HomeMy Public PortalAbout1969_08_13 2 MINUTES OF REGULAR MEETING OF LEESBURG TOWN COUNCIL, AUGUST 13 , 1969. A regular meeting of the Leesburg Town Council was held in the Council Chambers , 10 W. Loudoun Street , Leesburg , Virginia , on August 13 , 1969 at 7 :30 P.M. The meeting was called to order by the Mayor, with a prayer being offered by Councilman Orr. Those present were : Mayor Kenneth B . Rollins , Councilmen G. Dewey. Hill, Frederick R. 'Howard, Walter F . Murray , John W. Pumphrey, Robert A . Orr and John A. Wallace, Jr. ; also Town Manager James W. Ritter, Jr. and Town Attorney George M. Martin. In the absence of -the Clerk of the Council, Mr . Ritter was appointed Clerk Pro-Tem. The Minutes of the regular meeting of July 23 , 1969 and a special meeting of July 30, 1969 were approved as written. Mr. R. K. Gheen, representing a group of down_town -merchants , read a prepared statement, outlining recent storm damage to buildings in the downtown area . Mr. Oden Semones and Stanley Caulkins also had remarks regarding the flooding. After several questions by Council members , , who were very sympathetic to this problem, the merchants were asked to meet with the Street Committee on Monday, August 18th at 4':00 P.M. Mayor Rollins presented a letter from Miss Frances L. Holmes of 154 Roanoke Drive, in which she complained of a drainage problem in the rear of her property . This matter was turned over to the Town Manager for .- investigation . Mayor Rollins read a letter from Capitol Area Soaring School, re- questing the lease of one (1) acre of land at the Airport . The Town Manager was directed to notify this firm to meet with the Airport Com- mittee on Tuesday, August 19th at 4 :00 P.M. Councilman Wallace asked the feeling of Council on the proposed re- districting by the County . He also asked the Town Manager to investigate the weed condition on lots in his area of Dry Mill Subdivision, as well - as other areas of Town . Mr. Ted Moody reported to Council on progress at the Sewer Plant construction, emphasizing the slow progress due to personnel problems . He reported on recent 'visits he has made to other sewer plants to see how they operate and explained maintenance of some of these plants . He expects to make a trip to the sewer plant 'at Liberty, New York next week. Mr. Moody also passed out to Council members copies of the current issue of "Construction ' Magazine , pointing out a story , with pictures , of Leesburg ' s new sewage treatment plant . He said there was very little infiltration in the new sewer mains during recent heavy rains . A letter will be written to the contractor', stating that no additional extension of time will be granted. On motion of Councilman Wallace, seconded by Councilman Pumphrey, Council voted unanimously that the Mayor attend the hearing on August 18th, representing the Town in opposing the proposed redistricting of the County , which would split the Town of Leesburg . Mayor Rollins asked that Johnson and Williams consider the feasibility of going through the Clarke property with the new Potomac River water line on Edwards Ferry Road. Councilman Wallace 'asked about the status of the proposed Urban Project on Route 7 east . Town Manager Ritter outlined his discussions with the Highway Department on this project. Councilman Howard asked that the Town Manager investigate what action should be taken with regard to the County ' s recent turning down of the "Surety" provision in our Subdivision Ordinance . On motion of Councilman Orr, seconded by Councilman Murray , the fol- lowing resolution was unanimously adopted: BE IT RESOLVED by the Town Council of the Town of Leesburg, that the following sections of the Code of the Municipality of Lees- burg , Virginia be waived for one day only , in connection with the "Cart Mart" to be held on October 4 , 1969: 13-98 13-115 - 13-112 20-12 21-37 73 MINUTES OF AUGUST 13 , 1969 MEETING. On motion of Councilman Orr, seconded by Councilman Murray, the following resolution was unanimously adopted: BE IT RESOLVED by the Town Council of the Town of Leesburg, that the following appropriations be made : $ 913 .49 - Johnson and Williams - Engineering on Contract • S-IV . 1969 Bond Issue . 24 . 15 - Johnson and Williams - Printing during month of IIJune . 1969 Bond Issue . 4,202 . 97 - Sydnor Hydrodynamics - Pipe installed for Myers Well . Utility Fund-Capital Outlay. 337 . 95 - Northern Bank Note Company - Printing of Bonds for 1969 Bond Issue . 1969 Bond Issue . 1,014 . 14 - Reed, Hoyt, Washburn and McCarthy - Professional services in matter of handling Bond Issue . 1969 Bond Issue . O ,-.. 525 .40 - Dewberry , Nealon & Davis - Design two crossings = on future dual lanes of Rt . 7 . Utility Fund- :': Capital Outlay - Engineering. C On motion of Councilman Pumphrey, seconded by Councilman Howard, the following resolution was unanimously adopted: BE IT RESOLVED by the Town Council of the Town of Leesburg, that the firm of Dewberry , Nealon & Davis be authorized to prepare plans for a sanitary sewer crossing at Manhole "B" Rt. 7 East, due to proposed By-Pass construction . II After much discussion, the following resolution was adopted by a roll call vote of 5 to 2 , with Councilmen Orr and Murray voting against it : • BE IT RESOLVED by the Town Council of the Town of Leesburg , that the proposed Sewer Easement granted the Town of Leesburg by VEPCO be approved , and • BE IT FURTHER RESOLVED that an amount of $250.00 be appropri- ated as the consideration in said deed. On motion of Councilman Orr, seconded by Councilman Murray , the following resolution was unanimously adopted: BE IT RESOLVED by the Town Council of the Town of Leesburg, that the Town Manager be authorized to invest $100,000 of. the $133 ,600 Federal Grant payment for a period of 90 days with a local bank.
