WAIVER OF NOTICE
OF
SPECIAL MEETING
JANUARY 17 , 1975
We , the undersigned, being members of the Town
Council of the Town of Leesburg , in Virginia, do seve-
rally waive all statutory and Charter requirements as
to notice of time, place and purpose of a Special Meet-
ing of the Town Council, to be held in the Council Cham-
bers , 10 West Loudoun Street, Leesburg, Virginia , at
4 :30 P.M. , Friday , January 17 , 1975 , for the purpose of
considering a resolution on the State Water Control Board 's
proposed adoption of the Policy for Waste Treatment and
Water Quality Management for the Dulles Area Watershed,
and for the purpose of discussing personnel and legal
matters , and any other routine matter that may come be-
fore Council.

MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, JANUARY 17 , 1975 .
A special meeting of the Leesburg Town Council was held in the
Council Chambers , 10 West Loudoun Street, Leesburg , Virginia at
4 :30 P.M. , January 17 , 1975, pursuant to Waiver of Notice attached
hereto : Present were : Mayor G. Dewey Hill , Councilmen Charles E.
Bange , Mary Anne Newman, Robert A. Orr, Herbert L. Ridder, James A.
Rock and C. Terry Titus ; also Town Attorney George M. Martin.
On motion of Councilman Titus , seconded by Councilman Bange, the
following resolution was proposed:
WHEREAS, the Town Council of the Town of Leesburg has fully
supported and continues to support the Metropolitan Regional
Water Quality Management Plan for the Dulles-Area Watershed
as recommended by the NVPDC, and
WHEREAS, the Town Council has strongly opposed and continues
to oppose the Metropolitan Regional Water Quality Manage-
ment Plan for the Dulles Area-Watershed as filed by the SWCB
with the Secretary of the Commonwealth, and
WHEREAS, the Town Council felt it necessary, in order to
protect the citizens of Leesburg and its environs, to liti-
gate .against the SWCB the matter of the said M/R Plan as
adopted by the SWCB, and has directed the Town Attorney to
file a Petition for Declaratory Judgment and to challenge
the validity of the said Plan, and
WHEREAS, the Town Council opposed, at the SWCB Public Hear-
ing called on October 29, 1974, and continues to oppose,
the proposed implementation policy of the SWCB 's adopted
M/R Plan for the Dulles-Area Watershed, being that the said
policy, especially Attachment A, is simply a restatement
of the SWCB ' s M/R Plan,
NOW, THEREFORE, BE IT RESOLVED, that the Town Council of
the Town of Leesburg again expresses to the SWCB its oppo-
sition to the proposed implementation policy, and
BE IT FURTHER RESOLVED, that the Town Council, representing
the people of Leesburg and speaking in their behalf-, deplores
the manuever of the SWCB of using the proposed Policy to re-
inforce the credibility of the SWCB ' s adopted M/R Plan for
the Dulles-Area Watershed, and
BE IT FURTHER RESOLVED, that the Town Council urges the
SWCB not to adopt the proposed Policy for Waste Treatment
and Water Quality Management for the Dulles-Area Watershed,
and
BE IT FURTHER RESOLVED, that the Town Council urges the
SWCB to adopt a policy that admits that a separate sewage
treatment plant (being the existing and proposed expansion
of the Town 's Plant) for the Town is in the best interest
of Leesburg , the local jurisdictions within the Dulles-
Area Watershed, and all others concerned.

MINUTES OF JANUARY 17 , 1975 SPECIAL MEETING.
It was pointed out that the Water Control Board will be meeting on
January 23, 1975 , at which time it is proposed to adopt the imple-
mentation policy for the M/R Plan . Mr. Hallett of the County Sani-
tation Authority has advised that it is expected that the County
will take some action to express its position against the adoption
of this Policy, and it is felt that the Town should do likewise -
hence, the proposed resolution. After discussion of this matter,
the resolution was unanimously adopted, as shown :
Aye : Councilmen Bange, Newman, Orr, Ridder, Rock, Titus and
Mayor Hill.
Nay: None.

It was suggested that a letter be sent by Registered Mail to Mr.
Edwards, Chairman of the Water Control Board, quoting this resolution.
On motion of Councilman Titus , seconded by Councilman Bange,
Council voted unanimously to go into executive session to discuss
a legal matter and personnel at 5 :03 P.M.
Council reconvened at 6 :35 P.M. , with no action taken.
On motion, duly seconded, the meeting was adjourned.
