ASSOCIATES- CONCEPTUAL PIIASE SERVICES FOR THE PROPOSED MARINA AT THE BOROUGH OF CARTERET WATERFRONT (BLOCK 4, LOT 3) WHEREAS, the Borough of Cartcrct is in need of specialized engineering services in connection with the conceptual phase services for the proposed Marina at the Borough ofCarteret Waterl'ront, Block 4, Lot 3; and WHEREAS, the Borough's Consulting Engineer C.M.E., possesses the requisite skill and expertisc to provide said services; and WHEREAS, C.M.E. has submitted the attached proposal to provide said engineering services at a total cost not to cxcccd 534,000.00; and WHEREAS, thc Mayor and Council have reviewed said proposal; and WHEREAS, thc Chiel' Financial Ofl5cer has ccrtified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the E'orough of Carteret, County ot' Middlesex, State of New Jersey as follows: 1. That thc proposal from C.M.E., Associates for engineering services related to the conceptual phase services for the proposed Marina at the Borough o£ Carteret Waterfront, Block 4, Lot 3, in the total amount of $34,000.00 billable in accordance with the attached proposal dated 8-14-03 is hcrcby approved. 2. That annexed hereto is a copy of said proposal; 3. That this action is approvcd as an award ora professional scrviccs contract pursuant to N.J.S.A. 40A:l 1-5 (1)(a). It is our understanding from our previous meeting that the Borough wishes to examine the feasibility of constructing a marina within the existing cove area of the referenced parcel. At this time, the Borough is seeking to acquire an access easement and two parcels to provide access and parking for the redevelopment area for which the pier construction is currently nearing completion. The scope of services for our proposal would be to perform preliminary testing, prepare a concept drawing for the proposed marina and review NJDEP permitting requirements so that the project could be advanced into the design phase. To determine the ultimate scope of engineering services required for the project, we recommend examining the feasibility of the project in a phased approach as follows: ~?'~. . Specifically, we would perform the following tasks in conformance with the ASTM 1527- 00 and NJDEP 7:26E guidelines: 1. Perform a site reconnaissance survey to identify indicators of the potential existing presence of hazardous materials and hazardous wastes on the site. These indicators include, but are not limited to, the presence of 55-gallon drums, chemical containers, waste disposal areas, industrial facilities, discolored surficial soils, electrical transformers that contain polychlorinated biphenyls (PCB's), underground storage tanks and areas of conspicuously absent vegetation. 2. Review the following sources (where reasonably available after diligent inquiry) to obtain information regarding the potential presence of hazardous materials/wastes on site or on properties located in the vicinity of the site. a. New Jersey Hazardous Waste Site on the National Priorities List (NPL) b. Comprehensive Environmental Response, Compensation and Liability Information System (CERCLIS) c. Resource Recovery Act (RCRA) Notifiers Listing d. Facility Index System (FINDS) e. Emergency Response Notification System (ERNS) f. New Jersey Hazardous Waste Sites g. New Jersey Solid Waste Facilities h. New Jersey Registered Underground Storage Tanks (UST's) i. New Jersey UST Enforcement Sites j. Local Sewer and Water Department Records k. Local City Building Department Records I. Local Health Department Records 3. Review aerial photographs, where reasonably available after diligent inquiry, from the local county agencies and/or from mapping services, to obtain information concerning the history of the site. Perform interview with past and current property owners/managers to determine if hazardous materials had been discharged or stored onsite. 5. Review reasonably available after diligent inquiry Sanborn Fire Insurance Maps for the site and adjacent properties to obtain information concerning the historical uses of the site and the potential presence of underground storage tanks on the site and properties adjacent to the site. 6. Perform a 50-year chain of title study to determine previous owners of the site. 7. Review available references for information pertaining to the documented occurrence and quality of groundwater in the vicinity of the site. 8. Review U.S. Geological Survey (USGS) topographic maps to obtain information relative to the topography of the site and previous development and uses of the site and properties located in the vicinity of the site. 9. The results of our findings would be presented in a PA report issued at the conclusion of this phase of the work. A PA report would detail the findings of the PA, would discuss areas of concern identified at the site, and will recommend additional investigation, sampling or remediation, where required. The PA report would include site plans and maps, as required by NJAC 7:26E-3.2(a)3. We propose to perform initial soil sampling and testing to determine the nature of contamination and define the scope of additional environmental investigations required. Upon completion of the above tasks, the scope of engineering services and additional environmental investigations required for the next phase would be determined.
