HomeMy Public PortalAbout12-13-2007THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, DECEMBER 13, 2007 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, December 13, 2007, in the Community Room at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Mary Jo Flood. Also attending were Assistant City Attorney Kenyatta Cox, City Attorney Walt Chidester, Fire Chief Mike Crawley, Director of Metropolitan Development Tony Foster, Tom Dickman and Centerville students Bran Boyd and Jeremy Whitaker. The following business was conducted: CALL TO ORDER Robinson called the meeting to order and noted for the minutes that all board members and legal counsel were present. APPROVAL OF MINUTES Robinson made a request to the board to approve the minutes for the December 6, 2007 meeting. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. CLAIMS FOR PAYMENT Robinson made a request to the board to approve the claims for payment for December 13, 2007 in the amount of $118,212.34. She explained that of that total $73,518.66 was paid to Richmond Power & Light for November 2007 electric bills for various departments. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. REQUEST A. Robinson made a request to the board that was submitted by Police Chief Kris Wolski to approve the retirement of Officer Terry Bledsoe effective December 18, 2007. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. B. Robinson made a request to the board that was submitted by Police Chief Kris Wolski to approve the retirement of Detective Harold Raver effective December 30, 2007. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. C. Robinson made a request to the board that was submitted by Police Chief Kris Wolski to approve the retirement of Officer Mike Chamber effective December 31, 2007. Robinson made a request to the board that was submitted by Police Chief Kris Wolski to approve the retirement of Captain Gregory G. Pipes effective December 31, 2007. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. CONTRACTS A. Robinson brought to the board a request that was presented by Director of Metropolitan Tony Foster for the approval of Contract No. 113 -2007 that is an interlocal agreement between the City of Richmond and Wayne County for Weights and Measures Inspections. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. RESOLUTIONS A. Robinson brought to the board a request that was presented by City Attorney Walt Chidester for the approval of Resolution No. 15 -2007 for the transfer of real estate in the Midwest Industrial Park from the City of Richmond to Economic Development Corporation and will authorize the board President to sign the transfer. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. BID AWARDS A. Robinson made a request to the board to award the bid for gasoline / fuel for 2008. The award is as follows: a. Rose City Shell 1) Premium Unleaded at the pump (BP sites only) 2) Regular Unleaded (87 Octane) at the pump (BP sites only) b. Trueblood Oil 1) Premium Unleaded, transport and tankwagon 2) Regular Unleaded (87 Octane), transport and tankwagon c. Harvest Land 1) Premium Road Diesel d. Trueblood Oil 1) Off Road Diesel 2) Fuel Oil - #1 and #2 Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. BID OPENINGS A. Robinson brought a bid opening to the board for HAVAC Maintenance in the City Building. Those bids are as follows: a. Meyer Mechanical Board of Works Minutes December 13, 2007 Page 3 of 3 1) $9,780.00 per year 2) Materials - Cost plus 20% mark up 3) Labor — Service man regular hours $65.00 per hour and overtime hours $85.00 per hour b. Bader Mechanical 1) $10,780.00 per year 2) Materials — Cost plus 20% markup 3) Labor — Service man regular hours $68.00 per hour and overtime hours $96.00 per hour. RECOMMENDATION OF DISCIPLINE REGARDING A FIREFIGHTER Robinson made a request to the board that was submitted by Fire Chief Mike Crawley to start disciplinary action against a firefighter. Assistant City Attorney Kenyatta Cox asked the board to amend the letter that is to be sent to Engineer Christopher Sticco to say dismissal instead of suspension. Lawson made a motion to amend the letter and to follow Fire Chief Crawley's recommendation for discipline and to send the notice of intent with a second by Flood. The motion was unanimously passed. Robinson took this time to recognize the students from Centerville High School and to thank them for coming. Their names are listed above. Lawson took this time to congratulate the four Police officers on their retirement and to thank them for their faithful years of service. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed unanimously. The meeting was adjourned.
