SPECIAL MEETING
JULY 1, 1974
We , the undersigned, being members of the Town
Council of the Town of Leesburg, in Virginia , do seve-
rally waive all statutory and Charter requirements as
to notice of time , place and purpose of a Special Meet-
ing of the Town Council , to be held in the Council
Chambers , 10 West Loudoun Street, Leesburg , Virginia ,
at 8:00 P.M. , Monday , July 1, 1974, for the purpose of
discussing legal matters , and any other matter that may
come before the Council .

MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, JULY 1 , 1974.
A special meeting of the Leesburg Town Council was held in the
Council Chambers , 10 West Loudoun Street , Leesburg, Virginia, on
July 1, 1974 at 8 :00 P.M, pursuant to Waiver of Notice attached
hereto. Present were : Mayor G. Dewey Hill , Councilmen Charles E .
Range , Mary Anne Newman , Robert A. Orr, Herbert L. Ridder, James A.
Rock and C . Terry Titus ; also Town Manager James W. Ritter, Jr. ,
Deputy Town Manager E . Wesley Devero and Town Attorney George M.
Martin .
This being the first meeting of the newly elected Council mem-
bers and Mayor Hill, it is stated for the record that Mayor Hill
took oath of office on the 27th day of June, 1974 ; Councilmen Bange
took oath of office on the 25th day of June, 1974 ; Mary Anne Newman
took oath of office on the 24th day of June , 1974 and James A. Rock
took oath of office on the 17th day of May , 1974, as shown by oaths
attached hereto. All were elected to office on the 7th day of May ,
1974.
Also present were Mrs . Helmi E . Carr, Mr. Richard Carr and
Mrs . Cynthia Shrump, all officers of Lesluke Corporation and Mr.
Jean-Pierre Garnier of the law firm of Tramonte , Kohlhaas & Garnier.
Mayor Hill expressed sympathy to the Carr family on the death
of a member of their family. He then welcomed the new members of
Council to their first meeting .
At this time , Mayor Hill turned the meeting over to Mrs . Carr,
who, in turn, asked Mr. Garnier to present their request.
Mr. Garnier said that , basically, there are compelling reasons
for asking to be placed on the Priority List for water and sewer for
Carrvale Subdivision, as already expressed in correspondence with the
Town. If members of Council wish to ask any questions, he would be
glad to answer them. They are asking that Council consider the List
existing at the present time, particularly as to placing Carrvale
Subdivision on this list . He stated that this priority is very ur-
geniy needed in order to get the subdivision going. He asked that
Council reconsider the list and let them know its decision as soon
as possible.
On motion of Councilman Ridder, seconded by Councilman Bange,
Council voted unanimously to go into executive session to discuss
legal matters at 8 : 18 P.M.
Council resumed session at 9:58 P.M. On motion of Councilman
Rock, seconded by Councilman Ridder, the following resolution was
proposed :
WHEREAS, Lesluke Corporation has requested that the Town
Council of the Town of Leesburg review the existing Priority
Statement , as amended, dated June 13, 1973 , and the Policy
Statement dated March 28, 1973 to ascertain availability of
sewage capacity ,
NOW, THEREFORE, BE IT RESOLVED, that the Town Council agrees
to review said Statements and the legal ramifications of re-
vising said Statements .
BE IT FURTHER RESOLVED, that the Mayor is hereby authorized
to appoint a committee to make such reviews , and that said
committee report to the Council on or before August 14 , 1974.
The resolution was unanimously adopted , as shown below:
Aye : Councilmen Bange , Newman, Orr, Ridder, Rock, Titus and
Mayor Hill .
Nay : None .
Mayor Hill appointed Councilmen Titus , Rock and Ridder to serve with
him in reviewing this matter.
On motion of Councilman Orr, seconded by Councilman Rock, the
meeting was adjourned at 10 :00 P.M. \
