Council Minutes The Tybee Island City Council held its regular monthly meeting on Thursday, June 8, 1995 in the auditorium with Mayor James P. Locklear presiding. The following members of Council were present: Katrina Hughes, William Remeta, Mariann Wildi, and Phil O'Dell. Councilmember Youmans was absent because of illness and Councilmember Jackson was out of town on business. City Attorney Edward Hughes was present to represent the City on legal issues. Mayor Locklear called the meeting to order at 7:30 p.m. and asked Mr. Carl Thompson to give the invocation. The Pledge of Allegiance was recited. Mayor Locklear announced that Tybee is like a big family and that William Remeta was celebrating his 39th birthday for the 2nd or 3rd time today. Happy Birthday was sung to Mr. Remeta. Mayor Locklear read a proclamation for Respect for Law Week that runs from June 12 - 18. Judge Steve Scheer was presented with a proclamation for being elected as Chairman of the State Ethics Commission. Judge Scheer thanked Mayor and Council stating that from the bottom of his heart that if Tybee is not heaven then it is the closest thing to do in Georgia. Mayor Locklear presented Boatswain Mate Master Chief Jimmy W. Krzenski, USCG with a certificate of excellence for outstanding service as OIC of Coast Guard Station Tybee. Chief Krzenski thanked the Mayor and Council saying that it has been a pleasure and an honor to serve on Tybee for the past four years. Councilmember Williams moved to adopt the resolution for Chatham County Board of Election to handle the upcoming municipal election in November. Councilmember O'Dell seconded. Vote by Council was unanimous. Councilmember Wildi motioned to accept the May minutes as read. Councilmember Hughes seconded. Vote by Council was unanimous. Mrs. Susan Layton thanked Council for the opportunity to speak to them concerning the problem she is having with Thirsty's at the intersection of Highway 80 and Lewis Avenue. Mrs. Layton said that customers are relieving themselves in her yard, that the band plays night and day. Mrs Layton said she has lived on Tybee for over 30 years and the complaints have not come from her or her neighbors, but how many complaints and disturbances is it going to take before something is done. Councilmember Hughes said that Thirsty's is legal under the codes and ordinances. Mrs. Layton said that some things that are legal are not right. Mrs. Layton said that the Police Department and the Fire Marshal have been very responsive. Mayor Locklear asked Councilmember Remeta, 1 1 1 Chair of the Police Committee, to get with the City Attorney, Edward Hughes, to see what the City can do to help Mrs. Layton with this problem. Ms. Cynitha Maloof also complained about Thirsty's stating that she is a single parent of a 7 year old daughter and she worries about her being outside. Councilmember Remeta said that he grew up on Lewis Avenue and is proud of it, and if you have any problem do not hesitate to call the Police Department. After so many incidents we can close down an establishment. If we have to go to court then we will. Mayor Locklear opened the public hearing on a Final Approval for Conditional Use permit for a Bed and Breakfast on a petition made by Margie Henrick, 24 Van Horn; PIN 4- 2 -22 -2. No one spoke for or against. Mr. Jim Kluttz asked Gary Smith to comment on all the inspections he had to go through and feels that bed and breakfast inns should be encouraged on Tybee. Mr. Smith read the definition of B & B from the City ordinances and said that was the easy part, he is now fully sprinkled, full system alarm, and can wash dishes correctly. Mayor Locklear closed the hearing. Councilmember Remeta moved to grant the final approval. Councilmember Wildi seconded. Vote by Council was unanimous. Mr. Smith invited everyone to attend the opening on June 10 and 11 from 1 p.m. til 5 p.m. Councilmember O'Dell said that being the pioneer in a residential district for a bed and breakfast inn you have had to find out everything, but the job you have done to make this house into a bed and breakfast inn looks great. Mayor Locklear opened the public hearing on a petition for a minor subdivision of a duplex and revision of final plat requested by Kevin Mathews, 13 Lighthouse Lane; PIN 4- 20 -5 -23. No one spoke for or against. Mayor Locklear closed the hearing. Councilmember Hughes moved for approval. Councilmember Remeta seconded. Vote by Council was unanimous. The following bills for May were reviewed, found in order and recommended to be paid. Mayor Locklear said hearing no objections they stand approved (Water Sewer and Environmental /Community and Cultural Affairs will be reviewed June 9th and if found in order they will be paid). General Government 70,183.03 Police 106,897.31 Fire 30,907.67 Public Works /Sanitation 111,803.25 Envir /Comm/Cultu Affairs 41,636.61 Water /Sewer 137,446.37 Fund Three 23,260.60 Councilmember Hughes moved to accept a bid from C.M.S. Group in the amount of $1,570.50 for the upgrade of the Parking Services computers. The two other bids were Coastal Computers - $2,115.00 and Entre Computer Center submitted two bids in the amount of $2,288.45 and $1,796.00. Councilmember Remeta seconded. Vote by Council was unanimous. 1 1 Councilmember Hughes moved to accept a certificate of distribution on the one cent special local sales tax, contingent on an agreement with Chatham County to take over all jail cost effective January 1, 1997. Councilmember Wildi seconded. Vote by Council unanimous. The Mayor said that Chief Price said it is great about Chatham paying all jail costs. Mayor Locklear said that there will be talks among all the municipalities and the Chatham County government about or consolidation in reference to recreation and the beach. Mayor Locklear said that announcements of upcoming meeting are at the bottom of the agenda. The Mayor said that there is now a news box at the Post Office for Tybee News. The Mayor mentioned the passing of two of Tybee's residents, Mrs. Nell Devine and Mr. Perry Solomon, stating that they laid the foundation for what we at Tybee have now. As there was no further business to come before Council the meeting was adjourned at 8:12 P.M. Clerk of Council Mayor James P. Locklear Proclamation: Respect for Law Week Tybee Island Optimist Club WHEREAS, the rate of crime in our community, as well as our neighboring communities, is a continuing source of concern for all citizens, and WHEREAS, the problems of crime touch and affect all segments of our society and can erode the moral and economic strengths of our communities, and WHEREAS, our vitalilty as a community and as a society depends to a great degree on the willingness of each individual member to show respect for the laws upon which the peace and stability of our society depend, and WHEREAS, Optimist Clubs and their dedicated volunteer members continue to sponsor and support programs aimed at combatting crime and encouraging respect for law, THEREFORE, I hereby proclaim that the week of June 12 through 18 be declared Respect for Law Week on Tybee Island, and ask that all citizens of this community join the Optimists in observing the intent of this week by carrying the message of Respect for Law to all corners of the community. 1 P R O C L A M A T I O N WHEREAS, The citizens of Tybee Island are served by a local municipal court; and WHEREAS, Steven Scheer currently serves as our excellent and knowledgeable judge of the Tybee Island Municipal Court, formerly known as the Tybee Island Recorders' Court; and WHEREAS, Steve has recently been named Chairman of the State Ethics Committee, an honor highly regarded by court - oriented professionals throughout Georgia; NOW, THEREFORE, BE IT PROCLAIMED, AND IT IS HEREBY PROCLAIMED BY THE MAYOR AND COUNCIL IN OPEN MEETING ASSEMBLED that the City of Tybee Island recognizes the honor bestowed upon its Municipal Court Judge; and BE IT FURTHER PROCLAIMED that the citizens of Tybee Island be encouraged to recognize the importance of ethics in government service and in the daily lives of all Americans.
