The City Administrator is the department head at City Hall and that all employees need to answer to the one person who is the department head, who is Rowena. Councilmember Remeta said chain of command is needed. Councilmember Youmans said that Council sets policy, policy is given to Ro, and she sees that people do their jobs, and yes I am guilty of asking employees directly to do something. Councilmember Hughes said that Ro needs backbone - reiterating will not work. Rowena said that she has seen other department heads not being backed up by Mayor and Councilmembers. Councilmember Jackson moved that the smoking area in City Hall be in Vivian, Tanya and Pat's office area since the public has no access to that area. Councilmember Hughes seconded.
