THE CITY OF RICHMOND, INDIANA, DECEMBER 6, 2007
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, December 6, 2007, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Mary Jo Flood. Also attending were Assistant City Attorney Kenyatta Cox, Police Chief
Kris Wolski, Fire Chief Mike Crawley, Jeremy Blake and Collin Glenn.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the November 29, 2007
meeting. Lawson made a motion to approve with a second by Flood. The motion was
unanimously passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment for December 7, 2007
in the amount of $340,929.83. She explained that of that total $200,000.00 was paid to
Richmond Power & Light for the annual loan payment for the old Carpenter building and
$64,107.33 was paid to Star Development for the Housing Pass through Grant. Flood made a
motion to approve with a second by Lawson. The motion was unanimously passed.
REQUEST
A. Robinson brought to the board a request that was presented by Police Chief Kris
Wolski for the approval to advance Probationary Officer Austin Lipps to the position
of 1st Class Patrol Officer for the Richmond Police Department. He explained that he
has successfully completed all the necessary training. Lawson made a motion to
approve with a second by Flood. The motion was unanimously passed.
B. Robinson brought to the board a request that was presented by Fire Chief Mike
Crawley for the approval to hire the following probationary Firefighters subject to
PERF'S acceptance. They are as follows: Tyler Bell, James Clark, Charles Powell,
Jeremy Blake and Joshua Ward. He explained that there would be five Firefighters
retiring by the end of the year that these individuals would be filling those positions.

Flood made a motion to approve with a second by Lawson. The motion was
unanimously passed.
CONTRACTS
A. Robinson brought to the board a request that was presented by Fire Chief Mike
Crawley for the approval of Contract No. 121 -2007 between the City of Richmond
and Pro Air Midwest, Inc for maintenance services for breathing air compressors. He
explained that they have had service agreements with the City in the past and have
done a good job. Lawson made a motion to approve with a second by Flood. The
motion was unanimously passed.
B. Robinson brought to the board a request that was presented by Fire Chief Mike
Crawley for the approval of Contract No. 120 -2007 between the City of Richmond
and Preventive Maintenance Services, Pedro Feliciano for general maintenance and
repair of all Fire Department Apparatus, vehicles and other miscellaneous
maintenance repairs to firefighting tools. He explained that this is the second year for
this agreement and that the prices have stayed the same. Flood made a motion to
approve with a second by Lawson. The motion was unanimously passed.
Robinson took this time to introduce Collin Glenn from Centerville High School and thanked
him for attending this meeting for his class.
Robinson announced that the last meeting for 2007 would be December 20, 2007 and agenda
items for that meeting will need to be in the Clerk's Office by Tuesday, December 18, 2007 at
12:00 PM. She also announced that the dead line for agenda items for the January 3, 2008
meeting will need to be in the Clerk's Office by 12:00 PM on Monday, December 31, 2007.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
