1994- 11 -30. Special Council Meeting
The City of Tybee Island held a Special called Council
meeting on Wednesday, November 30th at 6 P.M. Mayor James P.
Locklear presided. The following members of Council were present:
Mariann Wildi, Katrina Hughes, William Remeta and Jack Youmans.
Mayor Locklear opened the meeting and turned it over to
Councilmember Hughes. Councilmember Hughes stated that we are
$67,821 out of balance for the 95 budget, with the expenditures
more than revenue. The Council went over the revenues line item
by line item. City Administrator Fripp said that an effort needs
to be made to collect personal property taxes, and that we are up
to date with the Fifas on real property. Councilmember Youmans
said that the personal property should be defined in a line item
of its own. Councilmember Remeta said that this concern is being
worked on. The following line items were adjusted.
Real Estate Tax from 875,000 to 890,000 by M.W. and P.L.
Hotel /Motel from 230,000 to 240,000 by P.L.
Intangible Recording from 16,000 to 18,000 by K.H.
R.E. Transfer from 5,000 to 7,000 by K.H.
Building Permits from 18,000 to 24,000 by W.R.
Bldg. Inspections from 8,000 to 10,500 by M.W.
Police Court Fines from 85,000 to 90,000 by Chief Price
Cash Bonds from 65,000 to 70,000 by Chief Price
I.D. Cards from 1,200 to 1,600 by Chief Price
Accidents Reports from 250 to 400 by Chief Price
Garbage Collection from 50,000 to 58,000 by full council passing
the addition 8,000 to the consumer.
Parking Violations from 90,000 to 100,000 by M.W., J.Y., P.L.
Parking Meters from 167,000 to 172,000 by W. R.
Leisure Services from 0 to 1,000 by K.H.
Optimist Donations from 0 to 1,000 by P.L.
Adult Softball Fees from 2,000 to 2,500 by J.B.
Sale of Surplus Property from 0 to 2000 by J.Y.
Hurricane Reimbursement from 0 to 750 by K.H.
Councilmember Youmans moved to adopt the 95 revenue proposed
budget. Councilmember Wildi seconded. Councilmember Youmans said
that the city needed to work on collecting hotel /motel from
individual who rent out their homes on a daily basis. Mayor
Locklear said that the police department can help with the auto
tag ad valorem. Mayor Locklear asked about Waste Management
contract. Rowena Fripp said might be 2 or 3 years on the
contract. Councilmember Hughes said that one of the police cars
that the Chief plans to take off line will be given to the
inspections department. Councilmember Hughes said that we could
get the kids on the island to paint the garbage cans as a
project. Councilmember Hughes said that an appraisal of all city
property needs to be done, to see what can be sold. Councilmember
Youmans said the city does not need to sell any property. Vote by
Council was unanimous.
Councilmember Youmans moved to adopt the expenditures in the
amount of $2,916,516 as written. Councilmember Remeta seconded.
Vote by Council was unanimous.
Councilmember Hughes stated that the computers to be
discussed have already been addressed by adopting the 95 proposed
budget. Vivian Maxey will be at the Police Dept for approximately
8 weeks when the computers come in for installation. She will
come to any department if they have problems.
Councilmember Wildi motioned to give bonus to city employees
on the system that is in place now, but to look into changes for
next year. A bonus is a gift not pay. Councilmember Youmans
seconded. Chief Price said that the bonus are low and needs
looking into, also that the department heads should top out at a
higher figure. Councilmember Hughes said that a bonus is for
exemplary service and for doing a job well, and agreed that they
were low. Vote by Council was unanimous.
Councilmember Remeta moved to approve the $100.00 bonus for
each fireman. Councilmember Wildi seconded. Vote by Council was
unanimous.
As there was no further business to come before Council the
meeting was adjourned.
