Confirming our telecon of September 29, 1974, the following is provided to assist you in the satisfactory completion of the design plans and speci- fications called for by the Town Council in its Resolution of September 25, 1974: • 1 . The proposed "twin-size" T-hangar and attendant taxiways and hardstand tiedowns must be sited such that one additional T-hangar can be constructed in the future within the available 350-feet between the North line of the Blue Ridge lease and the South edge of the proposed apron. Should you abandon the idea of constructing the initial hangar for medium twin size aircraft, then the siting shall be such that a total of three (3) standard size T-hangars can be constructed in the available 350-feet space, as shown on the "Review Plan" prepared as part of the proposed Master Plan and available. in the Town Office. All T-hangars in this area shall be of the same length, general construction and appearance. 2. The required setback for any use, including tiedowns, shall be 120-feet from the centerline of the existing main taxiway. 3. The proposed car parking area shall use the same entrance off Rt. 643 as the Blue Ridge entrance. All drainage will be by culvert under the parking lot to the Rt. 643 drainage ditch . 4. The necessary drawings required for review and approval of the proposed T-hangar and attendant construction are: A. Site Plan, to' include paving, grading, drainage, utilities and landscape. Structural Plan, .to include plan views, sections and details . D. Ronald Lowry, Chairman a cc: Town Manager Town Attorney - - • Ij MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, OCTOBER 1 , 1974 . A special meeting of the Leesburg Town Council was held in the Council Chambers , 10 West Loudoun Street , Leesburg , Virginia , on Oc- tober 1, 1974 at 7 : 30 P .M. , pursuant to Waiver of Notice attached hereto. Present were : Mayor G . Dewey Hill , Councilmen Charles E . Bange , Mary Anne Newman , Herbert L. Ridder, James A. Rock and C. Terry Titus ; also Deputy Town Manager E. Wesley Devero and Town At - ‘ torney George M. Martin . Absent from the meeting was Councilman 4 Robert Ai. Orr. Councilman Rock read to Council a letter from the Chairman of 111 the Airport Advisory Committee , this letter being addressed to Mr. Lucien E. Rawls , President of Transamerican Airports , Inc . and con- cerning information to assist Mr. Rawls in the preparation of design plans and specifications for construction of a T-hangar at the Air- port. Mr. Rawls was present and spoke to Council at length concern- ing many matters at the Airport . On motion of Councilman Rock, sec- onded by 'Councilman Ridder, the following resolution was proposed : NOW, THEREFORE, BE IT RESOLVED, that the attached letter be and the same hereby is approved and the Airport Advisory Com- mittee shall further send, by certified mail , said letter to Lucien E . Rawls , President, Transamerican Airports , Inc . The resolution was unanimously adopted, as shown : Aye : Councilmen Bange , Newman, Ridder, Rock , Titus and Mayor Hill . Nay : None. Other philosophies and recommended courses of action discussed at this meeting included expansion of the present Sewage Treatment Plant, Council s position insofar as a regional plant to be located at Dulles Airport is concerned, as well as other alternatives ; the Potomac River Water Project and the possibilities of other wells to furnish water for the Town of Leesburg ; the use of Revenue Sharing Funds ; the expansion of administrative facilities and other alterna - tives ; the need for the proposed urban projects , as well as others , and plans for storm sewer construction ; the need for land for recreational facilities ; possibilities of a mini-bus to be used in Town and com- mittees to be set up in connection with the Comprehensive Plan. The financing of the above projects was also discussed. There were many suggestions in connection with all of the above, a great many of these to be investigated and reported back to Committees .
