WAIVER OF NOTICE
OF
SPECIAL MEETING
JANUARY 3 , 1975
We, the undersigned, being members of the Town
Council of the Town of Leesburg, in Virginia, do seve-
rally waive all statutory and Charter requirements as
to notice of time, place and purpose of a Special Meet-
ing of the Town Council, to be held in the Council Cham-
bers , 10 West Loudoun Street, Leesburg, Virginia, at
3:30 P.M. , Friday, January 3, 1975, for the purpose of
discussing personnel, and any other routine matter that
may come before Council .

MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, JANUARY 3 , 1975 .
A special meeting of the Leesburg Town Council was held in the
Council Chambers, 10 West Loudoun Street, Leesburg, Virginia, on
January 3, 1975 at 3 :30 P.M. , pursuant to Waiver of Notice attached
hereto. The meeting was called to order by the Mayor. Present
were: Mayor G. Dewey Hill, Councilmen Charles E. Bange , Mary Anne
Newman, Robert A. Orr, Herbert L. Ridder, James A. Rock and C. Terry
Titus .
On motion of Councilman Rock, seconded by Councilman Ridder,
Council unanimously voted to go into executive session to discuss
personnel matters at 3 :37 P.M.
Councilman Orr left the meeting at 5 :00 P.M.
Council resumed session at 5 :23 P.M.
On motion of Councilman Rock, seconded by Councilman Ridder, the
following motion was proposed:
That the Leesburg Town Council accept the resignation of
Town Manager James W. Ritter, Jr. , effective March 31, 1975 ,
as per his letter to Mayor Hill, dated December 31, 1974,
and that the Mayor inform him that the Council has ac-
cepted it.
The motion was unanimously adopted, as shown below:
Aye: Councilmen Bange , Newman, Rock, Ridder, Titus and
Mayor Hill.
Nay : None .
On motion of Councilman Rock, seconded by Councilman Bange,
Council voted unanimously to recess this meeting at 5 :28 P.M. until
January 6, 1975 at 4 :00 P.M.

MINUTES OF RECONVENED MEETING (FROM JANUARY 3, 1975) OF LEESBURG
TOWN COUNCIL, JANUARY 6 , 1975 .
A reconvened meeting of the Leesburg Town Council was held in
the Council Chambers , 10 West Loudoun Street, Leesburg, Virginia, on
January 6 , 1975 at 4 :00 P.M. , said meeting having been recessed on
January 3, 1975 . The meeting was called to order by Mayor Hill,
who appointed Councilman Newman to serve as Clerk Pro-Tem. Present
were : Mayor G. Dewey Hill, Councilmen Charles E. Bange, Mary Anne
Newman, Robert A. Orr, Herbert L. Ridder, James A. Rock and C. Terry
Titus ; also Deputy Town Manager E . Wesley Devero.
On motion of Councilman Rock, seconded by Councilman Newman,
Council voted unanimously to go into executive session to discuss
personnel matters at 4:09 P.M.
Councilman Orr left the meeting at 5 :08 P.M.
Council resumed session at 7 :02 P.M. , with no action being taken.
On motion of Councilman Rock, seconded by Councilman Bange, the
meeting was adjourned.
