1994- 12 -05. Special Called Council Meeting
Mayor James P. Locklear called the meeting to order at 5 :02
P.M. The following members of Council were present: Katrina
Hughes, Jack Youmans, William Remeta, Phil O'Dell, Mariann Wildi,
and Paul Jackson. City Attorney Edward Hughes was present to
represent the City in legal matters.
After reading the request for this meeting signed by Paul
Jackson, Jack Youmans, and Mariann Wildi, Mayor Locklear turned
the meeting over to Councilmember Jackson.
Councilmember Jackson made a motion to go into executive
session to discuss and deliberate personnel matters pertaining to
Rowena, Jackie, Janelle, Angela, Chuck, Vivian, Tanya, and Pat.
Councilmember Remeta seconded. City Attorney Hughes read the code
concerning executive sessions and asked what section would this
be classified under. Councilmember Jackson said periodic
evaluations. Mr. Hughes stated that all matters have to be voted
on in open Council. Councilmember Jackson asked if anyone minded
this meeting remaining open. At this point he and Councilmember
Remeta withdrew their motion and second.
Councilmember Jackson said the reason for this meeting is to
attempt to resolve problems still obvious at City Hall, and that
City Council is mostly guilty. He stated that the Council can
make the employee's job easier by not pulling in different
directions. At this time lets get everything in the open.
Councilmember Youmans stated that any department has a
department head, employees answer to the department head. The
City Administrator is the department head at City Hall and that
all employees need to answer to the one person who is the
department head, who is Rowena. Councilmember Remeta said chain
of command is needed. Councilmember Youmans said that Council
sets policy,policy is given to Ro, and she sees that people do
their jobs, and yes I am guilty of asking employees directly to
do something. Councilmember Hughes said that Ro needs backbone -
reiterating will not work. Rowena said that she has seen other
department heads not being backed up by Mayor and Councilmembers.
Councilmember Jackson moved that the smoking area in City
Hall be in Vivian, Tanya and Pat's office area since the public
has no access to that area. Councilmember Hughes seconded. Vote
by Council was 4 in favor (Hughes, Youmans, O'Dell, Jackson); 2
opposed ( Wildi, Remeta).
Councilmember Wildi motioned for an allowance for dry
cleaning of cloths after coming into City Hall. Died for lack of
a second.

Councilmember Remeta stated that written documentation is
needed, Ro don't be so nice, put your foot down. He said he is
getting aggravated, heads are going to roll, people are going to
have to look for jobs. If you have a beef, go to Ro. Rowena asked
that all complaints be put in writing, signed and handed in to
her.
As there was no further business to come before Council
Councilmember Remeta motioned to adjourn the meeting.
Councilmember Wildi seconded. Vote by Council was unanimous.
