"You are requested to register at the Village offices
in the Administration Building, 10,000 Collins Avenue, before
June 29, 1947.
"The voting place will be the Administration Building,
located at 10,000 Collins Avenue, and votes may be cast at
any time between. 9:00 o'clock A. M., and 9:00 o'clock r.M., oa
'Mnday, June 30, 1947.
"By Order of the. Village Council."
Upon motion of Mr. Massnick, seconded by Mr. Whittaker, it was
voted that all candidates for the five councilmen offices to be
filled at the election June 30th shall file an application endorsed
by 25 registered voters with the Village Clerk on or before June 10,
1947, to have their names appear on the ballot.
On motion of Mr. Massnick, seconded by Mr. Whittaker, it was voted
that on or before the day of election, June 30, 1947, notice should be
giver, to the electors that under the terms of the charter granted by the
1947 legislature the: two councilmen receiving the higheat number of votes
will serve for six years and the three members receiving the next high—
est number of votes will serve for four years.
There being no further business the motion was duly made, seconded
and carried, that the meeting be adjourned.

The regular meeting of the council of Hal Harbour Village was held at
the Village Offices on Monday, June 23, 1947 at 11:00 o'clock A. M.
There were present the Messrs. Webb, Massnick and Whittaker. Mr. J.
Julien Southerland, village attorney and Mary Wetterer, village clerk, were
also present.
Mr. Southerland, as village attorney, brought to the attention of the
meeting that under the instructions of the council at its meeting held May 9,
1947, he had submitted to the Dade County delegation of the 1947 Florida

Legislature the legislative charter for Bal Harbour Village et.anging the
form of the Village government from an aldermanic system under the General
Laws of Florida to a Council -Manager form of government; that this
charter is the one that was given full consideration by the Council and
approved at its meeting held May 9, 1947; that the Charter was intro-
duced to the Legislature by Senator D. C. Coleman as Senate Bill 712,
and was passed by the Legislature and became a law without the signature
of the Governor; that the Charter provides that an election shall be
held in the Village within sixty days after the Charter becomes a law
for the election of five councilmen who in turn will elect one of the
members as mayor of the Village.
The president of the council reported that pursuant to the direction
of the council a petition was circulated by the voters of the village
nominating five (5) candidates for members of the council; that pursuant
to the call therefor by the council at its meeting May 31, 1947 an
election will be held in the Village on June 30, 1947 for election :rf
five (5) members of the council, and thereupon he requested the Village
Clerk to present to the Council the petition nominating the candidates
for councilmen to be voted on at the election June 30th. This petition
having been approved by the Village Attorney as being in proper form, on
motion of Mr. Massnick., seconded by Mr. Whittaker, it was voted that this
petition nominating five persons for councilmen to be voted on at the
election June 30, 1947 be approved, and that this petition be attached to
the minutes of this meeting as a permanent record.
The Village Clerk reported to the meeting that pursuant to instructions
given at the meeting of May 31, 1947, a notice has been posted informing
residents of the Village of the election to be held June 30, 1947 for
members of the council under the charter, and that copies of this notice
had been posted in the following places in Bal Harbour Village: (1) The
Administration Building; (2) The telephone booth at 9800 Collins Avenue;
and, (3) At the equipment shed also known as the workshop. A copy of
this notice was presented to the council, and upon motion of Mr. Whittaker
seconded by Mr. Massnick it was voted that a copy of the notice be
attached to and made part of these minutes.
The Village Clerk presented to the meeting a proposed form of
registration certificate and record to be used for registering the voters
of Bal Harbour Village, which is entitled "Certificate of Registration
No. " and contains the oath to be taken by the registrant, signature
of the registrant, address of the registrant, and other information
essential to determine whether the a.plicant is elle:ible to vote in
Bal Harbour Village on the back of which is a provision for the voting
record of the registrant and a heading for change of local. address. This
form having been considered by the council and determined to be adequate
for the registering of voters in Bel Harbour Village, on motion of Mr.
Massnick, seconded by Mr. Whittaker, it way voted that the form of
registration certificate submitted be approved and that a copy of it be
attached to these minutes as a permanent record.
The village attorney suggested to the Council that in view of the
petition nominating candidates for election to be held June 30, 1947,
it is in order that a resolution be passed approving a form of ballot

to be used at this election. Thereupon, on motion of Mr. Whittaker
seconded by Mr. Massnick the following resolution was adopted:
Resolution No. 1
A RESOLUTION PROVIDING THE, NOI,M OF BALLOT TO
BE USED AT THE ELECTION OF THE COUNCILMEN TO
BE HLLD JUNE 30, 1947.
WHEHP.A.S, a petition has been filed with the Village
Clerk not more than sixty nor less than twenty days prior to
the election to be held June 30, 1f47, requesting the follow-
ing named persons to be candidates for councilmen for the
Village of Bal. Harbour, to wit:
EDWARD L. BONNEAU, JR., HOBERT C. GRAHAM, JR.,
;;LENN E. MASSNICK, J. JUL...EN SOUTHERLAND, GEORGE M. WHIfTAKEH
AND
WHEREAS, said petition was signed by twenty-five electors
of Bel Harbour Village, Florida, who are qualified to participate
in said election; and
WHEREAS, each of said above named candidates are qualified
to serve as councilmen under the charter of Bal harbour Village,
and each of Lhem has advised this council of his willingness to
become a candidate for councilman at said election;
NOW THEREFORE, BE IT RESOLVED by the Council of Bal Thar -
hour Village, Florida, that the Village Clerk be and she is hereby
directed to cause to be prepared a sufficient number of ballot.r
for use in said election, which ballot shall be substantially in
the following form:

BAL HARBOUR VILLAGE, FLORIDA

AND BE IT FURTHER RESOLVED that the Village Clerk be and
she is hereby directed to cause to be prepared a sufficient number
of ballots in the given form and have them available at the voting
place at the Administration Building at 10,000 Collins Avenue, on
June 30, 1947, between the hours of 9:00 o'clock A. M. and 9:00
o'clock P. M. and to post on a conspicuous place two (2) sample
ballots for inspection of voters and to furnish to the election
officials at the voting place a sufficient number of sample ballots

so that one may be given to each voter desiring same.
PASSED AND ADOPTED this 23rd day of June, A..D., 1947."
It was brought to the attention of the council that it will be
necessary to have two election clerks to have charge of the voting for
the election of councilmen to be held June 30, 1947 and the duties of
said officials will. be to see that each person voting in said election
is a registered voter in bal Harbour Village, that each ballot is
properly folded so that the names of the person for which the vote is
cast will be concealed, that the votes are properly deposited in a
sealed and locked container, and that said container is not opened until
the poles are closed at 9:00 P. M., June 30th, 1`s47, and said container
should not be opened except by these officials at 9:05 P. M., June 30th,
1947, in the presence of at least two witnesses, the said officials
thereupon to count and tabulate the ballots cast in said election. Upon
motion of :{r. Whittaker, seconded by mr. Webb, the Village Clerk, Mary
Wetterer, and Claribel W;rner were elect-4 to act as clerk anu inspector
respectively of the election to be held June 30, 1947, they to make oath
to perform faithfully the duties stated above.

The meeting was called to order by Mr. J. Julien Southerland,
the Mayor,who called for a report of the election held June 30, 1947 for
five (5) Councilmen at Bal Harbour. The Village Clerk reported that in all
a total of 31 voters had taken part in the election and the total votes
were as follows: J. Julien Southerland, 29; Glenn E. Massnick, 26;
Robert C. Graham, Jr., 25; Edward L. bonneau, Jr., 24, and George M.
Whittaker, 24. Therefore under the terms of the charter, J. Julien aouth-
erland and Glenn E. Massnick, would serve six years and Robert C. Graham,
Jr., Edward L. Bonneau, Jr., and George M. Whittaker four years. Thereupon
the new council was duly sworn in by the Village Clerk.
The next order of business being the election of the Mayor and upon
