SPECIAL MEETING
January 28 , 1974
We, the undersigned, being members of the Town
Council of the Town of Leesburg , in Virginia , do seve-
rally waive all statutory and Charter requirements as
to notice of time , place and purpose of a Special Meet-
ing of the Town Council, to be held in the Council
Chambers , 10 West Loudoun Street , Leesburg, Virginia
at 8 :00 P.M. , Monday , January 28 , 1974 , for the pur-
pose of discussing legal matters , personnel matters
and condition, acquisition and use of real property
for public use, and any other matter that may come
before the Council.

SPECIAL MEETING OF LEESBURG TOWN _COUNCIL, JANUARY 28 , 1974 .
A special meeting of the Leesburg Town Council was held in the
Council Chambers , 10 West Loudoun Street, Leesburg , Virginia on Janu-
ary 28 , 1974 at 8 :00 P.M. , pursuant to Waiver of' Notice attached here-
to . Present were Mayor G . Dewey Hill , Councilmen Walter F. Murray,
John W. Pumphrey , Herbert L. Ridder, C. Terry Titus and John A. Wal-
lace , Jr. ; also Chairman of the Airport Advisory Committee Ronald C.
' Lowry and Members Milo Rumfelt , Thomas I . Blankenship and James H.
Chamblin ; also Town Manager James W. Ritter, Jr.
Town Manager Ritter was appointed Clerk Pro-Tem.
On motion of Councilman Wallace , seconded by Councilman Ridder,
Council voted unanimously to go into executive session at 8 :01 P.M .
Council reconvened at 10 :48 P.M. and, on motion of Councilman
Murray , seconded by Councilman Wallace , the meeting adjourned immedi-
ately, with no action being taken.
