HomeMy Public PortalAbout1968_05_22 201. MINUTES OF REGULAR MEETING OF LEESBURG TOWN COUNCIL, MAY 22 , 1968. A regular meeting of the Leesburg Town Council was held in the - Council Chambers , 12 W. Loudoun Street , Leesburg , Virginia , on May 22 , 1968 at 7: 30 P.M. The meeting was called to order by the Mayor, with Councilman Murray offering the prayer . Those present were : Mayor Kenneth B. Rollins , Councilmen C . Maloy Fishback , G. Dewey Hill , Frederick R . Howard , Walter F . Murray, Robert A . Orr and John W. Pumphrey; also Town Manager James W. Ritter , Jr . and Town Attorney George M. Martin . The Minutes of the regular meeting of May 8 , 1968 were approved as written . Town Manager Ritter reported that the $1 ,913.84 on the Agenda for appropriation is for the new Police car , which was received two to three weeks ago. He also reported that we have the old Ford Police car , a 1966rmodel , to sell and it is hoped that we might get $500 for it . The $11 .00 item to be appropriated is for recording the W. & 0. D. Sewer Easement . Three other appropriations are supplemental ones- for regular budget items . The $2, 750.00 is for the new tractor mower , which was re- ceived around May 1. He said that it is doing a good job and we have re- ceived several compliments on it . N He reported that the $120 ,000 in Treasury Bills which will mature on May 31 will not be needed until October 30, so this money should be N re- invested at the best interest rate we can get , either in Treasury Bills 0 or Certificates of Deposit . U Regarding Item 1 on the Addition to the Agenda , which concerns an Agreement between VEPCO and the Town for the placing of a power line from Rt . 7 to the new Sewage Treatment Plant , this Agreement has been approved by both the Town Attorney and the Attorney for Mr . Kincaid , with the ad- dition of one sentence . On Item 2 on the Addition , he said he just received this request the other day and he understands that the license fee is usually waived for this Little League Carnival . Item 3 on the Addition concerns a letter just received yesterday from Mr . Crickenberger , requesting permission to build Section 1 of Leesburg Country Club without installing pumping facilities . The en - gineer for this project says these facilities will not be needed for these first 40 lots. However , Mr . Ritter pointed out that the minimum pressure for the higher lots would be only about 20 lbs , which is on the dangerous side , and he would like to have Johnson and Williams check over this plan before granting such permission . Re Item 4 on the Addition , the letter attached to the Agenda is self-explanatory regarding the Urban Project on Route 7. Mr. Ritter says he can understand the position taken by the Highway Department: At the last Utility Committee meeting, Mr . Ritter said he was di- rected to notify Westinghouse that water is available , provided a satis- factory share of cost can be worked out . He said he had written to Wes- tinghouse , but he has received no answer from them. Mayor Rollins asked that all Council members be recognized -before speaking during the meeting . On motion of Councilman Orr , seconded by Councilman Howard , the following resolution was unanimously adopted : BE IT RESOLVED by the Town Council of the Town of Leesburg , that the following appropriations be made: $ 1 ,913.84 - New Police Car . 11 .00 - Record W. & 0. D. Easement . 1967 Bond Issue Fund . 300.00 - Supplemental Appropriation for Telephone-General Fund-Other Services & Supplies . 400.00 - Supplemental Appropriation for Police Car Mainte- nance . 202 • • MINUTES OF MAY 22 , 1968 MEETING. • $ 200.00 - Utility Fund-Electricity-Supplemental Appropriation . 2 ,75.0.00 - New Tractor Mower - Received 5/1/68-General Fund- Capital Outlay . • On motion of Councilman Orr , seconded by Councilman Pumphrey, the • following resolution was unanimously adopted : WHEREAS , the Town of Leesburg has $120 ,000 in Treasury Bills that will mature on May 31 , 1968 , and WHEREAS , this money is invested for the purpose of financing the Sewer Program and will not be needed before October 30, 1968 , NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Leesburg , that the $120,000 be reinvested in Treasury Bills or Certificates of Deposit , whichever will produce the best interest rate , for a period of 150 day's. On motion of Councilman Murray, seconded by Councilman Pumphrey , and there being no objection to considering this tonight , the following resolution was unanimously adopted: BE IT RESOLVED by the Town Council of the Town of Leesburg , that the Mayor be authorized to sign the Agreement between Virginia Electric and Power Company and the Town of Lees- burg for the replacing of a power line from Rt . 7 to the new Sewage Treatment Plant . On motion of Councilman Murray , seconded by Councilman Pumphrey , the following resolution was unanimously adopted : BE IT RESOLVED by the Town Council of the Town of Leesburg , that the license be waived on the Little League Carnival to be held the week of May 27 . A letter from Mr. John Marshall , Engineer , regarding the develop- ment of Section 1 of Leesburg Country Club was read by Councilman Hill . Mr. Ritter again explained that the upper section of this development would have only about Z lbs of pressure and he would like Johnson and Williams to check this before any approval would be given . On motion of Councilman Murray , seconded by Councilman Pumphrey , Council voted unani- mously that the request to eliminate pumps on Section 1 of Leesburg Country Club be sent to Johnson and Williams for their advice . A letter from the Highway Department regarding a possible Urban Project on Route 7 was discussed very briefly and was referred to the Street Committee by Mayor Rollins . Discussion followed on the Proposed Budget for 1968-1969 . Mayor Rollins moved that Item 24 tinder Section H - Edwards Ferry Road Construc- tion - be deleted from the Budget . This motion was seconded by Councilman Orr . Mayor Rollins explained that this amount was not enough to do this job and that was why he would like to see it deleted . Councilman Murray stated that he would prefer to leave this amount in the Budget so that if and when more money becomes available , at least thi amount will be there toward this project . He said he felt the taxpa•Sts would be more agreeable to a tax raise if they know something constructive will be done with their tax money. Councilman Howard agreed with Mr . Murray's statements and said he considered this project a dire need . Mr. Ritter explained that the entire project would cost about $23 ,000, however, for this amount of approximately $6,000, we could probably clear and grade some of it , which would be a start . Councilmen Fishback and Hill both agreed that tLis is a much needed project . A roll call vote was then taken and defeated the motion by a vote of 5 to 2 , ' with Mayor Rol- lins and Councilman Orr casting votes for it . Mayor Rollins said he had talked with Mr . Dew and he said the plans for the proposed new Town Office Building should be ready by this Friday. 20 • MINUTES OF MAY 22 , 1968. • Mayor Rollins asked that the Laws and Administration Committee draw up an Ordinance to. cover business licenses for the selling of al- coholic beverages . _ On motion of Councilman Murray , seconded by Councilman Fishback, Council voted unanimously to tentatively adopt the Proposed Budget , a copy of which is attached hereto. The proposed tax rate • was discussed at this time , with Mayor Rol- ! : lins stating that the Proposed Budget was predicated on a 90 cent real II/ estate tax and a $1 .00 Personal Property tax . He asked that the press please inform the public that , even though the increase in taxes looks rather steep,- Leesburg would still have the lowest rate in the County:: * On motion of Councilman Murray , seconded by Councilman Orr , Council unanimously voted that the tentative tax rate be set at 90 cents on real estate , $1 .00 on personal property and 80 cents on Bank stock. Councilman Murray asked also that the press point out to the public that , although the tax rate was lowered last year because there was a sur- C4 plus in the Treasury, we are now raising it to do the things that the C4 Council feels are necessary for the benefit of the Town . Councilman Hill N added that it seems that everything has come up this year, that all of these things , the sewage treatment facilities , extension of water lines , C) etc . , are matters that have been under discussion for several years and have all culminated at one time , however , they are all necessary steps /that have to be taken care of now. Councilman Orr said that the Council is doing only what the people have asked for , citing as an example the fact that each extra policeman employed adds 5 cents to the tax rate , and .the people are asking for this protection . Councilman Fishback said the same thing applies to the improvements to streets and sidewalks , it = takes tax money to accomplish all of these improvements. Councilman Howard asked how much we have in uncollected taxes , water bills , etc . Mr . Ritter said around $25,000, however, in due time , we col- lect approximately 98 per cent of this outstanding amount. Town Attorney Martin pointed out that the proposed tax rate must be advertised for Public Hearing 15 days before it goes into effect . Mayor Rollins also called attention to the fact that Town stickers will have to be increased to $ 10, so an Ordinance to cover this will have to be adopted. There being no further business , on motion of Councilman Orr , sec- onded by Councilman Howard , the meeting was adjourned at 8: 25 P.M. Mayor Clerk f the Council • . Cr' wl BUDGET MESSAGE ,' OFFICE OF THE TOWN MANAGER - il No increase in the tax rate is provided in this Budget. The existing rate of 60C on Real Estate and $1.00 on Per- sonal Property ie sufficient to meet expenditures shown. An increase will be necessary in the Real Estate levy in order to prove® the necessary funds to complete the sewer program. A report from Craigie will be received very' soon as to how much the increase in levy should be in order to meet these payments. . 'I • It io recommended that Automobile Stickers be increased I from $5.00 to $10.00 in order to meet proposed expenditures in the General Fund. Serious consideration should be given i to -increasing the Merchants Business License Tax. A study prepared by the Virginia Municipal League in June 1967 shows that Leesburg has the lowest Retail Merchants Tax of any of Virginia' s towns of comparable size on gross amount of busi- ness up to $500,000. At some future date, a separate charge should be made for garbage pick-up, which is now costing $25,000 per year. A Utility Tax could be imposed in a fu- ture Budget on bills rendered for electricity., telephone and gas. The handling of this tax would be done at the source. A sufficient amount of revenue is expected in the Utility Fund to provide for proposed expenditures, including bond pay- ments. This leaves no margin of safety, and provides nothing for emergencies, and correction of infiltration in the sewer lines. The reason for this financial condition in the Utility Fund is -because of the heavy bond payments which began in the present fiscal year. Debt Service in 1967 cost $35,826, com- pared with $119,450 for the current year, and $109,248 during the coming year. An increase in water rates is a certainty for next year. The prospect of serving Westinghouse with water and sewer and tapping the Potomac River for a new -water supply are indeed tremendous financial problems that are fac- ing the Town, ; I ' Additional appropriations are requested in the new Budget to provide for an additional Police officer to the present . force of six men, and also an additional man for the Utility crew, which increases this force to five men. The recommended salary increases in personnel are hardly sufficient to offset cost of living increase. An added burden that Town employees now have is the increase in hospitalization costs of $139.00 per year, and also increased Social Security payments. An ambitious street resurfacing program is proposed for the coming year , and it is felt that the work proposed is the basic minimum in order to maintain these streets up to State standard. This work should be advertised for bids very shortly,.4 $14,000 is provided in the new Budget as part payment on a new Town Office building.
