1994- 04 -26. Special Called Council Meeting
Mayor James P. Locklear called the special meeting to order.
The following members of Council were present: Katrina Hughes,
Jack Youmans, William Remeta, Phil O'Dell, Burke Day, and Paul
Jackson. City Attorney Edward Hughes was present to represent the
city in legal matters.
Mayor Locklear announced that if any visitors wished to
speak that they would be allowed when that agenda item is being
discussed.
Warren and Anne Marie Millikan requested a beer and wine
license for a new establishment to be built at 1106 Highway 80.
Mr. Millikan presented Council with plans and with a petition
signed by approximately 120 people who have no objection to the
location of the lounge. Mr. Millikan said that once the business
is established and the city can see what type of restaurant he is
running, he would like to come back before Council and request a
liquor pouring license. Councilmember Remeta when do you foresee
asking for liquor pouring license. Mr. Millikan said in a few
months, maybe. Councilmember Jackson moved to approve beer and
wine license for Hodad's Oyster Deck. Councilmember Hughes
seconded. Vote by Council was 5 in favor (Hughes, Youmans,
Remeta, Day, Jackson); 1 opposed (O'Dell). Councilmember O'Dell
questioned the ingress and egress of traffic because DOT got
involved concerning the Jiffy on Highway 80 during his last term
in office. Councilmember Youmans said the reason for DOT's
involvement was because that location was right on the curve at
Butler and Highway 80.
Gordon Wise handed out to Council the plans for the parking
at Shorty's Turntable that the Police Committee requested at the
meeting on April 22, 1994. Mr. Wise asked that the license
request be changed to Beer and Wine only at this time.
Councilmember Jackson moved for approval. Councilmember Day
seconded. Vote by Council was 5 in favor (Hughes, Remeta,
Youmans, Day, Jackson); 1 opposed (O'Dell). Councilmember O'Dell
said the reason he voted against the two requests is that he
feels that they were rushed through the second time around.
Jack Boylston, Chairman of the Beach Volleyball Committee,
asked permission of Council to hold the Bud Light 4 man
tournament on August 27 and 28 at the North Beach parking area.
Mr. Boylston also asked for some police protection. Mr. Paul
Scott said that the promoters will pay for a 1,000 seat stadium
bleacher, plus all other expenses. ESPN will cover this event.
Councilmember Day moved to approve the usage of North Beach and
some police protection. Councilmember Jackson seconded. Vote by
Council was 5 in favor (Hughes, Remeta, Day, O'Dell, Jackson); 1
opposed (Youmans). Paul Scott will bring back to Council the
specifics and also request police from the Chief of Chatham
County. Mr. John Javis asked who was going to pay for stadium?
Mr. Boylston answered the promoters. Councilmember Youmans told

Mr. Javis that he will let him know if this event costs the city
any money.
Attorney Roy Allen thanked the Mayor and Council and
partially the Chief of Police for working with Savannah Crush
Festival, Inc. He announced that at his time he was withdrawing
the request to hold Savannah Crush Festival on this island on May
14, 1994, because some of the conditions can not be met. Mr.
Allen plans for the young men to announce to public in about 3
days that no festival will be sponsored at Tybee. Councilmember
O'Dell commended Mr. Alien. Also Councilmember Day commends the
group for stepping forward and working with the City.
Mr. Brian Steinfelt of Memorial Day School asked Council
permission to have a day at the north beach on April 29th, from 9
a.m. until 2 p.m. Games are planned, eight faculty members will
be present. Councilmember Jackson moved to approve. Councilmember
Remeta seconded. Vote by Council was unanimous.
Councilmember Youmans move to approve the renewal contract
with GIRMA for the property liability insurance. Councilmember
Day seconded. Vote by Council was unanimous.
Councilmember Jackson moved for adjournment. Councilmember
Youmans seconded. Vote by Council was unanimous.
