HomeMy Public PortalAbout1966_10_28 27 MINUTES OF REGULAR MEETING OF LEESBURG TOWN COUNCIL, OCTOBER 28, 1966. . A regular meeting of the Leesburg Town Council was held in the Council Chambers, 12 W. Loudoun Street , Leesburg, Virginia, on October 28, 1966. The meeting was called to order by Mayor Kenneth B. Rollins, with Councilman Mur- ray leading the group in prayer. Others present were Councilmen C. A. English Cole, Maurice R. Lowenbach, Jr. , Walter F. Murray and John W. Pumphrey; also Town, Attorney George M. Martin and Town Manager James W. Ritter, Jr. Absent from the meeting were Councilmen C. Maloy Fishback and Robert A. Orr. The, Minutes of the regular meeting of October 12, 1966 were approved with general consent. 111 Town Manager James W. Ritter , Jr. explained several items on the Agenda to be considered tonight. He reported that the Taxiway Extension at the Air- port may not cost the Town any money. The FAA has promised $35,000.00 and the State Corporation Commission has already paid the $29,000.00 promised by this Department, making a total of $64,000.00. The estimated cost to con- struct the Taxiway Extension was $70,000.00, with $6,000.00 included as con- tingency funds. The contract completion date is November 27th, and the con- tractor is running several days ahead of schedule, therefore, it looks as though the contingency funds will not be touched. 1fJ He also reported that he had gone over the North King Street project with Mr. Wiggins of the Highway Department. The Highway Department expects to top = the trees in the very near future and the telephone poles should be moved this V winter. • The Town will move the water meters and fire hydrants in the spring. Mr. Ritter reported that the smoke bomb tests are proving very successful , with the program being about 80 per cent complete. He also reported that Mr. Williams of Johnson and Williams stated yesterday that the sewer plant plans were sent to the Health Department about three weeks ago for their approval of the basic functional features, but nothing has been heard from the Health Department as yet. The sanitary sewer easements for this project are being worked on continually, but they are going mighty slow. Mr. Ritter also reported that he had gone over the final figures on the Airport Audit with Mr. Bryant of Yount, Hyde & Co. today. The audit is com- pleted and ready to be printed , so should be received within a few days. Mr. Cole asked how many illegal connections had been discovered by smoke bomb .test. Mr. Ritter said they had found three and two storm drains. . Mayor Rollins asked that the press please urge that "trick or treat" ac- tivity be stopped by 10:00 P.M. on Hallowe 'en and asked that the Police keep a check on this. Upon motion of Councilman Cole, seconded by Councilman Murray, the fol- lowing resolution was unanimously adopted : BE IT RESOLVED by the Town Council of the Town of Leesburg,' that the following appropriations be made : (a),J $ 600.00 - Tri-County Asphalt. Represents money held back for settlement of Lintner 's claim. Public Improvement Fund. (b) -C 3,057.60 - 60 new Parking Meters. General Fund - Capital Outlay. 111 (c) r' 60,500.00 - Settlement of Dunn Property. Public Im- provement Fund. (d) X18,750.94 - Johnson & Williams. Engineering fees in connection with sanitary sewer program. Upon motion of Councilman Pumphrey, seconded by Councilman Murray, the following resolution was unanimously adopted : 1 BE IT RESOLVED by the Town Council of the Town of Leesburg, that Riggs National Bank be authorized to sell $18,000.00 in U. S. Treasury Bills in order to pay Johnson & Williams. 272 MINUTES OF OCTOBER 28, 1966 MEETING. Upon motion of Councilman Lowenbach, seconded by Councilman Pumphrey; the -following resolution was unanimously adopted : - BE 1T RESOLVED by the Town Council of the Town of Leesburg, that an appropriation be made in the amount of $27,524.25 to pay E. E. • „ Lyons Construction Co. for work performed on the Taxiway Extension. Upon motion of Councilman Pumphrey, seconded by Councilman Lowenbach, the 4 • following resolution was unanimously adopted: BE IT RESOLVED by the Town Council of the Town of Leesburg, that the Mayor be authorized to sign the agreement between the Town of Leesburg, Robert Perkins and the W. & 0. D. Railway, dated Aug- ust 11, 1966, covering a sanitary sewer crossing to serve the Mo- bile Trailer Park. (Copy attached hereto) Upon motion of_ Councilman Pumphrey, seconded by Councilman Lowenbach, the following resolution was unanimously adopted: BE IT RESOLVED by the .Town Council of the Town of Leesburg, that the Town Manager be authorized to have plats made and deeds drawn for rights-of-way needed in widening Edwards Ferry Road from Washington Street to Corporate Limits, to provide for a 50 foot right-of-way. . A proposed Ordinance regarding license fees for real estate brokers was pre- sented and discussed briefly. Attorney Wilbur C. Hall, representing the real estate brokers, agreed that this proposed Ordinance was satisfactory to him. Mayor Rollins asked the Town Manager to see that a Public Hearing to be held on November 23, 1966 at 7:30 P.M. be advertised in the Times-Mirror. Upon motion of Councilman Pumphrey, seconded by Councilman Lowenbach, the following resolution was unanimously adopted: • - BE IT RESOLVED by the Town Council of the Town of Leesburg, that an d appropriation be made in the amount of $2,253.50, and contract awarded to Charles H. Pollard for the construction of a concrete sidewalk on the north side of Market Street between Ayr Street and Morven Park • Road. • Mayor Rollins asked Mr. Ritter if he had received the two appraisals on the Kincaid property. Mr. Ritter said that only one had been received.
