MINUTES OF REGULAR MEETING OF LEESBURG TOWN COUNCIL, AUGUST 12 , 1970.
A regular meeting of the Leesburg Town Council was held on August
12, 1970 at 7 :30 P.M. in the Council Chambers , 10 West Loudoun Street,
Leesburg , Virginia . The meeting was called to order by the Mayor. Those
present were : Mayor Kenneth B . Rollins , Councilmen G. Dewey Hill, Frede-
rick R. Howard and Walter F . Murray ; also Town Manager James W. Ritter,
Jr. and Town Attorney George M. Martin. Absent from the meeting were
Councilmen Robert A. Orr, John W. Pumphrey and John A. Wallace, Jr.
In the absence of the Clerk, James W. Ritter, Jr. was appointed Clerk
of the Council Pro-Tem.
The Minutes of the regular meeting of July 22 , 1970 were approved
as written .
Mr. Bill Fletcher of Pocahontas Pontiac was recognized and spoke
in favor of the two No Left Turn signs at the intersections of King and
Market Streets and Loudoun and King Streets . He said that the business-
men in the eastern end of Town feel that the signs have helped the move-
ment of traffic .
Town Manager Ritter reported the following :
(1) The Garden Club has prepared a drawing of proposed planting
in front of the Town Office Building and this drawing is here tonight .
This will result in no cost to the Town.
(2) Another problem has arisen on the Edwards Ferry Road Project .
The drainage field from the septic tank in Dr. Fuller ' s front yard is
seeping under the road, causing a soft place . Corrective measures are
being investigated by the State Health Department and the Town.
(3) The Virginia Municipal League will hold its convention this
year at Marriott Twin Bridges on September 20 , 21 and 22 . He had re-
served two (2) rooms , but will cancel one if no-one wants it .
(4) Mr. Williams will be here on .Tuesday night, August 18th at
7 :30 P.M. This meeting will be held at the Town Offices .
,(5) He explained the proposed appropriations on the Agenda .
(6) The sealing of Catoctin Circle , as proposed in Item 4 on the
Agenda , is a must because of the cracks in the pavement now, which could
cause considerable trouble' this winter.
(7) With further reference to Item 1 on the Addition to the Agenda,
he read a letter from Mr. James E . Clark, Manager of the ,Golden Horse
Shoe Club.
There was discussion regarding a resolution to discontinue the
transfer of funds from the Utility Fund to the General Fund for water
metered each quarter, however, it was decided to continue this matter
due to the absence of three Council members . Mayor Rollins ordered that
this matter be discussed further by the Finance Committee .
On motion of Councilman Hill , seconded by Councilman Murray, the
following resolution was unanimously adopted :
BE IT RESOLVED by the Town Council of the Town of Leesburg ,
that the following appropriations be made :
(a) $ 822 .00. - Johnson and Williams - Engineering on Test
Borings . (1969 Bond Issue) .
(b) 110 .00 - Greenhorne & O 'Mara - Overall Program
Design Report for month of June . (General
Fund - Capital Outlay) :
(c) 5 ,000 .00 - Proposed Curb & Gutter to be built by Town
Forces at Sewer Plant . (General Fund -
Capital Outlay) .
(d) 450.00 - Proposed Plant Mix for Ramp at rear of Con-
trol Building at Sewer Plant . (1969 Bond
Issue) .

On motion of Councilman Howard, .seconded by Councilman Hill , the
following resolution was offered for discussion :
WHEREAS, "No Left Turn" Signs were erected for a two-week
trial period at the intersection of King Street and Market
Street , and at the intersection of King Street and Loudoun
Street on July 11, and
WHEREAS , the two-week trial period has expired, and
WHEREAS , complaints have been received from the downtown
merchants to the effect that these signs have caused an in-
convenience to business establishments in their area ,
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the
Town of Leesburg , that these two "No Left Turn" Signs be
removed at the earliest possible moment.
The following comments were made during discussion of this resolution:
Councilman Howard stated that these signs are an inconvenience to
c0 downtown merchants .

— Councilman Murray said that , if two hours of "No Left Turn" hurts
the downtown merchants , then they are in bad shape.. He thinks the signs
have helped .
Officer Joseph McDonald said he would be in favor of leaving these
signs up and he thinks there should be an Ordinance to cover this in
order to make it effective . He believed the2signs have alleviated traffic
backing up on Market Street .
Chief Kirk 's opinion was that it was' six of one and a half dozen of
the other." However , he believed that these signs do some good when there
is no officer at the intersection.
On motion of Mayor Rollins , seconded by Councilman Murray, Council
voted to table this resolution and that it be placed on the Agenda for
final action at the next meeting.
On motion of Councilman Howard, seconded by Councilman Hill , the
following resolution was unanimously adopted :
BE IT RESOLVED by the Town Council of the Town of Leesburg,
that a contract be awarded to Winchester Building Supply Co.
for the sealing of Catoctin Circle, between Harrison Street
and the old W. & 0. D. Railroad Crossing, in accordance with
their proposal dated July 30, 1970 , at a price of .37z per
sq. yd. for a treated area comprising 3000 yards .
The request by the Golden Horse Shoe Club to waive the Town Ordi-
nance with regard to the hours for dances in the community was discussed
by Council . This Ordinance reads as follows : "All public dances held
in the municipality shall be closed not later than 1:00 A.M. and Satur-
days at 12 :00 P.M. The Club has been holding these dances on Fridays
and Saturdays between the hours of 10 :00 P.M. and 2 :00 A.M. Town Mana-
ger Ritter recommended that this Ordinance be waived in this particular
case , inasmuch as the dances fill a need in the community and the man-
agement of the Club provides the necessary Police officers in accord-
ance with the Ordinance . On motion of Councilman Murray, seconded by

Councilman Howard, a roll call vote of 4 to 3 tabled this matter , with
Mayor Rollins: voting against the motion. Mayor Rollins then moved to
take it out of tablement , however , this motion was defeated. Mayor
Rollins then asked that a decision on this matter be made at the next
Council meeting.
On motion of Councilman Hill , seconded by Councilman Murray , the
following resolution was unanimously adopted :

BE IT RESOLVED by the Town Council of the Town of Leesburg ,
that the following appropriations be made:
(a) $ 500 .00 - Town of Leesburg 's share as member of
Northern Virginia Planning District Com-
mission for fiscal year 1970-71. (Gene-
ral Fund - Capital Outlay) .
17 ,505 .00 - English Construction Company for Estimate
#22 , Contract S-I . (1969 Bond Issue) .
On motion of Councilman Murray , seconded by Councilman Howard,
Council voeed unanimously that - the plan of the proposed planting for
the Town Office prepared by the Garden Club be adopted.

Town Attorney Martin complimented the Town Police on the way they
handled traffic during last night 's fire . He also complained of the
Rescue Squad vehicle speeding through Town during the emergency and the
iodation for housing of this vehicle . Chief Kirk said he knew who the
driver of this vehicle is and he will take care of the speeding com-
plaint .
Mr. Moody reported the following on the Sewage Treatment Facilities :
(1) On S-I , the Sewer Plant - There are a few odds and ends to
catch up, such as final grading, seeding, roads and general clean-up
of the area. Several items of equipment are yet to be received, but
the Plant should be in operation in two weeks .
(2) On S-II , S-III and S-IV, the- Interceptor Lines - Final in-
spection is being made on these lines - in order that sewage can be turned
into the Plant.
He reported that a final inspection had- been made today on the Rt .
654 Sewer Line.
On the Rt . 15 Sewer Line, there is still some work to be done.
Mr. Moody explained that a letter had been written to Johnson
and Williams by Mr. Ritter, pointing out the poor progress being made
on completion of the Sewer Plant , . this letter asking that Johnson and
Williams give their help in speeding up the completion of the Plant .
There being no further business , the meeting adjourned at 8 :35 P.M.
