DEWEY L Mayor h�V ir— MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, JANUARY 28, 1975. A special meeting of the Leesburg Town Council was held in the Council Chambers, 10 West Loudoun Street, Leesburg, Virginia, on January 28,21975 at 7:30 P.M. for the purpose of discussing personnel, as shown in copy of Notice attached hereto, said No- tice having been mailed to all Council members prior to said meeting. Present were: Mayor G. Dewey Hill, Councilmen Charles E. Bange, Mary Anne Newman, Robert A. Orr, Herbert L. Ridder, James A. Rock and C. Terry Titus. k. On motion of Councilman Titus, seconded by Councilman Newman, Council voted unanimously to go into executive session at 7:44 P.M. , 1 Council reconvened at 8:24 P.M. IOn motion of Councilman Ridder, seconded by Councilman Bange, the following resolution was proposed: BE IT RESOLVED, that E. Wesley Devero is hereby appointed Acting Town Manager and shall be paid at an annual rate of $15,950, such salary and appointment to become effective on February 1'$ 1975, and serve in this position for a period of six months at the pleasure of the Council, at which time Mr. Devero's performance will be evaluated. On motion of Councilman Rock, seconded by Councilman Titus, the following sub- stitute motion was proposed: BE IT RESOLVED, that the Mayor is hereby directed to appoint three members from the Council as a special committee of the Council, whose purpose shall be to utilize whatever means the special committee deems appropriate to seek applicants for the position of Manager of the Town of Leesburg. Such special committee shall report their progress to the Council from time to time as the Council may direct, and BE IT FURTHER RESOLVED, that the Deputy Manager shall be paid at an annual rate of $15,950, such salary to become effective on February 17,:1975 and continue through June 30, 1975, and BE IT FURTHER RESOLVED, that the Deputy Manager shall, until appointment I of a Town Manager, perform all tasks necessary to the day to day management of the Town and/or as may be directed from time to time by the Council. A vote on the above substitute motion was as follows: Aye: Councilmen Newman;:Robk:and Titus. Nay: Councilmen Bange, Orr, Ridder and Mayor Hill. ' Discussion on the original motion included the fact that Mr. Devero will be serving ' "at the pleasure of the Council" for this six-month period. There was also discus- sion as to whether or not a. new Deputy Town Manager should be hired at this time. It was felt that this could be done at the discretion of the Acting Town Manager - he would have the power to hire or fire and the money has been appropriated for the remainder of this fiscal year. However, it seemed to be the opinion of the Council that this should not be done at this time. A vote on the original motion was 4 to 3, as shown below: Aye: Councilmen Bange, Orr, Ridder and Mayor Hill. Nay: Councilmen Newman, Rock and Titus.
