SPECIAL MEETING
NOVEMBER 4, 1974
We , the undersigned, being members of the Town
Council of the Town of Leesburg, in Virginia , do seve-
rally waive all statutory and Charter requirements as
to notice of time, place and purpose of a Special Meet-
ing of the Town Council , to be held in the Council Cham-
bers , 10 West Loudoun Street Leesburg, Virginia , at
8:00 P.M. , Monday, November 4, 1974, for the purpose
of discussing a letter received from the State Water
Control Board, and:any other matter that may come be-
fore Council .

MINUTES-OF -SPECIAL MEETING OF LEESBURG TOWN COUNCIL, NOVEMBER 4, 1974.
A special meeting of the Leesburg Town Council was held in the
Council Chambers , 10 West Loudoun Street, Leesburg, Virginia, on No-
vember 4, 1974 at 8 :00 P.M. , pursuant to Waiver of Notice attached
hereto. Present were : Mayor G. Dewey Hill, Councilmen Charles E.
Bange, Mary Anne Newman , James A; Rock and C . Terry Titus ; also Town
Manager James W. Ritter, Jr. , Deputy Town Manager E. Wesley Devero
and Town -Attorney George M. Martin. Absent from the meeting -were
Councilmen Robert A. Orr and Herbert L. Ridder. •
Mayor Hill asked that a letter from Mr. T. M. Schwarberg, Jr. ,
Regional Director for the Northern Virginia office of the State Water'
Control Board; be read, this letter containing a Position Statement
developed by the SWCB for approval of a long-term plan for waste-
water treatment facilities for the Dulles Area Watershed. This let-
ter and attachment were read by the Clerk of the Council. Mayor
Hill stated that, from this Position Statement, it appears that other
jurisdictions in -the watershed will have their problems solved, how-
ever, Leesburg will be left out in the cold. He asked that Council
discuss this matter and give him some -direction for his appearance be-
fore the Loudoun County Board of Supervisors in the morning on this
matter. He •understood from Town Attorney Martin that, -after adop-
c9 tion of the M/R 'Regional Water Quality Management Plan on November 8,
1974, suit may be filed within 90 days, which would halt everything.
Lengthy discussion followed on the Position Statement, with the
conclusion that Mayor Hill should advise the Supervisors pervisors of Loudoun
County and Mr. Schwarberg that the position taken by the Council at
the October 29 Public Hearing in Fairfax stands, and that appropri-
ate action will be taken within ninety (90) days after adoption of
the M/R Plan on November 8, 1974.
On motion of Councilman Titus , seconded by Councilman Rock, the
following resolution was proposed:
BE IT RESOLVED, thae the Mayor be authorized to reply to
the letter of October 30, 1974 from Mr. T. M. Schwarberg,
Jr. of the State Water Control Board that the position of
the Town of Leesburg remains the same as stated on October
29, 1974 at the State Water Control Board hearing in Fair-
fax City, and that appropriate action will be taken by the
Town within ninety (90) days after the effective date of
the M/R Plan, and that the Mayor be authorized to present
this position to the Loudoun County Board of Supervisors
at its meeting on November 5, 1974.

The resolution was unanimously adopted, as shown:

Councilman Titus explained that the bonds- sold for the Potomac
River Water Project state that the bonds shall be revenue producing
within five (5) years from date of sale . The question has arisen as
to whether the erection of a stand tank on the Carr site and a con-
necting transmission main between the standpipe and the existing
water lines within Leesburg would constitute 'revenue producing "
After some discussion, it was the general consensus that Councilman
Titus contact Mr. Harry Burt of Daniel A. Robinson & Associates to
ask him to investigate this situation for the Town, with the thought
that perhaps he can submit a proposal for this service by the next
Council meeting.
On motion of Councilman Rock, seconded by Councilman Newman, the • -
meeting was adjourned at 9:23 P.M.
