Carr, and ruling of State Water Control Board on the building of a Regional Plant, after which the Council will go into Executive Session to discuss the above . By Order of the Mayor. Va MINUTES OF CALLED MEETING OF LEESBURG TOWN COUNCIL, FEBRUARY 6 , 1973 . A Called Meeting of the Leesburg Town Council was held on Febru- ary 6 , 1973 at 8 :00 P .M. in the Council Chambers , 10 West Loudoun Street, Leesburg , Virginia . Present were : Mayor G. Dewey Hill, Councilmen Walter F. Murray, Robert A. Orr, John W. Pumphrey, Herbert L. Ridder, C. Terry Titus and John A: Wallace, Jr. ; also Town Manager 'James W. Ritter, Jr. ; Town Attorney George M. Martin, Director of Planning Robert C. Forbes and Director of Public Works Juan F. Chaves . In the absence of the Clerk, Town Manager Ritter was appointed Clerk Pro-Tem. The following resolution was read by Mr. Ritter : WHEREAS, a Notice of a Special Meeting of the Town Council was served on each Council Member on February 2 , 1973 , and r WHEREAS, the Town Council meeting was called for the purpose of discussing the legal aspects of the Helmi Carr Annexation, and the directive of the State Water Control Board at a meet- ing on January 22 , 1973 , as to the necessity for a study of Q' a regional sewer plant, O NOW, THEREFORE, BE IT RESOLVED that this Council will convene cis4 a in executive session to discuss the above matters . n It was moved and seconded that the Council go into executive session at this time . WHEREAS, the Town Council came out of executive session at 12 :05 A.M. and went back into regular session, on motion of Councilman Murray , seconded by Councilman"Ridder, the Council meeting was adjourned.
