1994- 05 -26. Special Called Council Meeting
Mayor James P. Locklear called the special meeting to order
at 7 :31 P.M. on Thursday, May 26, 1994. The following member of
Council were present: Jack Youmans, William Remeta, Phil O'Dell,
Mariann Wildi, and Paul Jackson. Mayor Pro Tem Katrina Hughes was
absent as she is attending a hurricane session in Emmitsburg,
Maryland. Attorney Dana Braun acted as City Attorney in the
absence of Edward Hughes who is also in Emmitsburg, Maryland.
Attorney Braun swore Chief Price in and asked that he please
show cause for the recommendation that he made to Council
concerning the Anchor Lounge. Chief Price listed the incidents
that have taken place at the Anchor Lounge since May 1, 1994.
Chief Price stated that he has met with Mr. Ray McMillion twice
and is now recommending two week ( 14 day ) suspension of license
and the Anchor will be on probation for the remainder of the
year. Mr. McMillion has agreed to the conditions, Chief Price
said. The suspension will start on June 1, 1994. Councilmember
Youmans moved to approve Chief Price's recommendation.
Councilmember Jackson seconded.
Attorney Braun asked Mr. McMillion if he had received proper
notice of this hearing to show cause. Mr. McMillion answered that
he had received the notice and that he has met with Chief Price
and agrees to the conditions. Councilmember O'Dell asked if the
Council should hear from the public before a vote is taken?
Mr. Robert Glisson was sworn in by Attorney Braun. Mr.
Glisson stated that he came to Tybee in 1957, his mother, Clara
Vogel is the owner of the Royal Palms Motel, and he has several
relatives living at Tybee. He further stated that he has talked
with the Mayor, Chief Price, people of the community and to the
owner of the Anchor, Ray McMillion. Mr. Glisson said that he
explained to Mr. McMillion the problems coming out of the Anchor.
Mr. McMillion told him that he was going to clean it up and run a
good ship. Mr. Glisson said this has not happened, that it is as
bad as ever. Profanity, urinating in the street, and fights are
coming out of the Anchor. Mr. glisson said that Gerald the
bartender, a gentle, soft spoken person, with a fuse of about 2
inches is sometimes involved in the fights. Mr. Glisson said that
he does not wants anymore fights in the street, what they do
inside the Anchor is their business, when they come out in the
street it is my business. When is it going to Stop? Fourteen days
suspension is a joke. Mr. Glisson thanked the Mayor and Chief
Price for their patience that they have shown him. We must speak
out, call the elected officials and the chief.
Vote by Council on the motion of Councilmember Youmans was
unanimous.
Mayor Locklear adjourned the meeting.
