayor Rollins, seconded by Councilman Fishback, the following money was unanimously appropriated for the year 1966-1967: $ 800.00 - Police Judge 600.00 - Issuing Justice - 1 ,500.00 - Maintenance of Prisoners $ 2,900.00 - Total Administration of Justice 238 MINUTES. OF JUNE 29, 1966 SPECIAL MEETING. • Upon motion of Mayor Rollins, seconded by Councilman Fishback, the following money was unanimously appropriated for the year 1966-1967: $ 36,888.00 - Personal Services 2,500.00 - Vehicle Maintenance • 300.00 - Radio Maintenance 350.00 - Ammunition 1,500.00 - Uniforms 570.00 - Training School 400.00 - Miscellaneous $ 42,508.00 - Total Police Department Upon motion of Mayor Rollins, seconded by Councilman Pumphrey, the fol- lowing money was unanimously appropriated for the year 1966-1967: $ . 4,615.00 - Town 's Operating Payment 450.00 - Fire Marshal $ 5,065.00 - Total Fire Department Upon motion of Mayor Rollins, seconded by Councilman Pumphrey, the follow- ing money was unanimously appropriated for the year 1966-1967: $ 26,100.00 - Personal Services 5,000.00 - Materials • 3,000.00 - Equipment Maintenance (Town-owned) 900.00 - Equipment Rental 750.00 - Snow Removal 4,600.00 - Sidewalk Maintenance 6,600.00 - Street Lighting 500.00 - Parking Meter Maintenance $ 47,450.00 - Total Streets, Sidewalks & Sanitation Councilman Pumphrey moved that the Contribution to the Library in the a- M'ount of-$I,000.00 ,iinder Capital. Outlays., General Fuhd, be appropriated. . This motion• was seconded by Councilman Murray and unanimously. adopted. Upon motion of Mayor Rollins, seconded by Councilman Pumphrey, $1,000.00 was unanimously appropriated under Contingency Fund in the General Fund. Upon motion of Mayor Rollins, seconded by Councilman Pumphrey, the following money was unanimously appropriated for the year 1966-1967: $ 20,600.00 - Labor ' 9,000.00 - Materials 700.00 - Vehicle Maintenance 2,300.00 - Electricity 300.00 - Purification Supplies 300.00 - Fuel 300.00 - Telephone 2,000.00 - Equipment Repairs 1,000.00 - Correct Infiltration koo.00 - Street Repairs _ 1,400.00 - Payment to Paxton Home 600.00 - Rental on diZerega Spring 100.00 - Training School $ 39,000.00 - Total Water & Sewer Department Upon motion of Mayor Rollins, seconded by Councilman Pumphrey, the fol- lowing money_was unanimously appropriated for the year 1966-1967: t 1,816.00 - Myers Bond 1 15,000.00 - Present $300,000 Bond-Principal 9,000.00 - Present $300,000 Bond-Interest . 7,000.00 - Present $160,000 Bond-Principal 3,010.50 - Present $160,000 Bond-Interest $ 35,826.50 - Total Debt Service-Utility Fund 239 MINUTES OF JUNE 29, 1966 SPECIAL MEETING. Upon motion of Mayor Rollins, seconded by Councilman Pumphrey, $1,000.00 was unanimously appropriated under Contingency Fund in the Utility Fund. Upon motion of Mayor Rollins, seconded by Councilman Pumphrey, Council voted unanimously that an -amount equal to 10 cents per thousand gallons of water metered be transferred from the Utility Fund to the General Fund for the purpose of defraying the administrative costs of the utility system. Upon motion of Mayor Rollins, seconded by Councilman Fishback, Council voted unanimously that $2,100.00 be appropriated out of Capital Outlay, Side- walk Construction, for the purpose of building curb and gutter and sidewalk on Wirt Street between Loudoun and Royal, both sides and on the west side of Wirt Street from Loudoun Street to the Baptist Church. Upon motion of Councilman Lowenbach, seconded by Councilman Murray, Council voted unanimously that the following invoices from Johnson and Williams in the total amount of 36,639.90 be appropriated: • $ 826.00 - March 16, 1965 1 ,503.80 - March 16, 1965 300.00 - -May 23, 1966 00 3,500.00 - May 25, 1966 60.00 - June 24, 1966 Q 200.00 - June 24, 1966 CZ 250.10 - June 24, 1966 C.) $6,639.90 Councilman Fishback brought up the question of engineering percentage fees shown on three invoices of Johnson and Williams which still remain unpaid. It .was pointed out that this will come up for discussion at the meeting on July 7th, at which time hr. Williams will be present. Upon motion of Mayor Rollins,-seconded by._Coundilman Fishback, Council unanimously adopted the following Ordinance : BE IT ORDAINED, that the Ordinance adopting the tax rate on tangible personal property passed on June 22, 1966 be and it is hereby amended by adding after Virginia, -"excepting therefrom household goods and effects.
