MINUTES OF JOINT PUBLIC HEARING OF LEESBURG TOWN COUNCIL AND
PLANNING COMMISSION, JUNE 25 , 1974 .
A joint Public Hearing of the Leesburg Town Council and the
Leesburg Planning Commission was held on June 25 , 1974 in the Coun-
cil Chambers, 10 West Loudoun Street, - Leesburg , Virginia at 7 :30 P.M.
for the purpose of discussing the Proposed Leesburg Comprehensive
Plan. Present for the Council were Mayor G. Dewey Hill, Councilmen
Walter F. Murray, John W. Pumphrey, Herbert L. Ridder, C . Terry Titus
and John A. Wallace, Jr. Absent was Councilman Robert A. Orr. Pres-
ent for the Planning Commission were Chairman Hunter M. Leach and
, Members Edwin K. Cross , John W. Davison, Jr. , Lynnwood L. Lay, C.
Stanley Reed, C. Terry Titus and William F. Webb, Jr. Also present
were Town Manager James W. Ritter, Deputy Town Manager E. Wesley
Devero and Director of Planning and Zoning Robert C. Forbes . 11,
The Public Hearing was called to order by Mayor Hill, who gave i
credit to the Planning Commission Members , Mr. Forbes and Rosser H.
Payne and his Associates , consultants who worked with the Planning
Commission on this Comprehensive Plan. He then turned the meeting
over to Mr. Rosser Payne , who briefly explained the purpose of the
Plan, its main thrust being to put together a comprehensive future
goal for the Town of Leesburg . The two main challenges in the next
ten years are to develop recreational facilities and to preserve the
Historic Downtown area and encourage growth in this area. Mayor Hill
then asked those in the audience who wished to speak in favor of the
Proposed Comprehensive Plan to come forward.
Mr. Frank Caldwell, speaking for the 'President of the Virginia
Knolls Citizens Association, stated that they (the Executive Committee)
had examined the Plan and had done some canvassing in Virginia Knolls .
He presented a list with some 88 names signed, all endorsing the Com-
prehensive Plan, as written, said list to become a partaggoIbe Min-
utes . He called attention to the change in land use, ag7Df608Aed,
which would permit the construction of another 300 town houses . Mem-
bers of the Association are completely in favor of this change, par-
ticularly due to the fact that this would eliminate any furthertraffic
down Harrison Street. The Plan would utilize this land for indus-
trial
purposes and give them access to the By-Pass .
Mr. William S. Alberts , whose residence is outside of the cor-
porate limits, but who owns some land within the corporate limits be-
tween Sycolin Road and the W. & 0. D. right-of-way , called attention
to some discrepancy in the land use proposed for a portion of this
land. He requested that (1) all land between Sycolin Road on the
west and the W. & 0. D. right-of-way on the east and north of the
By-Pass be considered Industrial Limited, except that portion desig-
nated in the Flood Hazard Analyses as 100-year floodzone , and (2)
any land in this area which is , in the future, elevated above the
floodzone line by acceptable contouring , likewise be classified as
Industrial Limited. His request is also made a part of these Min-
utes . Mr. Forbes explained that there are some eight areas that
need to be corrected, this being one of them, this area: to be
colored "gray, " denoting Industrial J4mited. Mr. Payne also ex-
plained that there are corrections t rmade to several of the maps
in the Plan and the printer has withheld any more copies until these
corrections are made.
Mayor Hill said that Mr. Frank Raflo had expressed his endorse-
ment of this proposed Plan and a letter from Mr. Raflo is made a part
of these Minutes . Mr. Hill also commented that he finds this very
easy reading and an excellent document and suggested that interested
citizens avail themselves of this Plan.
Planning Commission Chairman Leach thanked Mr. Payne and his
Associates for their work with the Commission in preparing this Plan;
also complimenting the printer in getting this Plan out so promptly.
He then compared the Comprehensive Plan to a recipe for something
either very complex or something very simple, which can be laid be-
fore a variety of people and get a variety of foods from a common
denominator. He also said that much depends on the attitude of
those present, the Council, the Commission and those who work with
it in the future as to the kind of foremat it will design. The at-
• titude of those present tonight seems most appealing .

Mr.. Payne commented that, in the next ten years , Leesburg will
be the subject of arnumber of forces which are outside the juris-
diction and which will now interpret what is ma done as either
serious or not 'so serious . Leesburg has been the subject of dis-
cussion by regional, Federal and State agencies and has not had
a document to work with before. If the citizenry is determined to
go forward with this Town the way it is intended, now is the time
to, take the assigned committees and go to work to let these people
outside of the: jurisdiction know just exactly where the Town stands.
You bow have something that is set forth in two chapters of the State
Statute, whichgives -you strength that you, have not had before.
Mr. Edgar Carter asked where a copy of this Plan might be ob-
tained, with Mayor Hill stating that one may be purchased at the
Town. Office.. ;
Mr. Gunars Vanags asked when the portion of the Plan dealing
with improvements to various streets, particularly. Edwards Ferry
Road, and adjacent streets, might be implemented. Mayor Hill ex-
plained that there are several, Urban Projects proposed; for the Town.
Speaking specifically as to Edwards Ferry Road, it is planned to
widenthis at the time the water line is laid from the new Potomac
(.p Water Plant, which line will come up Edwards, Ferry Road approxi-
,-'D mately to the Jail . Mr. Payne added that, under the Virginia Statute,
Q there is a provision for a separate document called the 'Capital
Improvements Program;' and this document has been prepared and given
to the Commission for its study, but it could not be adopted until
after the Land Use Plan is adopted. Mr. Vanags commented that the
traffic pattern proposed in the Comprehensive Plan looks very good.
Linda Barron, member of the staff of the Loudoun County Planning
Department, stated that the Comprehensive Plan has been studied by
their Department and they are particularly impressed with the number
of references to cooperation between the County and tUe Town. The
County Planning staff is looking forward to working with the Town
with the new Plan in any way they can.
Mayor Hill recognized Delegate Rollins, but Mr. Rollins had no
comment to make at this time .
Mr. Robin Lind, reporter with the Metro-Virginia News, inquired
as to the total cost of this Plan. Mayor Hill said that, at the
present time, he could not give him that figure. Mr. Payne said he
would be glad to give Mr. Lind the total cost after he has received
his final payment. He said that , speaking in generalities , the pro-
cedure the Town chose, working on a per diem rate with the Commission
doing the work and with the very able assistance of Mr. Forbes , the
Town saved thirty per cent over the current going rate for plans of
this kind. Mr. Lind then asked if he would be safe in estimating the
cost at $18,000 plus, exclusive of printing . Councilman Titus ad-
vised that this figure is in the general neighborhood, but that a
final figure will be available to the public when all printing charges
and other costs have been determined.
Mr. and Mrs . Stanley Herrell, who own property on West Loudoun
Street, inquired as to whether there is any rezoning proposed for
the area of the Firemen 's Field, the Plan calling for recreational
area. They were concerned with noise from carnivals, parades and
other forms of amusement in the immediate vicinity . It was ex-
plained by Mr. Payne that the existing facilities within the area
make this location a logical area to be designated as a recreation
area. However, the Plan does not speak to rezoning at all . Mrs.
Herrell inquired about the method or procedure for adopting, en-
forcing or establishing this Plan. Councilman Titus explained that
this is what we would like for the Town, but it may never take place.
This is what the Town will look to insofar as rezoning is concerned.
Mayor Hill and Mr. Payne explained that this document is a guide for •
future development of the Town but, in order to implement the Plan,
a new Subdivision Ordinance, a new Zoning .Ordinance and a Capital
Improvement Program must be adopted, all of these to come after the
adoption of this Plan.
Mayor Hill declared the Public Hearing closed at this time and
declared a recess of the Council at 8: 14 P.M. He turned the meet-
ing over to the Planning Commission for purposes of adopting this
Comprehensive Plan.

Mayor Hill called Council back into session at 8: 17 P.M. for
the purpose of considering the Comprehensive Plan, which was pre-
viously adopted by the Planning Commission.
On motion of Councilman Wallace, seconded by Councilman Ridder,
the following resolution was proposed:
BE IT RESOLVED by the Town Council of the Town of Leesburg ,
that the Proposed Comprehensive Plan be adopted, subject to
correction of typographical errors and minor editing .
Councilman Titus commended Mr. Emory Plaster, who wrote the historical
sketch of the Town. Mayor Hill remarked that, when Councilman Wallace
became a member of this Council in 1969, he advocated the adoption of
a Comprehensive Plan. Councilman Wallace responded to- this , stating
that it is rewarding to him that this has come to pass just before
he leaves the Council - he feels it is something that has been needed
for a long time. He also commended Councilman Titus for his work on
this Plan. The above resolution was then unanimously adopted, as
shown below:

Mayor Hill . •
Nay : None.
On motion of Councilman Wallace, seconded by Councilman Ridder,
the meeting was adjourned at 8:22 P.M.

Statement to Leesburg Town Council and Leesburg Planning Commission re
The Comprehensive Plan for Leesburg.
Our residence is just outside Leesburg, but some of our property
extends within the Town limits in its southeastern quadrant. We are,
therefore, interested in and affected by the proposed Comprehensive
Plan for Leesburg.
We own about 16 acres within the Town limits lying between Syco-
lin Road and W.&O.D. right-of-way, mostly north of -the Route 15 Bypass.
Referring to the Proposed Land Use Plan (page 109 of the report), the
following is shown :
oThe majority of the area is depicted as 100-year Floodzone,
oThe southwestern corner of the area is apparently designated as
Parks and Recreation, and
oThe portion of the area adjacent to the W.W.D. right-of-way is
undesignated (white).
It ie my understanding that the "white" area was intended to be
gray, denoting Industrial Limited; this is consistent with other lands
in this general area. Since this southeastern quadrant inside the Fr
pass is, for the most part designated Industrial Limited, the small
area interpreted •as Parks and Recreation seems somewhat inconsistent.
I therefore respectfully request that the Comprehensive Plan be clari-
fied, or modified if required, to reflect that:
(1 ) All land between Syoolin Road on the west and the W.&O.D.
right-of-way on the east and north of the Bypass be considered Indus-
trial Limited, except that designated in the "Flood Hazard Analyses".

Dear 'Mayor Hill:
Since a previous business engagement will have me out of the
County on the night of the public hearing of the Comprehensive
Plan I am writing this letter in support of the Town ' s new
• Comprehensive Plan.
I have been very much impressed with the overall thrust of
this document . While I may vary in my projections with some
of the statistics presented that is only a minor matter as
no one really can predict the future .
The Comprehensive Plan, however, is a specific overall guide
as to the kind of community we seek and quality of life we
hope to maintain. In that light it presents for the people
of Leesburg an objective towards which they, the people
and you and the Council, the government can constantly strive .
I would appreciate this letter being entered as part of the
minutes of the public hearing.
