1233.1 SUBJECT: TRANSPORTATION PLANNING SECTION
:1 OBJECTIVE:
Develop a transportation system, through active public involvement, that improves the
mobility of residents and visitors in the face of rapid growth, supports the Growth
Management Plan (GMP), and is done cooperatively with other transportation
providers, agencies, and governmental bodies involved in providing transportation
facilities, services, and programs within the Orlando Urban Area.

This procedure amended by City Council October 11, 2004, Item A4.
:3 DIRECTION:
The Transportation Planning Section Chief Planner receives direction from the City
Planning Manager.
FUNCTIONS:
A. Plans and develops thoroughfare capacity needed to maintain consistency with the
Transportation Element of the GMP.
B. Plans and develops enhanced public transit and pedestrian systems serving the City
according to the Transportation Element of the GMP.
C. Oversees planning and development of activity center transit circulator systems as
shown in the Transportation Elements of the GMP.
D. Plans and develops bicycle facilities within the City through Capital Improvement
Program (CIP) funding and coordinates bicycle facility development with other
agencies and organizations.
E. Develops and maintains the Transportation Element of the GMP according to Rule
9J-5.0057 F.A.C.
F. Conducts a variety of transportation studies and special projects to solve specific
transportation problems and to take advantage of opportunities to improve mobility.
G. Prepares Land Development Code amendments and initiates other ordinances,
policies, and procedures as appropriate to implement the Transportation Element of
the GMP.
H. Provides transportation concurrency management support to the City Planning
Division including review of transportation impact of major development
proposals.
I. Operates and maintains the City's travel demand forecasting models and
transportation analysis tools and develops new technical applications as necessary.
J. Develops, implements, and monitors travel demand management programs as
appropriate to mitigate transportation impacts of new development and to relieve
congestion.

K. Provides transportation planning technical assistance to other City programs and
departments and to agencies outside the City such as FDOT, LYNX, and
Metroplan Orlando.
L. Coordinates the City's intergovernmental coordination and outreach efforts related
to transportation planning, programming, and policy development.
M. Administers the City's transportation impact fee system according to Chapter 56 of
the City Code.
N. Develops, analyzes, and evaluates alternative revenue sources for funding the City's
transportation programs and initiatives.

:5 COMMITTEE RESPONSIBILITIES:
Metroplan Orlando: Transportation Technical Committee; Bicycle Pedestrian Advisory
Committee, Management and Operations Committee, Long Range Plan Committee,
Land Use Committee, Plans and Programs Committee and Staff to MetroPlan Orlando
Board Member (Mayor).
LYNX (Central Florida Regional Transportation Authority): Regional Working Group,
Finance Committee, and Staff to LYNX Board Member (Mayor).
Other permanent and ad-hoc technical boards, policy advisory groups, or steering
committees as needed to share the City's perspective and expertise on transportation
issues and problems.
