WAIVER OF NOTICE
OF
SPECIAL MEETING
June 18, 1968
We , the undersigned , being members of the Town Coun-
cil of the Town of Leesburg , in Virginia , do severally
waive all Statutory and Charter requirements as to notice
of time , place and purpose of a Special Meeting of the Town
Council and consent that the meeting shall be held in the
Council Chambers of the Town Council at 7: 30 P.M. , D.S.T . ,
Tuesday , June 18, 1968, for the purpose of considering the
execution of contracts between English Construction Company
and the Town of Leesburg , and approval of Performance Bonds
covering Contracts S-I and S-III , Water Pollution Control
Facility and Dry Mill Interceptor Sewer , respectively , and
any other business as may come before said Council.

MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, JUNE 18 , 1968.
A Special Meeting of the Leesburg Town Council was held in the
Council Chambers , 12 W. Market Street , Leesburg , Virginia on June 18 ,
1968 at 7: 30 P.M . , pursuant to Waiver of Notice attached hereto.
Those ;'present were Mayor Kenneth B. Rollins , Councilmen C. Maloy
Fishback, G. Dewey Hill , Frederick R . Howard , Walter F.• Murray and Robert
• A . Orr ; also Town Manager James W. Ritter , Jr . Absent from the meeting .
' was Councilman John W. Pumphrey .
In the absence of the Clerk, Town Manager Ritter was appointed Clei~
• of the Council Pro-Tem.
On motion of Councilman Fishback, seconded by Councilman Hill , the
following resolution was unanimously adopted:
BE IT RESOLVED by the Town Council of the Town of Leesburg ,
that the following contracts between English Construction Com-
pany and the Town of Leesburg covering Contracts S-I and S-III
be executed by the Mayor on behalf of the Town of Leesburg , and
BE IT FURTHER RESOLVED , that the following Performance Bonds
and Powers of Attorney be approved , such Bonds and Powers of
Attorney having been reviewed and approved by the Town Attor-
ney, and
BE IT FURTHER RESOLVED , that , upon approval of the Certificates
of Insurance covering the contractor ' s liability on these proj-
ects , English Construction Company will be notified to proceed
with work under these contracts .
(Copies of Contracts S-I -and S-III , the Performance Bonds ,
Powers of Attorney and Certificates of Insurance may be
seen in the files of the Town Manager) .
On motion of Councilman Orr , seconded by Councilman Hill, the fol-
lowing resolution was adopted by a roll call vote of 4 to 2 , with Mayor -
Rollins and Councilman Howard voting against it:
BE IT RESOLVED by the Council for the Town of Leesburg , Virginia ,
that the Town of Leesburg , Virginia , participate in the City Block
Statistics Program of the U. S. Bureau of Census, as coordinated
by the Virginia Division of Planning , and as outlined in letters
from the said Division of Planning dated April 16 , 1968 and May 3,
1968, and
BE IT FURTHER RESOLVED by the Council for the Town of Leesburg ,
Virginia , that the Town Treasurer be and he is hereby authorized
and directed to issue a check as a down payment in the amount of
$200.00, payable to the Commonwealth of Virginia , and addressed
to Stephen M . Gross , Economist , Division of Planning , Governor 's
Office , 1010 James Madison Building , 109 Governor' s Street ,
Richmond , Virginia .
There being no further business , the meeting was adjourned at 8:00
P.M.
